QUESTIONS AND ANSWERS
QUESTIONS & ANSWERS
The following provides information to all Offerors regarding questions submitted and the Government’s response regarding Request for Proposal N6883619Q0205.
1. Question: Could the government confirm the evaluation is based on the Offeror providing the lowest-price and is deemed technically acceptable?
Government Response: That is correct, reference FAR Clause 52.212-2 on page 28.
2. Question: Could the government explain the technical evaluation factors required within the contractor's proposal?
Government Response: To be rated technically acceptable, the Offeror must submit a quote does not take exception to any terms or provisions of the solicitation and therefore clearly meets the requirement of the solicitation. This includes the requirements of the Performance Work Statement. Reference FAR Clause 52.212-2 on page 28.
3. Question: Is there an incumbent contractor providing these services? If so, could you please provide the contract number?
Government Response: RAV EHS Consulting, LLC, Contract number N68836-16-P-0701, reference Addendum to 52.212-1, Submission of Proposals on page 27.
4. Question: Will the Contractor require access to DoD networks during performance of this contract and if yes, will it be at Level IT-I, IT-II or IT-III?
Government Response: Access to DoD networks are not required.
5. Question: Could you explain on ITEM NO 0001AA (on Pg. 3 of 56) what the 24 days are for? The 22 NOSC OSHA audits that are described on Pg. 8 of 56 are for the base year and ITEM NO 0001AB appears to cover this over a 10 month period?
Government Response: The base period of performance is not a complete twelve (12) months. The base period of performance is from 7 November 2019 through 30 September 2020. Therefore, the total base period for the contract is ten (10) months and 24 days. The 22 NOSC OSHA audits to be performed in the base period shall be in accordance with the Site Visit Schedule coordinated with the Contracting Officer’s Representative (COR) after contract award. Reference PWS paragraph 6.2, Site Inspections.
6. Question: The NET AMT to be entered on ITEM NO 0001 (Pg. 3 of 56) is the total dollar amount for ITEM NO 0001AA and ITEM NO 0001AB, correct?
Government Response: Correct.
7. Question: The NECO Submit Bid Upload web portal is how we should electronically upload/submit our bids, correct?
Government Response: Quotes must be submitted no later than the date and time specified in Block #8 of the solicitation and shall be emailed to susan.p.griffith@navy.mil; subject line to read NOSC Safety Audits Solicitation No: N6883619Q0205. Submissions of “Late” quotes will not be accepted. Offerors bear the burden of ensuring all portions of the quote (and any authorized amendments) are received before the specified due date in the solicitation. The Government reserves the right to make award solely on initial quotes received. However, the Government reserves the right to enter into discussions at the sole discretion of the Contracting Officer.
Reference Addendum to 52.212-1, Submission of Proposals, on page 27 and 28.
8. Question: The file uploads that are shown on the NECO Submit Bid Upload (e.g., File One, File Two, File Three) have to be in Adobe.pdf format, correct?
Government Response: Quotes must be submitted no later than the date and time specified in Block #8 of the solicitation and shall be emailed to susan.p.griffith@navy.mil; subject line to read NOSC Safety Audits Solicitation No: N6883619Q0205.
9. Question: Can we submit key staff Resumes/CVs, OSHA Audit Experience Summary table, and other pertinent information that demonstrates our qualifications for the subject work as part of our electronic NECO submittal?
Government Response: SUBMISSION OF OFFERS: Offerors need only submit a signed quote by the solicitation closing that:
1) Shows the Offeror is not taking exception to any term or provision
2) Includes the Representations and Certifications contained in the provisions (if registered in SAM, and all information is up to date, provide the valid SAM registration date, and submittal of a hard copy is not required); and
3) Includes unit prices and total prices for all contract line items (CLINs) including options for which the Navy is soliciting a price (rounding is not authorized due to system constraints). Pricing shall be firm-fixed pricing and include all labor, materials, facilities, equipment, consumables, and travel required to perform the work listed in the performance work statement.
After the solicitation closing date, the Contracting Officer may require an Offeror to promptly submit information to demonstrate the Offeror is responsible. (See 52.212-2).
All solicitation amendments must be signed, dated, and returned/submitted as a part of your offer.
OFFERORS SHOULD NOT SUBMIT ANY ADDITIONAL INFORMATION WITH THEIR QUOTE.
Information of that type (Resumes/CVs, OSHA Audit Experience Summary table) may be requested by the Contracting Officer to determine the responsibility standards of FAR 9.104-1. Reference Addendum to 52.212-1, Submission of Proposals and FAR 52.212-2 Evaluation –Commercial Items, pages 27 through 29.
10. Question: Are we to return completed with our NECO electronic bid submittal the entire 56 page solicitation document or just the bid sheets (Pgs. 1-6) and checked certification boxes (e.g., Representations, Certifications Regarding Responsibility Matters, etc.)?
Government Response: Please refer to the Submission of Offers section in Addendum to 52.212-1, Submission of Proposals, on page 27 and 28.
11. Question: Our travel expenses to and from the NOSCs are to be included in the respective ITEM NO amounts for the noted period of performance, correct?
Government Response: That is correct. The Firm Fixed Price for each item shall include all travel.
12. Question: Are we to submit product examples of our 6.3 ASSESSEMNT REPORTS with our bid submittal?
Government Response: No. Please refer to Addendum to 52.212-1, Submission of Proposals, on page 27 and 28.
13. Question: Is there any reason why we could not schedule the NOSC OSHA Audits within the subject states one after another? For example, there are 6 NOSC locations in FL and it would be more cost effective to schedule one after another while in that state, as opposed to making six separate trips back and forth?
Government Response: The Site Visit Schedule shall be coordinated with the Contracting Officer’s Representative (COR) after contract award. Reference PWS paragraph 6.2, Site Inspections. The Government does not foresee any issue with scheduling the NOSC OSHA Audits within the same states one after another.
14. Question: The size standard on the SF 1449 is cited as “$16,500.00”. The SBA size standard, effective 19 August 2019 is cited as $16.5 million. Request clarification concerning the correct size standard.
Government Response: The size standard is $16.5 million.
15. Question: Can you share the list of when the scheduled inspections are to take place?
Government Response: All 29 NOSCs will be inspected once a year (the base period will have 22 inspections).
The Site Visit Schedule shall be coordinated with the Contracting Officer’s Representative (COR) after contract award. Reference PWS paragraph 6.2, Site Inspections.
16. Question: Do you have information of each site (e.g. number of buildings, square footage, number of employees, etc.)
Government Response: The average square footage is 17,000 square feet. The number of employees average 12-14, except for the Atlanta, Miami, and Tampa NOSCs. The Atlanta site has 52 employees, the Miami site has 30 employees, and the Tampa site has 28 employees.
17. Question: Can you clarify that each site will only take one day?
Government Response: All past inspections have only taken one day.
18. Question: Is there a checklist that the Navy requires?
Government Response: No. The Government does not have a standard checklist that is required to conduct the inspections. The Contractor shall complete the assessments in accordance with the Performance Work Statement paragraph 6.2 and 6.3.
