About this file

This document contains questions and answers regarding Amendment 0004 to solicitation N6883620Q0073 for Warehouse Support Services for the Logistics Support Team at Naval Station Mayport in Florida. The amendment clarifies that acknowledgement of amendments can be done in writing by including the amendment number and issue date. It also confirms the correct volume for pricing is Volume II, adjusts the period of performance dates in Attachment 10 to account for the proposal submission date of August 14, 2020, and clarifies that the 21-day warehouse support phase-in period refers to calendar days. Additionally, it states the government will consider a 25% increase in workload for Option Year 3 as originally asked in Question 10, and specifies that the only pricing form required for submission is the revised pricing sheet included in Amendment 0004.

Question Answer

1 RFP Amendments We are on Amendment 0003 but the Government has not published all Amendments. Does the Government intend to publish the 3 Amendments?

Acknowledgement of amendments can be done in writing. Be sure to include the amendment number and issue date.

2 RFP Amendment 0003, page 1, 1.

INSTRUCTIONS TO QUOTERS, I.

GENERAL, IMPORTANT NOTES, (4)

Contractor Responsibility:

This information shall be included in Volume I – Price but will not be evaluated as part of this factor. We believe the correct Volume number for Price is Volume II.

See Amendment 0004

3 Attachment 10 Can the Government please review the Amendment 0003, Attachment 10. The Base Year Period of Performance: 15 August 2020 through 14 August 2021 and follows the same pattern for the Option Years (OY). We believe the Government may want to adjust this since the proposal submission date is 14 August 2020.

See Amendment 0004

4 Attachment 10 The Warehouse Support Phase-In is 21 days, we understand this to be calendar days. Is this correct? Additionally, if the Government's start up date is 15 August 2020, this period has already elapsed.

See Amendment 0004

5 Q&A Question 10. “With the increase of 2 more LCSs in Option Year 3, will the Government consider another 25% increase in workload for Option Year 3?” Answer: Yes, the Government will consider another 25% increase for option year 3. However, the revised PWS (Amend 3), Paragraph 1.5 shows no increase for Option 3. Is the Government going to increase OY 3 by 25%?

Does the Government want the offerors to price OY 3 based on a 25% increase of work?

See Revised PWS

7 RFP Amendments 0003, Page 4, Please clarify 'Completed Past Performance Questionnaire’s can be submitted with the quote or e-mailed to Vanessa.Rodgers@navy.mil. ' PPQs are normally submitted by the Contract POC. Is this what you mean it can be submitted by email to you?

If the client would like to send the PPQ themselves, they can e-mail the completed PPQ form directly to Vanessa.Rodgers@navy.mil.

Reference: Instructions to quoters, paragraph 1: “ This information shall be included in Volume I-Price”

The original Instructions to quoters, page 5,paragraph 1, General, states that Volume I is Factor 1-Past Performance and Volume II is Price. I agree that contractor responsibility documentation is part of the Price Volume, but to change the Volume number will entail a complete revision to Table of Contents, pagination, etc. May the quoters use the original instructions for submitting the data in Volume II Price?

See Amendment 0004

Please clarify what Pricing form(s) are required for submission for this solicitation.

Rationale for question:

a. Response to Question 5 : the offeror can provide their own spreadsheet with the same fields

b. Response to Question 31b: Pricing spreadsheet (attachment 7) is deleted

c. A revised pricing sheet was included in the amendment, but was not titled Response to Question 41: Attachment 10 can be used to submit ( there is a new pricing sheet with new CLINS for Phase In cost and reports submission) Is this the only pricing form to be submitted?

See Amendment 0004
