Questions from Industry

1. Please confirm that one person will be able to fill the roles of project Superintendent, Quality Control manager (QCM), and Site Safety and Health Officer (SSHO).

ANSWER: This is a small project, so this is acceptable as long as quality and safety priorities don’t get compromised due to project schedule or budget pressures.

2. Confirm no design or engineering is required for this project.

ANSWER: No design or engineering is required for this project.

3. Due to the projected value of the project, please confirm if a Payment and Performance Bond will be required?

ANSWER: Per the FAR 28.102-1(b)(1) – “for construction contracts greater than $35,000, but not greater than $150,000” The Magnitude for this project is Less than $25K.

4. Confirm that contractors can access the base, Building 1333, and the conference room with DBIDS credentials only. RFP has many references to CAC cards and IT access which should not apply.

ANSWER: Initially the contractor will get a visitor pass to access the base. They do a basic check for “wants and warrants”. Once this is done, proceed to #5.

5. Confirm if the start up period paragraph a-f documents are required. If they are, how long does it take to have documents processed?

ANSWER: If the workers pass #4, I will have the contractor send me all of the names that will be working on the project with social security numbers via DoD Safe to get vetted by our security people – probably a day or two. Once this is done, they will have to fill out a DD Form 1172. How long this takes depends on them. It can be done in a day or two. This will get them their CAC card and that is all that is required. Once CAC cards are received, they can access the base and building without escorts.

6. Confirm that there should be no requirements for any contractor personnel to have any access to DoD IT systems.

ANSWER: Contractors will not need any access to DoD IT systems.

7. Will any testing for asbestos or RACA 8 be required prior to demo?

ANSWER: Asbestos testing was done and none was found. No other tests are required.

8. Confirm that the return air vents currently in the wall shelving unit will remain boxed in.

ANSWER: The air vents inside the shelving can be removed as they serve no purpose.

9. Confirm we can box in the existing yellow piping within the wall shelving unit.

ANSWER: The existing yellow piping can be boxed in.

10. Will offers that have closely related NAICS be considered if the business meets the SBA size standards and qualifications?

ANSWER: No, the business must be a Small Business under NAICS 236220.

11. Are carpet squares ok to use, or should it be carpet?

ANSWER: Carpet squares are ok to use.

12. Will the lights stay recessed in the ceiling or moved down?

ANSWER: The lighting will be moved down and flushed with the new ceiling tiles that are installed.
