About this file

This document is an Amendment (Amendment 0002) to Solicitation N6883625R0006 for an Explosive Ordnance Disposal (EOD) Combat Skills Course of Instruction for the Center for Explosive Ordnance Disposal and Diving (CEODD). The amendment extends the offeror due date to July 18, 2025, and includes responses to vendor questions covering various technical and administrative aspects of the solicitation. Key updates include clarifications on instructor qualifications, facility requirements, aircraft specifications, lodging and meals for students, and contract line item (CLIN) descriptions.

The solicitation is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contractor will provide a 33-day combat skills training course for up to 20 Navy EOD personnel, including instruction in tactical combat casualty care, weapons, helicopter rope suspension techniques, and other combat skills. The course will be conducted partially at Naval School Explosive Ordnance Disposal facilities and partially at a contractor-provided facility within 50 miles of Eglin Air Force Base. The base period focuses on instructor qualification and preparation for pre-pilot and pilot course execution, with potential for up to eight course convenes annually.

13. How does the gov. intend to provide responses to all potential offerors for all questions submitted? Ref.

Page 42, Para. Questions

The solicitation will be amended and the questions/responses posted within the amendment.

14. The Government references the COMNAVSPECWARCOMINST 3000.3 (series).

COMNAVSPECWARCOMINST 3000.3D is the “Naval Special Warfare Parachuting and Cargo Airdrop

Operations Manual” and does NOT Cover HRST/Cast operations. Did you intend to reference

COMNAVSPECWARINST 3000.2 Naval Special Warfare Helicopter (and Tiltrotor) Rope Suspension

Techniques and Cast and Recovery Operations Manual?

Yes, the Government’s intent is to reference COMNAVSPECWARINST 3000.2, Naval Special Warfare

Helicopter (and Tiltrotor) Rope Suspension Techniques and Cast and Recovery Operations Manual for all HRST/Cast training in this course.

15. The COMNAVSPECWARINST 3000.2 provides specific instructions for rigging H-47, H-53, H-60, H-1, and V-22. Given those are the only US manufactured aircraft specifically referenced, does the Government expect the vendor to provide one of the listed aircraft?

Yes, the Government expects the vendor to provide one of the aircraft listed in COMNAVSPECWARINST

3000.2, as this manual is the authoritative reference for rigging aircraft during HRST/Cast training for the course.

Revised Response:

16. For the purposes of calculating blade hours, where does the Government require CAST operations to take place?

The Government can schedule CAST operations at Eglin AFB Range D-54, which meets the water depth requirements of COMNAVSPECWARINST 3000.2. If the vendor prefers a different site that meets these requirements, it must be approved by the Government before course execution.

Revised Response:

CAST Operations will occur at Range D-54, Eglin AFB. The Contractor shall provide air transportation for students to and from the contracted facility to D-54 for each CAST evolution. The Contractor may use multiple helicopters to perform this event.

17. On Page 44 you reference the PPQ as attachment one, and no Attachment 1 was provided with the RFQ.

Could you please provide PPQ form?

Government has provided this document as an attachment herein.

18. For the purposes of assessing medical coverage and response, which days and topics of the CMS provided at

Government furnished facilities are considered high risk? Are any of the training facilities at Government furnished facilities within 10 minutes of medical care?

Days 1–11 and 32–33 are not considered high-risk training days. Eglin AFB Building 8845 (classroom site for the Combat Skills Course) is within 10 minutes of medical care. However, Range D-51 does not have civilian medical care within 10 minutes, aside from ambulance or air medevac services.

Revised Response:

Days 1–11 and 32–33 are not considered high-risk training days. Both Eglin AFB Building 8845 and

Range D-51 are withing 10 minutes response time for medical care

19. For the purposes of calculating instructor coverage, can the Government provide the required instructor to student ratios for each topic of the CMS?

A Course Master Schedule is provided as an attachment and includes the intended student-to-instructor ratios for each topic.

Revised Response:

The Government is providing a revised Course Master Schedule (CMS) document; see

20. Is it possible to get a one-year projected training schedule that shows overlap of class convenes? This is essential to calculate instructor requirements.

The Government only anticipates 8 convenes per year; the schedule below is provided for pacing activities only.

21. Per 1.14.3 Identification of Contract Employees, the contractor is required to gain access to NSEOD to provide instruction on training days 1-10 and 26-33. Is it the intent of the government to require a separate contractor badge in addition to the NSEOD issued badge required to access Range D-51?

