About this file

This Statement of Work (SOW) details requirements for annual maintenance of Next Generation (NX) Mach 2 and Solid Edge (SE) software licenses for the Naval Air Training and Experimental Command (NATEC). The requirement involves procuring one (1) Mach 2 Product Design Xaas Annual Maintenance, one (1) MT NX Mach 2 Product Design Annual Maintenance, and two (2) SE Classic Xaas Maintenance licenses, with a contract period from September 30, 2025 to September 29, 2030, covering four option years.

The software is critical for the Technical Data Package (TDP) team to review 3D models and drawings, establish methodologies for converting native CAD models to viewable formats, and support downstream logistics, manufacturing, and supply chain activities across the Naval Aviation Enterprise. The solicitation (N68520-25-SIMACQ-0055) is a Small Business Set-Aside under NAICS code 541519, with proposals due by 4:00 PM EST on August 13, 2025, to be submitted electronically to specified Navy contracting personnel.

1 Scope & Requirement Background:

The Naval Air Training and Experimental Command (NATEC) Head Quarter (HQ) Technical Data Package (TDP) program requires Next Generation (NX) Mach 2, NX Mach 2 Product Design Annual maintenance and Solid Edge (SE) offers industry standard Three Dimensional (3D) Computer Aid Design (CAD) capabilities needed to assist programs across the Naval Aviation Enterprise with reviewing models and drawings. Access to this software helps the Technical Data Package Team (TDP) provide feedback on TDP health and sustainment strategies for individual programs and for enterprise-wide policy and guidance. TDP Team currently has two (2) NX Mach 2 perpetual licenses (NX Mach 2 Product Design Annual maintenance, MT NX Mach 2 Product Design) and two (2) SE perpetual licenses but needs to transition to Xaas in order to put on Contract with four Option Years. New software is available that was not available when we originally purchased the perpetual licenses. This is Xaas, which is a subscription-based model stored in the cloud. Both licenses of NX Mach 2 include enhanced product design capabilities including flexible printed circuit board design, validation checking, user-defined features, rendering, 3D annotation for product and manufacturing information (PMI).

PMI is needed to perform geometric dimensioning and tolerancing (GD&T).

Downstream consumers of models and their technical data include engineers, logisticians, configuration managers, artisans and maintainers, and supply chain personnel that support the sustainment and maintenance of a platform throughout its lifecycle. These downstream consumers are not able to consume 3D technical data packages (TDPs) for downstream logistics products, manufacturing and maintenance, and supply chain cataloging requirements. This is in part because Original Equipment Manufacturers (OEMs) and their sub venders are not constrained to any one modeling software. The variability in technical data leads to issues in data distribution and data translation to downstream consumers and also makes it necessary to explore multiple CAD software packages used in TDP generation within the solution space.

The software cited is needed to establish and test the methodology for converting native 3D CAD models to 3Di (stands for the Developmental, Dimensional and Diagnostic Interview) viewables. They will also be used to develop a preliminary process description for converting Native models into 3Di viewables. Without the ability to establish and test this methodology using NX Mach 2 software there will be a gap in model data transfer to downstream users impacting supply posture and sustainment efforts across the enterprise. Inclusion with the NX package is Solid Edge which requires annual maintenance ensures that the software is kept up to date with security patches and fixes bugs in the software.
