PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Main Fuel Control, Differential Pressure Body Assembly, and

Variable Geometry Feedback Housing Assembly Overhauls/

Gold Standard Fuel Control and Jump & Rate Limiter Assembly Recertifications

1.0 BACKGROUND

1.1 The Fleet Readiness Center Southeast (FRCSE), located in Jacksonville, FL, is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. The FRCSE does not have the capacity to meet fleet demand requests of Main Fuel Control (MFC) overhauls, nor does it have the capability to overhaul

Differential Pressure Bodies (DPB) and Variable Geometry (VG) feedback housing assemblies. It also cannot perform Gold Standard certification for the onsite fuel control and Jump & Rate Limiter Assembly (JRLA) test benches and their test control units. The FRCSE therefore requires assistance with the overhaul of these TF34-100A engine components and recertification of the onsite test benches and test control units.

1.2 The TF34-100 engine powers the Air Force A-10 Thunderbolt II aircraft. The A-10’s primary mission is to provide close air support to the ground forces of the United States (US) military. The FRCSE is the depot source of repair (DSOR) for the Air Force A-10 engine components. Woodward granted FRCSE limited use of their technical information necessary to repair the TF34 Main Fuel Controls, but did not give the Government access and/or rights to their repair manuals or other technical documents. Woodward only supplied technical information to FRCSE (that cannot be shared) so FRCSE could develop technical orders (TO) which have been approved by Woodward for organic repair purposes of the MFC only.

2.0 GENERAL

2.1 This is a non-personal services contract. The Government will not exercise any supervision or control over the

Contractor and its personnel. Principal tools, equipment, and facilities will be furnished by the Contractor. All overhauls will be conducted at the Contractor’s facility. Recertification of test control units will occur at the

Contractor’s facility and test bench recertification will occur at the FRCSE facility.

2.2 This is a rated order certified for national defense use, and is required to follow all the provisions of the Defense

Priorities and Allocations System regulation (15 CFR part 700).

3.0 SCOPE

3.1 Unless otherwise stated in the PWS, the Contractor shall provide all labor, supervision, equipment, supplies, tools, facilities, transportation, and other items necessary to perform required services as outlined in the PWS.

3.2 TF34-100 services include:

Main Fuel Control (NSN: 2915-01-364-7174) overhauls

Differential Pressure Body Assembly (NSN: 2915-01-050-2678) overhauls

VG Feedback Housing Assembly (NSN: 2915-00-082-8703) overhauls

PERFORMED GOLD STANDARD TESTING. NOT EVERY RESTRICTION LISTED HEREIN IS

APPLICABLE TO THIS REQUIREMENT (i.e. environmental, RBOS, etc.).

16.1 General

16.1.1 This attachment covers the most common work restrictions for Contractors working at Fleet Readiness

Center Southeast (FRCSE) facilities. The Contractor shall obtain the necessary passes and/or identification https://www.ecmra.mil/ https://www.ecmra.mil/ for entry into Naval Air Station (NAS) Jacksonville and FRCSE for all employees prior to commencement of work.

16.2 Contractor Access and Use of Premises

16.2.1 NAS Jacksonville Base Regulations

16.2.2 Each Contractor must identify itself as either a U.S.-owned or a Foreign Owned, Controlled or Influenced

(FOCI) entity.

16.2.2.1 A company is considered to be a FOCI entity when a foreign interest has the power, either direct or indirect, whether or not exercised, to direct or decide matters affecting the management or operations of the company in a manner which may result in unauthorized access to classified information or may adversely affect the performance of a classified contract. A FOCI entity must contact the Technical Point of Contact

(TPOC) or Contracting Officer’s Representative (COR) within 5 days of contract award to begin paperwork necessary to obtain base access in a timely manner. A non-U.S. citizen employed by a FOCI entity is considered a foreign national of the foreign interest’s country. A U.S. citizen employed by FOCI entity is considered a foreign representative of the foreign interest’s country, but access will be managed the same as a foreign national.

16.2.3 The Contractor shall be responsible for securing the necessary permits and base access passes for

Contractor personnel, vehicles, and equipment for the duration of the contract. NAS Jacksonville Security

Forces reserve the right to refuse to issue a pass to an employee of the Contractor for any reason deemed valid by the Government.

16.2.3.1 Non-U.S. citizen personnel of a FOCI entity will be required to provide the Security Forces at the NAS

Jacksonville Pass and ID Office located at the Main Gate on Yorktown Ave with vehicle registration, proof of insurance, driver’s license, and passport in order to obtain a pass for entry onto the Base.

16.2.3.2 U.S. Citizen Personnel of a FOCI entity will be required to provide the Security Forces with vehicle registration, proof of insurance, driver’s license, and second form of picture ID.

16.2.3.3 U.S.-owned company personnel will be required to provide the Security Forces with vehicle registration, proof of insurance, and driver’s license.

16.2.3.4 The Contractor shall submit Base Access Request Forms (provided by the TPOC/COR) for all Contractor and subContractor personnel, equipment and vehicles to the TPOC/COR or FRCSE Security, complete and in a timely manner, no less than 5 workdays prior to actual visit.

16.2.4 Flight Line Access: Unless otherwise stated in the main body of the Statement of Work, flight line access is not required for this job. Contractor personnel shall not, under any circumstances, enter the flight line, nor shall they solicit FRCSE personnel for tours. Personnel found on the flight line without a valid reason for being there, and personnel who do not possess a valid flight line access badge, will be detained by NAS

Jacksonville security personnel and will be permanently denied further access to FRCSE and NAS

Jacksonville property. The Contractor shall report any such violations to the FRCSE TPOC/COR immediately. There will be no exceptions made to this requirement.

16.2.5 Infrequent Access (< 30 days/year): Unless the Contractor/visitor is registered in the Defense Biometric

Identification System (DBIDS) , all infrequent visitors of less than 30 consecutive days will be required to stop at the NAS Pass and Decal office every day to obtain a one day pass until work is completed.

Information regarding how to obtain the day passes will be provided by the TPOC/COR.

16.2.6 Routine Access (>30 days/year): Unless the Contractor/visitor is registered in DBIDS, Contractor personnel who will be performing work at FRCSE for thirty (30) consecutive days or more per year will also be required to stop at the NAS Pass and Decal office every day to obtain a one day pass until work is completed. Information regarding how to obtain the day passes will be provided by the TPOC/COR.

16.2.7 DBIDS is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.

16.2.8 To improve management and force protection at Navy installations, the Navy is transitioning from using the Navy Commercial Access Control System (NCACS) to the DBIDS for Contractors requiring access to an installation at no cost to them. As of August 14, 2017, NCACs cards are no longer be accepted.

16.2.9 In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.

16.2.10 NCACS cardholders will have 120 days from April 17, 2017 to obtain a temporary DBIDS paper pass.

After the applicant obtains their DBIDS paper pass, they will have an additional 180 days to obtain an actual DBIDS card at no cost. Those requesting new access onto installations will receive the DBIDS card at the same time they are initially approved for access. Additional information is available at https://www.cnic.navy.mil/om/dbids.html.
