QUESTIONS AND ANSWERS
QUESTIONS AND ANSWERS
Q1. IAW Para. 2.6.1., a Tier 3 Background Investigation is required for all Contractor personnel BEFORE work performance start date. However, it goes on to say that FSO is required to provide the following documents for
Security Vetting/In-Processing: 1. Contractor Employee Profile Sheet; 2. Proof of Citizenship; 3. SF86 for those personnel who do not currently hold a Tier 3 clearance; 4. Electronic Fingerprint Cards; 5. OF306; 6. Resume; 7.
SAAR-N; 8. PAA; 9. VAL. It’s been our personnel experience that this “Security Vetting/In-Processing” procedure can take weeks, even months to complete the government. Question: how is contractor to complete all necessary documentation for personnel before work performance start date? Will there be a grace period to allow FSO and contractor sufficient time to complete all documentation after contract award?
A1. a. A minimum of a four -week grace period is needed to conduct the security pre-screening for issuance of
Interim FAV. This is to allow for review/processing of security documentation (e.g. SF86, fingerprints, citizenship verification), and to allow for receipt of fingerprint results and JPAS coding of the "open" investigation by OPM which takes approx. two weeks to receive.
b. Per security policy; Contractors cannot be granted access to any DoD/DoN sensitive information and/or access to DoD/DoN Information Systems, or be issued a CAC without being eligible for Interim Access, at minimum. The submission of the required documentation is needed to conduct the security efforts for the Interim
Access (at minimum).
c. Delay in the processing of Contractor security vetting has primarily been due to 1) delayed submission of required documentation, 2) incomplete documentation, and/or 3) identified issues/concerns requiring additional documentation in effort to qualify for Interim and/or final access. If the required documentation is received in one
(1) complete package, as requested, pre-screened by the Contractor Facility Security Officer for completeness and eligibility of Contractor employees, this will reduce the processing time.
d. Contractors shall conduct security pre-screenings on their end to ensure contractor employees designated to support contract meet the security requirements (no adverse information exists) prior to submitting names for
Government processing; this is to ensure only eligible employees are being assigned to the contract (results of
Government pre-screening should result in favorable/clean records check).
Q2. IAW Para. 4.1.1, Government will provide space for contractor at the AOR sites. Does this include an office location for contractor personnel at both Corpus and Kingsville sites?
A2. Yes.
Q3. Is it the Governments intent to have a technician assigned to each of the sites or will technicians be required to travel back and forth between site locations for daily work?
A3. Technicians are required to travel back and forth between site locations for daily work.
Q4. What is the distance between Corpus and Kingsville sites?
A4. Approximately 51 miles.
Q5. IAW Para. 4.3.1, contractor is required to provide a Critical Spare Parts list. Is there a current parts list available from incumbent? What does the Government consider Critical Spares (i.e. telephones, wire, terminal blocks, jacks, truck stock, etc.…? Generally Critical Spare parts are to support switch which we understand is not covered under this contract. Please clarify.
A5. a. No.
b. Jacks (Wall/Surface/Insert).
c. Category 6 4 pair Plenum Rated Cable.
d. Wall Plates.
e. Panduit.
f. 110 and 66 terminal blocks.
g. Mounting Brackets and Boxes.
h. Fiber Optic Jumpers (SC/ST/LC).
i. Fiber Optic Repair Kits.
j. Main Distribution Frame (MDF) Copper Termination Jumper Wire.
k. Truck Stock.
l. Any/all equipment necessary to test/repair/maintain/ or install fiber/copper.
Q6. Is incumbent qualified to resubmit proposal for bidding?
A6. Yes.
Q7. What is the current staffing supporting this effort?
A7. Contractor is responsible for determining applicable labor mix in accordance with the PWS.
Q8. IAW Para. 6.1.8, Contractor is to provide CAD support. What version of CAD is currently being used and will a CAD printer be available for use if required?
A8. 1. AutoCAD 2018
2. No CAD Printer
Q9. IAW Para. 6.1.11, Government is requiring technicians to complete CompTIA Security Plus certification. This is generally reserved for IT Professionals and not Telecommunication Technicians as specified under this contract.
In addition, it is reserved for Systems Administrators, Network Administrators and Security Administrators.
Security+ is compliant with ISO 17024 standards and approved by the US DoD to meet directive 8140/8570.01-M requirements. Will Government reconsider this requirement? If not, will Government reimburse contractor for cost of course and personnel backfilling over the course of the class as well as the continued education requirements outlined in Para. 10.0?
A9. 1. No
2. No
Q10. IAW Para. 6.1.11 and 6.1.12, these roles seem to be reversed. The Telecommunication Mechanic II should be the senior technician on site based on duties, responsibilities and years of experience. Please clarify.
A10. The PWS is structured as specified.
Q11. IAW Para. 6.1.13, OSP technician will be required to work in confined space areas. IAW with OSHA requirements, a mandatory safety observer is required when performing work in these areas. Will government allow telecommunications mechanic to serve as safety spotter in these circumstances as well as provide assistance for cable pulls? Please confirm.
A11. Yes
Q12. IAW Para. 6.1.13., OSP Cable Splicer will be required to install, test, and repair aerial, underground fiber and copper cable routes. However, in our experience OSP work generally requires additional manning support and assistance while working in confined space areas, working aloft, and installing cables while working underground, aerial and even buried type applications. Will Government consider defining Special Projects for outlining unique limitations? Example, Special Projects can be considered the installation of transmission equipment, materials, premise wiring and cabling for new and/or newly renovated buildings, installation of premise wiring drops and for outside plant fiber optic and copper cable, ducts and manholes in support of new and/or newly renovated buildings.
Contractor should have first right of refusal.
A12. This is a non-construction contract.
Q13. Can government clarify maximum cable size and type that OSP Tech will be required to maintain?
Understanding of course that OSP Tech will be limited without additional manning support.
A13. Copper cable sizes can range from a 6 pairs to 1800 pairs and fiber optic cable sizes can range from 4 to 24 strands for Multi-Mode and 6 to 288 strands of Single-Mode.
Q14. Can Government provide number of cable locates to be conducted on annual average will be performed under this contract?
A14. Approximately 125
Q15. Can Government provide number of aerial telephone poles and/or number of aerial cable feet are currently on both Corpus and Kingsville sites to be managed and maintained?
A15. 6
Q16. Is there an incumbent provider and if so please identify the company? (Contract N68836-14-C-0004)
A16. O-TECH Solutions LLC
Q17. How many FTE’s for each of the required positions (Mechanic I, II and OSP splicer) are currently deployed?
A17. Contractor is responsible for determining applicable labor mix in accordance with the PWS.
Q18. Does any OSP work require man lifts, bucket trucks or other motorized equipment that is not GFE?
A18. Yes
Q19. Does any interior work require man lifts, scaffolding to enable proper maintenance and safety?
A19. Yes
Q20. Will there be a transition plan from the existing vendor for a seamless handover?
A20. IAW PWS 2.8.1, there is a phase in period.
Q21. Are all personnel required to be cleared at the Secret level based on T3 investigation at the time of contract award?
A21. Contract only required a Position of Trust based on a Tier 3 background investigation.
Q22. What is the time frame for Navy vetting process (start to finish)?
A22. Approximately 3 weeks' contingent upon clean and completed documentation submitted by contractor; this is the minimum timeframe needed to get contractors on-board based on favorable results.
Q23. Is OF306 and resume required for personnel who current hold a Secret based on T3 investigation?
