About this file

This is a Question & Answer Log (Amendment 1) addressing clarifications regarding a Performance Work Statement (PWS) for UPS (Uninterruptible Power Supply) system maintenance and support services.

The PWS requires contractor provision of maintenance services for eight UPS systems across multiple locations, including full preventive maintenance, emergency response, onsite repair services, and parts coverage (excluding full battery string and air filter replacements). Key service requirements include 100% parts coverage for capacitors, individual fans, and up to 10% annual battery jar replacement; calibration and recording of electronics to system specifications; and installation of Engineering Field Change Notices. The UPS systems consist of Eaton, Vertiv (Liebert), and Toshiba units, with specific models and serial numbers identified in the updated Table 1 of the PWS. Major clarifications addressed in the Q&A include: (1) confirmation that technicians must be OEM Factory Trained, Certified, Authorized, and OEM-employed personnel due to access requirements for proprietary tools and service software; (2) detailed battery configuration information including battery strings, jar quantities, make, model, voltage, and specifications for all eight systems; (3) confirmation that capacitor and fan replacements are covered under the annual price and will not be billed separately; (4) removal of the 10% battery string replacement requirement from section 4.2.3; and (5) provision of physical addresses, equipment lists, drawings, and battery schedules. The amendments clarify technician certification requirements, parts coverage scope, battery maintenance specifications, and detailed equipment information necessary for accurate proposal development.

QUESTION & ANSWER LOG

AMEDMENT 1

QUESTION ANSWER

PWS 1.2 - Can the Government please provide battery make, model and quantity per each UPS?

See updated Performance Work Statement Table 1.

PWS 1.3 - Scope The Contractor shall include technicians that are factory trained on each specific model/part and able to meet the requirements specified herein.” --

----We would like to request further clarity regarding the term Factory Trained

Technicians. Original Equipment Manufacturers such as Eaton and Vertiv)

Liebert only factory train their own employees. These OEM trained, certified and authorized individuals are trained and certified to perform OEM UPS full scope

UPS maintenance and repair and have access to UPS software to properly execute services to the standard of the OEM. If the Government is seeking OEM factory trained and authorized that have access to proprietary tools to properly troubleshoot, maintain, and repair a UPS systems, the request should be clarifies at

OEM factory trained and OEM employed UPS technicians. The alternative would be Third Party technicians and they are not OEM authorized or certified to perform services on Eaton and Vertiv UPS systems. This also means that they have no access to proprietary service tools. Toshiba does certify and authorize partners.

See updated Performance Work Statement paragraphs 1.1 and 1.3.

PWS 4.2 - Requirements. The Contractor shall provide fully licensed, certified, and authorized technicians to perform the services listed herein.------- In correlation to the question documented in 1.2 above, OEMs such as Eaton and

Libert only authorize Eaton and Vertiv employed technicians. Please confirm you are seeking OEM certified, authorized and employed Eaton, and Liebert technicians.

See updated Performance Work Statement paragraphs 1.1 and 1.3.

PWS 4.2.2 - Includes 100% parts (excluding full battery and air filters replacement) coverage, capacitor and bank replacement when deemed necessary. --

---- We would like to ask the Government to provide confirmation that Full services emergency and preventative maintenance services includes guaranteed

EM response, onsite labor repair services and 100% parts excluding Full battery string replacement parts and labor and full capacitor bank and fac lifecycle replacement services. Individual capacitors and fans are covered.

See updated Performance Work Statement paragraph 4.2.2.

PWS 4.2.9.10 - Calibrate and record all electronics to system specifications.---

The requirement to calibrate UPS systems by major manufacturers such as Eaton, Vertiv (Liebert) requires OEM service tools that are not available to Third Party service providers. In correlation to the comments above for 1.2 and 1.3, please confirm that the Government is requesting OEM Factory Trained, Certified, Authorized and OEM employed UPS technicians.

See updated Performance Work Statement paragraphs 1.1 and 1.3.

