3.0 Requirements
3.1 Exterior Finish Requirements
The technical and quality requirements specified apply to all exterior finish system removal, surface preparation, sealing, and finish system application operations performed at the Contractor/Sub-Contractor's facilities. Any deviation from this section requires specific written approval from the Contracting Officer via the on-site COR. Any discrepancy between this section and any referenced technical manuals or drawings shall be brought to the attention of the on-site COR. The discrepancy shall be resolved prior to initiating the affected operation(s). All aircraft components removed because of painting and/or de-painting requirements shall be reinstalled per the applicable technical manuals. Any maintenance-generated deficiencies shall be corrected to the original configuration per applicable technical manuals.

Locations requiring sealing include but are not limited to: Upper and lower wing panel seams (including leading and trailing edges), flap panel seams, antennas, anti-collision light, external doublers, fuselage panel seams, and wing integral fuel tanks. For aircraft departing the Contractor Facility for painting following overhaul, the Contractor is responsible for ensuring all sealing requirements are met. If sealing deficiencies are identified, the Contractor shall notify the Navy immediately. The Contractor shall provide photographs documenting these findings to the Contracting Officer Representative (COR) and the TPOC. Any sealing deficiencies requiring additional effort to facilitate paint requirements will be treated as an Over and Above Service. Upon notification to the Government, the Government will request a proposal from the Contractor to rectify all identified sealing deficiencies. The Government will review the pricing and photographs provided and notify the Contractor if further discussions or negotiations are required. Upon approval, the Government will issue funding via modification to the task order.
3.5 Painting
The Contractor is responsible for ensuring its paint facility is utilizing the latest revision of the applicable Paint Scheme Drawing C-130T/KC- 130T/KC-130T-30 (Semi-Gloss Paint Scheme: 14E2990). All inspection, repair, and sealing requirements shall be completed prior to initiating pre-paint cleaning and surface preparation operations. Surface preparation, including washing and masking, shall be accomplished in accordance with NAVAIR C/KC-130T PMI Depot Specification, NAVAIR 01-1A-509-2, NAVAIR 01-75GAJ-23, and other applicable Navy specifications. NAVAIR 01-1A-509-2 is the general Cleaning and Corrosion Prevention Control manual, while NAVAIR 01-75GAJ-23 is the USN/USMC-specific Corrosion Control manual. The aircraft shall be washed following de-painting, prior to initiating surface preparation operations, in accordance with NAVAIR 01-1A-509-2. Cleaning and washing requirements are formally dispositioned via the latest Legacy PMI specification (Effective October 1, 2024), Section 2-3.2 (Cleaning), which further breaks down requirements between metal and plastic surfaces.
Water break tests, as defined in NAVAIR 01-1A-509-2, shall be performed immediately prior to initiating surface preparation operations. Any areas that fail the test shall be cleaned and retested. The topcoat scheme shall meet the requirements of NAVAIR 01-1A-509-2, NAVAIR 01- 75GAJ-23, and the current applicable Paint Drawings. Legacy specifications equivalent to these requirements include DWG 14E2990 (Semi- Gloss). After the paint system has cured, the Contractor shall cut through any paint that has bridged over seams of all entry doors, escape hatches, life raft doors, inspection doors, cargo door, and cargo ramp with a sharp instrument prior to opening. Failure to accomplish this procedure will cause peeling of the paint system in these areas. Paint records shall include the date and time primer and topcoat operations were initiated and completed for each aircraft. Temperature and humidity conditions shall also be recorded at the time coating operations are initiated.
These records shall be made available to the Government inspector upon request. There shall be no color variations in any single color of the paint scheme when viewed at 50 feet. Minor color variations after complete strip and paint and over-spray due to maintenance touch-up operations are allowed. No wrinkling, crazing, blistering, fisheye, lifting, or pitting, as defined in NAVAIR 01-1A-509-2, will be allowed. No more than two minor runs per 50 square feet are allowed (a minor run does not exceed 2 inches in length). All runs over 2 inches shall be repaired. The paint system shall meet the gloss requirements in NAVAIR 01-1A-509-2. Total dry coating thickness for complete de-paint and repaint aircraft shall be measured per NAVAIR 01-1A-509-2. The aircraft shall be washed and masked per NAVAIR 01-1A-509-2 prior to application of topcoat paint. Preparation of Surfaces Prior to Refinish and associated requirements are formally dispositioned via the latest Legacy PMI specification (effective October 1, 2024). Areas of severely deteriorated or contaminated coating shall be stripped and repainted as directed above. Bare metal areas will require touch-up paint. Legacy PMI specifications associated with bare metal treatment requirements are outlined in Section 2-3.7 (Preparation of Surfaces Prior to Refinish), sub-section f. (Chemical Conversion and Primer). After the paint system has been cured, the Contractor shall cut through areas where any paint has bridged over seams as directed by the on-site COR. The records and quality requirements specified above also apply.
3.6 Weight and Balance
Aircraft Weight and Balance (W&B) shall be performed by the Contractor at the completion of reassembly and prior to the Functional Check Flight (FCF) in accordance with NAVAIR 01-1B-50. W&B shall also be performed after the completion of final paint and prior to Navy acceptance. W&B for all aircraft shall be performed by the Contractor or its subcontractor using the Aircraft Weight and Balance System (AWBS) as required by NAVAIR 01-1B-50. The Contractor is responsible for weighing the aircraft and completing all W&B data.
3.7 Markings
All exterior markings shall be applied per DWG 14E2990 (Semi-Gloss), NAVAIR 01-75GAJ-23, and NAVAIR 01-1A-509 Series.
3.8 Quality Inspection and Acceptance Criteria (Paint)
Prior to acceptance of the painting action, an inspection shall be performed on the completed coating system. There shall be no color variations in any single color of the paint scheme, when viewed at 50 feet. Minor color variations after complete strip and paint and over-spray due to maintenance touch-up operations are allowed. No wrinkling, crazing, blistering, fisheye, lifting or pitting as defined in TO 1-1-8 will be allowed.
No more than 2 minor runs per 50 square feet is allowed (a minor run does not exceed 2 inches in length). All runs over 2 inches shall be repaired. The paint system shall meet the gloss requirements in TO 1-1-8. Total dry coating thickness for complete de-paint and repaint aircraft shall be measured per TO 1-1-8.
Thickness requirements are as follows:
General Aircraft Exterior (excluding upper wing, horizontal stabilizer, and fuselage walkways):
2.9 to 4.1 mils.
Upper Wing Panel Walkway: 7.7 - 14.3 mils.
Personnel performing operations per this section shall be familiar with all the referenced technical data and shall be trained in the use of the required equipment and materials. The Contractor shall provide information to make an entry in the Significant Component History Report (SCHR) giving the type of paint system applied. The entry shall state the aircraft received a complete de- paint and repaint. The entry shall include the name of paint scheme applied, the reference used and the name, specification number and manufacture of the topcoat(s) applied, and the date of the application.
3.9 Delivery Schedule
3.9.1 De-Paint: The Contractor shall complete the de-paint process within ten (10) calendar days after receipt of the aircraft.
3.9.2 Paint: The Contractor shall complete the paint process within fourteen (14) calendar days after receipt of the aircraft.
