PERFORMANCE WORK STATEMENT (PWS)

TF34-100 COMPRESSOR INLET TEMPERATURE (CIT)

SENSOR REPAIR

1.0 General

1.1 Background. The Fleet Readiness Center Southeast (FRCSE), located in Jacksonville, FL, is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. The FRCSE is the depot source of repair (DSOR) for the Air Force A-10 engine components. The TF34-100A engine powers the Air Force A-10 Thunderbolt II aircraft. The A-10’s primary mission is to provide close air support to the ground forces of the United States (US) military. FRCSE does not have the capability to repair Compressor Inlet Temperature (CIT) sensors for the TF34-100A platform and therefore requires inspection, overhaul and investigation services for these components.

1.2 Scope. This is a non-personal services contract for TF34-100A CIT sensor (NSN: 2915-01-115-2700) repair services that include Check and Test, Overhaul, Engineering Investigation and Beyond Economic Repair (BER) Evaluation.

All material utilized to perform overhauls shall be traceable to the source of origin.

3.3.2 It is currently anticipated that the majority of sensors will require overhaul.

3.3.3 Pooling of military hardware is acceptable, but strictly limited to controls received for overhaul.

Pooling of hardware received for overhaul with commercial customer controls is expressly prohibited.

3.4 CIT SENSOR CHECK & TEST (CLINs 0001, 0101)

3.4.1 100% of all CIT sensors will undergo Check & Test. The Contractor shall inspect and test CIT sensors utilizing Build Book CMM 73-31-00 and all other internal documents including Woodward, Inc.

engineering approved rework drawings and other Contractor procedures. Unless stated otherwise in individual task orders, the CIT sensors Check & Test are to be returned to the FRCSE, Naval Air Station (NAS) Jacksonville, FL within 30 calendar days after receipt of the sensors at the Contractor’s facility.

3.4.2 CIT sensors that pass check and test shall be deemed serviceable and Ready for Issue (RFI). No overhauls shall be conducted on components deemed RFI.

3.4.3 If sensor(s) does not pass check and test, the Contractor shall send an email to the TPOC that unit(s) are in need of overhaul. The Contractor shall not start the overhaul process until an authorization email is sent by the Procuring Contracting Officer (PCO) to proceed with the overhaul of the unit(s). A delivery order modification will be issued to fund the overhaul(s)

(CDRL A003).

3.4.4 Components shall be packaged and returned in accordance with instructions specified in paragraph 3.3.

3.4.5 The Contractor shall provide written documentation, including test bench run sheets of test results and failed check and test bench reports for all check & test articles to the TPOC. A copy of this documentation shall be included with the asset when returned to FRCSE.

3.5 OVERHAUL SERVICES (CLINs 0002, 0102)

3.5.1 CIT sensors that fail the Check & Test and approved by the PCO shall be overhauled utilizing Build Book CMM 73-31-00, TO 6J3-4-106-3, and all other Contractor internal documents including Woodward engineering approved rework drawings and other Contractor procedures. DCMA shall inspect and accept all overhauled components prior to shipment to the FRCSE. Unless otherwise stated in individual task orders, overhauled sensors shall be returned to FRCSE, Naval Air Station (NAS) Jacksonville, FL within 45 calendar days after receipt of the sensors at the Contractor’s facility.

3.5.2 The Contractor shall provide written documentation, including failed check and test run sheets, acceptance test run sheets for overhauled components, and an inventory list of all parts replaced for all overhauled articles to the TPOC. A copy of this documentation shall be included with the asset when returned to FRCSE.

3.6 ENGINEERING INVESTIGATIONS (CLINs 0003, 0103)

3.6.1 In the case of Engineering Investigations, the Contractor shall perform an as-received inspection and as-received test for each CIT sensor. The purpose of the inspection is to give objective evidence that all engineering, design and specification requirements are correctly understood, accounted for, verified and recorded. Units shall be identified as for investigation and shall be investigated by the Contractor to determine root cause of the CIT sensor failure. Available data regarding reasons for the Engineering Investigation from Maintenance, Repair, and Overhaul (MRO) Engineering will be shared with the Contractor via email, or shipping document. Unless otherwise stated in individual task orders, engineering investigations shall be completed within 30 calendar days of receipt and engineering investigation sensors shall be returned to FRCSE, Naval Air Station (NAS) Jacksonville, FL within 45 calendar days after receipt of the sensors at the Contractor’s facility.

3.6.3 The TPOC will provide written notice of approval/disapproval of the investigative findings via email within 30 calendar days after receipt of the Contractor’s report.

3.7 BEYOND ECONOMICAL REPAIR (BER)

3.7.1 When the cost of returning a component to the serviceable condition exceeds the current replacement cost of that component, or when the component cannot be overhauled due to damage or wear beyond the material properties, characteristics or specifications of the item, the component is considered to be BER. For the purpose of this contract, the units may only be considered BER if the cost of the repairs (defined as a combination of to-be expended man-hours and/or material) are expected to exceed 150% percent of the contract overhaul price per unit.

3.7.2 It is estimated that BER units should not exceed 2.5% of each component inducted every two years; 2.5% is further defined as not more than 1 in 40 components.

3.7.3 If after Check & Test of the component is completed the Contractor believes the unit in question is considered to be BER, the Contractor shall notify the TPOC via email for concurrence and coordination of action within 14 calendar days after components are received at the Contractor’s facility.

3.7.4 The BER notification email shall include the following information: Date of Notification, Contract Number, Task Order Number, and Serial Number. The notification shall also include:

(a) Failed Check& Test run sheets

(b) Explanation why the CIT sensor was deemed BER, i.e., a list of all parts/services requiring repair.

3.7.5 If BER written concurrence is given by the TPOC, the BER unit shall be shipped by the Contractor to the FRCSE and received no later than 14 calendar days after TPOC concurrence.

3.8 QUALITY PROGRAM

The QCP shall implement standardized procedure/methodology for monitoring and documenting contract performance to ensure all contract requirements are met. The Contractor’s QCP must contain a systematic approach to monitor operations to ensure acceptable services are provided to the Government. The QCP, as a minimum, shall address continuous process improvement;

conducting and documentation of inspection; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints. The Contractor shall submit its proposed QCP within five (5) business days after receipt of the contract to the TPOC and Acquisition Office. Contractor proposed changes to the QCP after initial submittal shall be submitted to the TPOC in an electronic copy (Adobe PDF) for approval five (5) business days prior to the proposed changes are made. (CDRL A001)