PWS 4.2.9.11 - Install or perform Engineering Field Change Notices (FCN) as necessary ----Engineering Field Changes can only be performed by OEM Factory

Trained, Certified, Authorized and OEM employed UPS technicians. Please make sure this is clarified in an effort to meet this goal.

See updated Performance Work Statement paragraphs 1.1 and 1.3.

7 How many battery jars are connected on each UPS unit? See updated Table 1 in the Performance Work Statement

While reviewing the bid I noticed that it notes that the technicians must be certified. The OEM’s don’t certify anyone that isn’t employed by them, making the SB set aside impossible. Could this contingency be removed to allow for SB set aside to partake?

See updated Performance Work Statement paragraphs 1.1 and 1.3.

4.2.2 Includes 100% parts (excluding full battery and air filters replacement) coverage, capacitor and bank replacement when deemed necessary.

4.2.3 Includes parts, labor and battery jars as required - up to 10% of the battery string per year (not accumulated over contract term). Does this mean that

Capacitor and Fan replacements will not be billed separately? Usually, for full-service contracts like this, everything is covered except for Batteries and

Capacitors and fans, as these are considered consumables that have a routine schedule for replacement (Capacitors and fans every 5-7 years). A full capacitor and fan replacement on a larger unit is a bigger expense, and I do not usually see it covered under the annual price.

See updated Performance Work Statement paragraph 4.2.2. Paragraph

4.2.3 has been removed from the PWS.

Also, does 4.2.3 mean that 10% of each battery string needs to be covered under the annual price each year? This is manageable, but depending on the size of the batteries can be cost prohibitive. Also, depending on the manufacture date and installation faulty batteries may be under manufacturer warranty (usually 3 years).

See updated Performance Work Statement. Paragraph 4.2.3 has been removed from the PWS.

Specifically, could you please provide the following details for each of the eight

(8) UPS systems:

1. Number of battery strings per UPS

2. Number of batteries per string

3. Total number of batteries per UPS and across the installation

4. Battery type, model, voltage, and configuration (if available)

5. Any available equipment lists, drawings, or battery schedules

See the updated Table 1 in the Performance Work Statement for questions 1-4.

See Performance Work Statement paragraph 1.5.1 for question 5.

We note that the PWS references battery maintenance and partial replacement;

however, the detailed configuration and quantities are not specified, which impacts our ability to develop a complete and accurate proposal.

See updated Table 1 in the Performance Work Statement.

I wanted to see if we could get the Site ID and Tag Numbers for the Liebert systems listed below:

Location Size Model Serial Make

Bldg #1 Rm 173 80KVA 47SA080HAC M18DUB0009 Liebert

McCain Field # 5 30KVA 47SA030DAC M20BZB0022 Liebert

McCain Field Bldg 10KVA APS AS5 1928300339AU043 Liebert

See updated Table 1 in the Performance Work Statement.

14 The PWS notes “Annual Full Preventive Maintenance on all internal battery pack cabinets.”

1. Could you please provide the make, model, and quantity of the batteries installed in these internal cabinets?

2. Additionally, will preventive maintenance also be required for any external battery cabinets? If so, could you share the make, model, and quantity of the batteries used in those external cabinets or racks?

3. Lastly, could you please confirm the input and output voltage specifications for the capacitors associated with the Liebert and Toshiba units?

See updated Table 1 and paragraph 1.2.1 in the Performance Work

Statement.

15 1. Please provide the physical address for each UPS unit location, as only building names and general locations are listed (PWS Section 1.2).

2. Please provide the battery quantity, make and model associated with each unit as this information is required to accurately quote preventative maintenance and allowable replacement coverage (PWS Section 1.2 and 4.2).

3. Please clarify which UPS systems are expected to require battery replacement, and the anticipated timing of such replacements within the contract period (PWS

Section 4.2.3 and 4.2.7).

4. Please confirm the total number of batteries per UPS system, in order to properly calculate the "up to 10% of the battery string per year" replacement allowance (PWS Section 4.2.3).

See updated Table 1 in the Performance Work Statement.