The contractor will be issued a standard NAVSCOLEOD badge for access to NAVSCOLEOD facilities and ranges. A Government-issued CAC will also be required for access to Eglin AFB, Range D-51, and for obtaining a Government email address. NAVSCOLEOD will sponsor and assist the vendor in obtaining CACs.

22. 1.4.4 States the Contractor is authorized to invoice only after completion of a fully performed convene.

CLIN 0001 period of performance starts on 01 Aug 2025. There are no convenes scheduled under CLIN

0001, the first convene occurs under CLIN 0002 on or about 01 Feb 2026 (would not complete until approximately mid-March 2026). How is the contractor able to invoice for the work specified in CLIN 0001 during the base period described in 1.4.1? Later in the RFQ, para 6.4.1 states the contractor will submit a monthly invoice through WAWF, to the COR no later than the 2nd calendar day of the following month, does this specifically apply to CLIN 0001?

CLIN 001 will be invoiced monthly.

23. RFQ states human performance modules are only conducted at Government facilities, and training days 11-

25 are listed at contractor site. However, Day 25 of the CMS has human performance modules, are we correct in assuming that Day 25 (CAST operations) will not include human performance?

Day 25 will not include Human Performance modules, and the vendor will not be required to provide

Human Performance instruction at any point during the course.

24. How is “day trip” defined in this context, especially in relation to the 50-mile travel radius?

The generally accepted meaning of “day trip” would be travel completed within one calendar day.

Specifically, the student would need to travel to class, attend class and return travel within one calendar day

Revised Response:

The 50-mile radius is required for NSEOD personnel to deliver AA&E/NCEA to and from the

Contractor facility on a daily basis.

25. Is it envisioned that students will commute daily to and from the off-site location (with no lodging required)?

The students will NOT commute daily. They will remain on site MON-FRI on days 11-25. Lodging and meals are required.

26. Or is there flexibility for overnight lodging if the selected facility exceeds a 50-mile radius but is still considered a day trip for your departure/return portion of this part of the training?

No funding will be provided for overnight lodging. All travel and attendance will be done in one calendar day.

The students will not receive funds for lodging or meals.

27. Workforce and Curriculum Scope Student-to-Instructor Ratios: The current CMS attachment does not provide student-to-instructor ratios.

These ratios are fundamental for developing an accurate staffing plan and the corresponding cost proposal.

Could the government please provide these required ratios in a clear document or issue a revised attachment that includes this information?

The Government is providing a revised Course Master Schedule (CMS) document; see Attachment 4:

CMS, Rev. 1.

28. New Requirement for Aircraft Rigging: The answer provided for Question 15 introduces a requirement for teaching the rigging of specific aircraft. This task is not currently included in the PWS or other course materials. As this represents a significant change to the training curriculum and would impact personnel qualifications and pricing, could you confirm if this is a new requirement? If so, will the government provide an amended PWS and CMS to formally incorporate this new scope of work?

The Contractor shall provide personnel qualified as a HRST Master to perform rigging to specific aircraft. The Contractor shall not teach students how to rig on any aircraft.

29. Conflicting Government Requirements Student Lodging and Meals: We have identified a conflict between the guidance in Questions and

Answers 24-26 and the requirements outlined in PWS sections 2.0.b.5, 5.1.1.1, and 6.1 note 3. These sections provide contradictory information on whether the contractor is responsible for student lodging and meals during off-site training. As this directly impacts logistical planning and overall cost, could the government please provide a definitive clarification on this requirement?

The Contractor shall include the cost of meals and lodging for students in the cost for each convene while at the contracted site.

30. Aircraft Compliance Standards: The PWS requires rotary air support that meets "DCMAINST 8210-

1D/NAVAIRINST 3710.1H," which does not specify aircraft type. However, the answer to Question 15 appears to mandate a specific type of aircraft. To ensure we source and propose the correct assets, could the government clarify which of these conflicting directives takes precedence?

31. US-Manufactured Aircraft Definition: To ensure full compliance with the requirement to use US-manufactured aircraft, we need a clear government reference defining this term. Factors such as assembly location, parts sourcing, and workforce can all determine manufacturing status. Could the government please provide the specific policy or regulation that defines "US-manufactured aircraft" so all vendors can ensure they are meeting this standard?

32. Contract Line Item (CLIN) Structure Identical CLINs (0001 and 1001): The recent RFQ amendment modifies CLIN 1001 to be identical to the modified CLIN 0001. To ensure our pricing proposal correctly aligns with the government's intended contract structure, please confirm if it is correct that both CLINs are identical.

