About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a Blanket Purchase Agreement (BPA) for refrigerant decontamination and dehydration services for Navy submarines at the Trident Refit Facility in Kings Bay, Georgia. The amendment extends the response date to 22 April 2025 and corrects the Statement of Work (SOW), with the contract covering a two-year period for refrigerant flush and system dehydration services on submarine air conditioning systems.
The SOW details specific technical requirements, including 12-hour work shifts, EPA-certified technicians, and precise refrigerant handling procedures. The contract includes five Contract Line Item Numbers (CLINs) covering hours worked on-site, travel and per diem, equipment rental, shipping costs, and refrigerant usage. Key requirements include responding within 14 days' notice, using contractor-owned equipment, and performing technical tasks such as system pressurization, evacuation, nitrogen testing, and refrigerant flushing. The work will be performed pier-side on the USS Rhode Island at the Trident Refit Facility, with strict security and safety protocols for access and performance.

Statement of Work (SOW) Flush Refrigerant and Dehydrate System on Navy Submarine(s)
1.0 Introduction
Trident Refit Facility (TRF) has a requirement for a Blanket Purchase Agreement (BPA) for A Refrigerant decontamination and or a dehydration of an A/C system on a submarine at Kings Bay, Georgia. This will be a (2) two-year agreement. Each line item will represent (1) one occurrence. TRF may have (1) one or more occupancies in one year. TRF may not have any occurrences. This BPA will allow flexibility in the event a Navy Submarine requires refrigerant services.
A separate PWS with exact specifics will be sent when a requirement is known. A task order then be placed on as needed purpose be placed against this BPA when a requirement is known.
All pricing on this BPA will be broken down in
1) Hours (working onsite) - 12 X 2 = 24
2) Total travel and Per Diem
3) Equipment rental as required per day
4) Total cost of shipping of required material
5) Flushing Refrigerant Usage- Refrigerant (medium) used to flush through the contaminated system)
Note: Average Flush on site could be between 5- 18 days @ 12-hour days.
Note 2: If onsite and travel time occurs on a holiday, holiday wages will be incurred.

5.1 Defense Biometric Identification System (DBIDS). The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.
To improve management and force protection at Navy installations, the Navy is transitioning from using the Navy Commercial Access Control System (NCACS) to the Defense Biometric Identification System (DBIDS) for Contractors and vendors requiring access to an installation at no cost to them. The transition will begin 17 April 2017 and individuals will have up to 180 days to obtain the permanent card. After August 14, 2017, NCACs cards will no longer be accepted.
In order to obtain base access, an individual need to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
Additional information is available at https://www.cnic.navy.mil/om/dbids.html.
