PERFORMANCE WORK STATEMENT
1.0 INTRODUCTION
The purpose of the Naval Supply Systems Command Global Logistics Support (NAVSUP GLS) Inter-Service
Supply Support Operations Program (ISSOP) is to provide U.S. Navy and U.S. Marine Corps customers in the Fleet
Logistics Center Guam Operating Area (FLC Yokosuka Marianas) with a responsive, efficient, and reliable means of obtaining temporary contract labor support on an as-needed basis to meet the needs of their operational objectives.
2.0 BACKGROUND
The Fleet Logistics Center, Jacksonville (FLCJ) has analyzed the types of Contractor services needed by its customers and used this information to initiate the NAVSUP GLS ISSOP procurement to provide the services more effectively and efficiently. The requirement was created through the efforts of industry and customer participation in advance planning, thereby addressing customer needs and industry experience in the development of a strategically sourced contract vehicle. The objective is to allow for economies of scale and improved productivity, while saving overall costs of operations at the same or better customer service levels.
It is anticipated that three ISSOP contracts will be awarded and individual task order requirements will be ordered by authorized ordering officers. Task orders will be performance-based.
3.0 SCOPE
The non-personal services to be provided will include diverse disciplines as described in Section 4.0 in the geographical area defined by the Fleet Logistics Center Guam Operating Area (Yokosuka Marianas).
4.0 SUMMARY OF REQUIREMENTS

The Department of the Navy (DoN) has determined that all DoN Information systems are sensitive regardless of whether the information is classified or unclassified. A contractor whose work involves access to sensitive unclassified information warrants a judgment of an employee's trustworthiness. Therefore, all personnel accessing
DoN Computer systems must undergo investigation for a position of trust to verify their trustworthiness. Also, Commands will include Facility Access Determination (FAD) program requirements in the contract specifications when determinations for facility access only will be required on the contractor employees. The following addresses those requirements for Security.
Protection of Media. Media must be protected to the level of accreditation until an appropriate classification review has been conducted. Duties, responsibilities, privileges, and specific limitations of IS users, both general and privileged, shall be specified in writing. So far as feasible, security duties shall be distributed to preclude any one individual from adversely affecting operations or the integrity of the system. Protection levels for particular IS shall be determined by the clearance level, formal access approvals, and need-to-know held by users of the IS, and the classification level of data processed or stored.
Physical Security
a. Safeguards shall be established that prevent or detect unauthorized access to the IS and unauthorized modification of the IS hardware and software. Hardware integrity of the IS, including remote equipment, shall be maintained at all times, even when all classified information has been removed from the IS.
b. Classified processing shall take place in a CSA-approved area.
c. Visual Access. Devices that display or output information in human-readable form shall be positioned to prevent unauthorized individuals from reading the information.
d. Unescorted Access. All personnel granted unescorted access to the area containing the IS shall have an appropriate security clearance.
Facility Access Security
Facility security is the protection, and the measures taken toward the protection, of a building or other physical location. Among the components of facility security is access control, or the protection against entry by unauthorized persons.
Vetting Process
If no previous investigation exists the contractor personnel shall complete the requirement for a NACLC. NACLC‘s for positions of trust will be processed through the Beneficiary Agency command Security Manager.
The Contractor FSO or security representative shall ensure that individuals assigned to the command are U.S. citizens and will ensure completion of the SF-86 2010 Version (Questionnaire for National Security). The SF-86 2010
Version along with the original signed release statements and two applicant fingerprint cards (FD 258) will be forwarded to the Beneficiary Agency command Security Manager at least two weeks prior to reporting for duty.
The Contractor (FSO/President/CEO (or person designated in writing by said persons)) will coordinate with the
Beneficiary Agency command‘s Security Manager to obtain vetting requirement completion in a timely manner.
For contracts requiring a position of trust the Beneficiary Agency command Security Officer or Manager will submit the forms for a position of trust. For classified contracts the contractor FSO will submit the SF-86 2010 Version to
OPM for processing and eventual adjudication by Department of Defense Central Adjudication Facility DoD CAF (Central Adjudication Facility).