The Government has corrected this CLIN herein.

33. Numbering of CLIN 0003: The newly added CLIN 0003 is labeled as item no. 0003 but is positioned as the fourth CLIN description, following CLIN 1001. Please clarify if this CLIN should be the third item, following CLIN 0002, or if it is correctly placed as the fourth item. This is important for maintaining an accurate pricing structure.

34. Period of Performance (POP) for CLINs 0002 and 0003: The "DELIVERIES AND PERFORMANCE" modifications show no change for CLIN 0002. Was a change to the POP intended? Furthermore, the new

CLIN 0003 has identical POP information as CLIN 0002. Are the POP dates for these two CLINs identical, and are they to be delivered concurrently?

The Government has corrected these CLINs herein.

35. Attachments and Submission Requirements Missing Pricing Spreadsheet: Page 61 of the RFQ mandates the use of a pricing spreadsheet (Attachment

#1) for all pricing input. However, the document currently labeled Attachment #1 is the Past Performance

Questionnaire. As this spreadsheet is essential for our submission, will the government be providing it?

The Government has provided herein the documents in Attachment 2: Past Performance Reference

Questionnaire.

36. Past Performance References: The amended RFQ creates ambiguity by requiring a maximum of three relevant past performance references in VOL II and five in VOL III. To ensure our proposal is evaluated correctly, could the government please clarify if references are required in both volumes, and specify the total number of references required and their correct placement?

The Government has removed the requirement for Past Performance References in Volume II –

Technical Capability.

37. Missing Attachment 3: The RFQ lists "Attachment 3: DD1423-1 CD," but this attachment was not included in the solicitation package. Will the government be providing this attachment?

DD Form 1423-1 is the Governments Contract Data Requirements List (CDRL) form. The Government has provided the Various CDRLs as attachments in the RFQ in SAM.Gov.

38. Discrepancy in Attachment Count: Page 54 of the RFQ lists four attachments, while page 33 lists only three. Could the government please clarify which page is correct and provide all missing attachments referenced in the RFQ, including the pricing spreadsheet and the CDRL list?

There are four attachments to the Contract:

1. Attachment 1: CONTRACTOR NAME, Vol. Pricing.xlsx

2. Attachment 2: Past Performance Reference Questionnaire

3. Attachment 3: DD 1423-1 CDRLs A001 thru A013

39. Contract Type

IDIQ Confirmation: The amended RFQ indicates that this will be an Indefinite Delivery/Indefinite

Quantity (IDIQ) award. As the contract type is fundamental to our strategic approach and pricing, can the government please confirm this is correct?

The Government has issued this RFQ as an Indefinite Delivery/Indefinite Quantity solicitation.

40. Pricing: On page 60 of Amendment 0001, it says prices for each CLIN will be reflected on the pricing speadsheet which is listed as attachment 1 on page 33. Will you be able to provide the pricing spreadsheet or should we just fill in the pricing for CLINS on the 1449?

This document is provided herein as Attachment 1: CONTRACTOR NAME, Vol. Pricing.xlsx

41. Pricing: Would you like us to provide the CLIN pricing on the original RFQ document or Amendment

0001? Amendment 0001 only provide a place to price CLIN 0003. Should we copy/past CLIN 0003 and the new language onto the original RFQ so there is place to price all CLINS?

42. Student / Instructor Ratios: The answer to question 19 states that the student to instructor ratios are on the provided Course Master Schedule (CMS). The ratios are not included on the original CMS and a new CMS was not provided with this release. The student to instructor ratios are important in our calculations of the necessary amount of cadre. Would the customer be able to provide that before the proposal is due?

The Government is providing a revised Course Master Schedule (CMS) document; see Attachment 4:

CMS, Rev. 1.

43. Lodging: The answer to questions 25 & 26 directly contradict the requirements in PWS 5.1.1.1 "Contractor shall provide lodging and meals at contracted site for up to 20 students per convene for training days 11 through 25 of attached CMS." Does the answer take priority over the requirement? Will the Government amend the requirements language on Page 50 & 51 to align with the answer provided for questions 25 & 26?

We ask to ensure that pricing is accurate and will be fair amongst all potential vendors.

The Contractor shall include the cost of meals and lodging for students in the cost for each convene while at the contracted site.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the

Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the

Government installation designated for receipt of offers and was under the

Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
