About this file

This Limited-Sources Justification document from the Department of the Navy details a sole-source procurement for the Fleet Readiness Center, East (FRCE) to acquire 'Accuris' Interoperable Platform Solution Online software from Allium US Holding LLC. The procurement covers specialized engineering software including Engineering Workbench (EWB), Haystack, Parts Intelligence, and ESDU, which provides access to over 2.5 million engineering standards from 450 global organizations. The software is critical for aircraft, engine, and component rework, upgrade, and repair, with unique features tailored to the aviation and defense industry.

The contract will be awarded under GSA Schedule GS-02F-024DA, with a potential performance period from August 2025 to August 2030. Market research confirmed Allium as the sole authorized reseller of 'Accuris' intellectual property, with no alternative vendors offering comparable functionality. The government will continue to conduct market research to potentially enable future competitive actions. The estimated total contract value was redacted, but the justification indicates the procurement represents the best value for the command and will meet the specific technical requirements of the Fleet Readiness Centers.

FAR 8.405-6(b), Items peculiar to one manufacturer: Brand Name

Allium is the sole authorized reseller of ‘Accuris’ intellectual property, inclusive of its software source code. This makes Allium the sole source of its software licenses, subscriptions, and maintenance. Software maintenance is necessary to provide patches and updates necessary to sustain ‘Accuris’ products running on DoD networks. Allium is the sole authorized reseller of its computer software documentation, End User License Agreements, and associated intellectual property terms and conditions. Due to the proprietary, copyrighted, and patented nature of these engineering data standards and publications, and the limited availability of these resources, Allium is the sole source capable of fulfilling this requirement. Additionally, Allium has the unique capability to provide these services in a secure web portal that grants authorized Department of Defense personnel access to the subscribed software services, facilitating seamless retrieval of necessary engineering and parts-related data.

No other provider was identified that offers the same breadth and depth of access to these critical resources. Based on the market research conducted in accordance with FAR Part 10, it was determined that Allium is the sole source capable of providing the required brand name software subscription services.

5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d).

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this LSJ will be fair and reasonable. The proposed order represents a reasonable total price and will be the best value for the command.

6. Description of the Market Research Conducted and the Results or a Statement of the Reason Market Research was not Conducted.

In compliance with FAR Part 10, market research was conducted by reviewing federal procurement databases, including GSA schedule holders, to determine the availability of commercial products or services that could meet the salient characteristics described in section 3 above.

Market research determined that ‘Accuris’ products offer a unique comprehensive suite of engineering and parts intelligence geared towards the aviation and defense industry, including access to over 2.5 million engineering standards from more than 450 global standards organizations, a digital platform that integrates engineering standards paired with parts intelligence that includes AI-driven research tools, and a secure, web-based portal that is compatible with DoD networks.

The market research indicated other companies’ similar products or products lack the particular features do not meet, or cannot be modified to meet, the agency’s needs. No other vendors offer alternative solutions with the detailed parts intelligence that the Government requires to effectively manage aviation supply and material requirements at FRCE.

The requirement is for proprietary software and data and no functional replacement software currently exists in the market to meet the Government's needs. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, i.e., if there are similar products and/or product support in the marketplace that provide the same functionality, the original equipment manufacturer releases ownership rights of the product, or it is economically feasible to procure a new system.

7. Any other Facts Supporting the Justification.

Not Applicable

8. Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers that Preclude the Agency from Meeting the Requirements of FAR 8.405-1 and FAR 8.405-2 before any Subsequent Acquisition for the Supplies or Services is Made.

For the reasons set forth herein, COMFRC has no plan at this time to compete future contracts for the requirements covered by this document. If another potential source emerges, COMFRC will assess whether competition for future requirements is feasible.
