About this file
This is a Questions and Answers document containing 41 questions and responses related to an Industrial Hygiene Survey solicitation for Fleet Readiness Center Aviation Support Equipment in Solomons, MD.
The Q&A clarifies that the survey requires area samples (not personal samples) for three specific metals (lead, cadmium, and hexavalent chromium), carbon monoxide testing in three locations, and inhalable wood dust sampling in one area (Building 6442). Air flow testing is required for five paint and blast booths, with testing to be done according to manufacturer recommendations. Reports must be completed within 30 days of the on-site survey and can be submitted in MS Excel, Word or PDF format. The work must be completed in consecutive days, and one Industrial Hygiene Survey is required per year. Personal dosimeters will be used for noise monitoring. The government will provide an escort but will not provide building floor plans or square footage information.

Question # Question Answer
Chain of Custody - Detail or Best Practices, Report Format (Excel, Word, AutoCad)
For Chain of Custody see SPECIFICATIONS paragraph. Acceptable Report formats are MS Excel or Word, or Adobe .pdf.
Are all air samples area samples, or are personal samples also to be collected?
Area Samples.
RFP indicates collecting samples for all toxic metals, but then specifically indicates lead, cadmium, and hexavalent chromium. Are these 3 metals the only ones for testing? If not, please provide a complete list of metals
Yes. Lead, cadmium, and hexavalent chromium are the only three (3) metals for testing.
Can carbon monoxide samples be collected with a direct reading instrument?
No. Use best commerical practices.
How many carpenter areas need air testing for wood? One (1) area, Building 6442.
Wood dust can be sampled for total or inhalable. What type of samples are required for this project?
Inhalable.
Under the Building Number sections, is it anticipated that air samples for metals will be sampled in 1 location in each of these locations, or just the locations indicated in section 1? Asking the same question for dust sampling?
For metals and dust, one (1) area sample for each Building listed in the Building Numbers section of the Statement of Work.
Can you provide a total number of dust sample locations? See question 7.
Can you provide more detail on what specifically is required for the air flow testing of the paint and blast booths. How many total booths require testing?
Air flow testing should be done in accordance with best commercial practices and the Booth manufacture’s recommendation for each Booth. Those recommendations are on file at the site and can be accessed via the TPOC).
There are five (5) Booths, one (1) each in the Buildings listed under the BUILDING NUMBERS, PAINT AND BLAST BOOTHs portion of the
SOW.
In what format are the drawings going to be provided? Answer pending.
Will the client provide an escort who has accessibility to all areas?
Yes.
Can you provide the square footage of each building where work is to be completed?
Square footage will not be provided.
Can an extension to the due date be made to allow questions and answers?
Not anticipated at this time.
Under requirement 1, the metal in air samples to be collected, are these personal or area samples?
See question 2.
Under requirement 1, it say sampling will be for all toxic metals, but then specifies lead, cadmium, and hexavalent chromium. Is it required to test for only the 3 listed metals or all metals? Labs can sample for up to 27 metals per sample but the cost increases with each additional metal tested and not all metals that can be tested may be present in the testing areas
See question 3.
Under requirement 1, it says to take air samples for carbon monoxide in three locations in addition the previously mentioned metal samples. Are carbon monoxide direct read measurements acceptable?
See question 2.
Under requirement 2, it says sample all standing/accumulated dust in the listed buildings. Is the requirement for a specific number of samples per location, i.e., 1 representative dust sample per location from either an identified worst case dusty area or a random sample in the space?
One (1) sample from the area identified by the vendor as the most dusty.
Under requirement 3, can you tell us how many paint and blast booths are present?
See question 9.
Under requirement 4, please confirm that the noise assessment is area noise measurements and does not include personal noise dosimetry.
Confirmed.
Please confirm that one report is required per year to include the results of all four requirements
One report per year is required to chronicle the findings of the on-site Industrial Hygiene Survey in accordance with the Statement of Work.
Please confirm that the 14 calendar days for the report to be completed starts when the last analytical results are returned to the contractor from the accredited laboratories.
Reports shall be completed/delivered within 30 Days of the on-site Industrial Hygiene Survey.
Do you require only personal exposure monitoring, or would area sampling also be necessary?
See question 2.
Can we assume a standard turnaround time is acceptable for analysis?
No. See question 21.
How many individuals will require personal monitoring? See question 2.
How many types of working groups are there? What are the types and how many people are in each working group?
This information will not be provided.
What is the size (sq ft.) of each facility/building? See question 25.
How many paint booths are in each building? See question 9.
Is the work expected to be completed in consecutive days, or can we stagger the schedule?
Consecutive.
Could you please provide more specifics on the definition of "all toxic metals," as this can vary depending on the type of activities performed?
See question 3.
Are there past analytical data or reports that can be shared?
See question 25.
How many air samples per building (in maintenance workspaces, breakrooms, paint & Blast Booths)?
See question 2.
How many dust wipe samples per location? See questions 7,8 and 17. "Dust wipe samples" are not mentioned in the SOW.
Specific instrument to be used for noise monitoring (i.e., noise dosimeter type)?
Personal Dosimeter
Air flow testing in paint / blast booths - what parameters need to be measured? I.e., number of air changes, air flow rates, negative pressure et
See question 9.
Frequency of monitoring and taking samples for the base year and each option year?
One (1) IH Survey each year in accordance with the SOW.
Will a building floor plans be provided to mark sample locations?
No.
When referring to testing for "all toxic metals," does this include the RCRA 8 metals?
See question 3.
Regarding toxic wood, are the testing parameters intended to assess personal exposure?
Yes.
Could you provide the specific testing parameters for evaluating toxic wood dust? Additionally, what contaminants in wood dust are required for testing?
Refer to Industry Standards and OSHA.
For noise monitoring measurements, should we take real-time noise measurements with a dosimeter, or can a personal dosimeter be used to take readings during the sampling process/during specific work hours?
See question 33.
Are the air samples area samples or personal samples? If they are personal samples can you share the approximate number of employees?
See question 2.