The completed SF-86 2010 Version along with attachments will be forwarded to the Office of Personnel Management
(OPM) who will conduct the NACI investigation or equivalent. All contract personnel will in-process with the
Beneficiary Agency command Security Manager and Information Assurance Manager upon arrival to the command and will out-process prior to their departure.
Investigative requirements for DoN Contractor personnel requiring access to classified information are managed under the National Industrial Security Program (NISP).
Requests for investigation of contractor personnel for security clearance eligibility are processed by the Office of
Personnel Management (OPM) and adjudicated by DoD CAF (Central Adjudication Facility).
Please note: When processing a Questionnaire for National Security Positions, the applicants can only access the e-
QIP system if they have been instructed to do so by an appropriate official at sponsoring agency. Individuals cannot pre-apply for a security clearance, nor update their security questionnaire, unless granted access by an appropriate agency official.
The e-QIP software can be accessed at the Office of Personnel Management (OPM) website http://www.opm.gov/investigations/e-qip-application/. The contractor shall provide the completed Questionnaire for
Public Trust DoD Positions, or Questionnaire for National Security Positions with the original signed release statements and two applicant fingerprint cards (FD 258) to the Beneficiary Agency command Security Manager for suitability determination. The Beneficiary Agency command Security Manager will review the form for completeness, accuracy and suitability issues, and forward to OPM as detailed on the OPM website. Applicants can obtain an SF-86
2010 Version or by visiting the Office of Personnel Management (OPM) website located at:
http://www.opm.gov/forms/pdf_fill/sf86.pdf. The responsibility for providing the fingerprint cards rests with the contractor.

By memorandum dated July 29, 2010, the Under Secretary of Defense for Intelligence issued a requirement for
Department of Defense (DoD) components to transition to electronic capture and submission of fingerprint images in support of all background investigations by December 31, 2013 (e-Fingerprint memo). In an effort to comply with this mandate the Defense Security Service (DSS) is providing guidance to assist companies participating in the
National Industrial Security Program (NISP) to transition to electronic fingerprinting. Additionally, this transition will support goals established by the Intelligence Reform and Terrorism Prevention Act of 2004 and the implementation of Homeland Security Presidential Directive-12.
The DoD CAF will provide the completed investigation to the Beneficiary Agency command Security Manager for the determination in cases where a favorable determination cannot be reached due to the discovery of potentially derogatory information.
The Beneficiary Agency command Security Officer/Manager - will provide written notification to the contractor advising whether or not the contractor employee will be admitted to command areas or be provided access to unclassified but sensitive business information.
Determinations are the sole prerogative of the Beneficiary Agency command Commanding Officer of the sponsor activity. If the commanding officer determines, upon review of the investigation, that allowing a person to perform certain duties or access to certain areas, would pose an unacceptable risk, that decision is final. No due process procedures are required.
NO LOCAL ADJUDICATIONS ARE MADE WITHIN DON NAVSUP CONTRACTS.
Pre-employment Actions: All contractor employees, working within DoN Spaces must be entered into the Joint
Personnel Adjudication System (JPAS), the facility security officer (FSO) must establish an ‗owning‘ relationship indicating the company‘s Commercial and Government Entity (CAGE) code. A visit authorization request (VAR) will be submitted to security management office (SMO) code of the Beneficiary Agency command Security Office.
The Beneficiary Agency command Security Manager will then service those individuals in JPAS for tracking and monitoring of their investigation status. The point of contact to be used within the VAR should be the Contracting
Officer‘s Represent (COR).
The FSO will ensure that the SAAR-N OPNAV 5239/14 (Rev 9/2011), (available at https://navalforms.documentservices.dla.mil/formsDir/_OPNAV_5239_14_7631.pdf) is forwarded to the
