Kings Bay team will need to remove the compressor the system and install blank off plates with
1” ports (including ball valves) on the suction, discharge, and liquid lines.
- Contractor can remain on-call during this performance of work, and a day rate for standby will go into effect (total charges to be determined at the end of performance of scope and set up using a change order).
After the compressor has been removed and plates with ports/valves installed.
Contractor will pressurize the system with nitrogen and perform a 6-hour standing hold test.
Contractor will utilize our equipment to perform a dehydration of chiller.
Acceptance criteria shall be when vacuum is pulled below 1000 microns and held for up to four hours.
After completion of the hold test, contractor will perform a refrigerant flush of the refrigerant piping of the system using R-114.
- Contractor will provide the necessary refrigerant for this flush.
- Thermal expansion valves and solenoid valves of the System will need to be removed and temporary piping installed, or otherwise bypassed.
- Flush will be performed for 24 non-continuous hours.
- Acceptance criteria shall be a visual inspection measured by bag test. Flush shall be considered complete with the volume of particulates in the bag is less than that of a dime.
- A Goetz tube visual inspection shall be performed, and acceptance criteria shall be when the presence of oil is 0.1% or less.
- After completion of the flush of the System, contactor will recover the service refrigerant and charge the System with standing pressure of dry nitrogen (1-2 PSI).
After restoring of all components to the system, contractor will pressurize the system with nitrogen and perform a 6-hour standing hold test.
- Contractor will provide the nitrogen to perform this work.
- Contractor will pressurize to 50 PSI. Acceptance criteria shall be no loss of pressure during the 6 hours hold test.
Contractor will perform a triple evacuation on each System.

After completion of the triple evacuation, Contractor will recharge the System with the recovered refrigerant.
Contractor will perform bump and run procedures on the unit and receiver. Contractor will need assistance of Customer for operation of the unit during the Bump and Runs.
- Bump and runs will consist of running each system for a short time.
- Contractor to pull charge from the vessel and clean the refrigerant and checks for contaminants.
- Bump and run procedures are repeated until the acceptance criteria is met.
- Acceptance criteria shall be a visual inspection measured by bag test. Acceptance shall be when volume of particulates in filter bag is less than a dime, Goetz tube <0.1% oil.
- Kings Bay team will disconnect all necessary equipment and materials.

5.1 Defense Biometric Identification System (DBIDS). The Defense Biometric Identification
System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data
Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.
To improve management and force protection at Navy installations, the Navy is transitioning from using the Navy Commercial Access Control System (NCACS) to the Defense Biometric
Identification System (DBIDS) for Contractors and vendors requiring access to an installation at no cost to them. The transition will begin 17 April 2017 and individuals will have up to 180 days to obtain the permanent card. After August 14, 2017, NCACs cards will no longer be accepted.
In order to obtain base access, an individual need to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
Additional information is available at https://www.cnic.navy.mil/om/dbids.html.

Government may evaluate any and all information submitted by the quoter to support the reasonableness of the prices quoted. The method of evaluation used is solely within the discretion of the Contracting Officer.
