QUESTIONS Government Response

1 Draft RFP Will the Government consider releasing Section L and Section M of the draft LIIS CMDS MAC solicitation so that industry can plan for and provide a more focused response?

The Government is not releasing Sections L&M prior to final RFP release. At that time, there will be another question and answer period.

2 Draft RFP

Will the Government consider making available all references in PWS Section 3. Applicable Documents via a Bidder’s Library? As well as any other document referenced in the PWS? For example the NAVSEA Navy Modernization Process Management and Operations Manual (NMP-MOM) (also known as the “One Book”), NAVSEA 9090-310 (Series), Afloat Installation Process Handbook (AIPH).

A Bidder's Library is not being considered this time.

PWS 2.1.1.1.1 Design

Documentation and 2.1.1.1.2.

Fit/Gap analysis

How does the government envision the relationship between Application Development and Infrastructure tasks, which under a MAC may be performed by seperate entities under different task orders. For example, can the Government confirm a requirement that any application design documentation would be provided to contractors executing infrastructure development task orders in a timely manner so that they could properly conduct analysis and develop their documentation, i.e. Server Configuration Documentation, Network Design Documentation, Deployment Architecture Diagram, etc?

The Government will manage the tasks, relationships, data rights/sharing, and deliverables among the various associated contractors to deliver capabilities to the

Navy.

4 PWS 2.1.1.4. Integration

Sucessful Integration requires ongoing coordination between the application development teams (focusing on CI/CD) and the server platform team (focusing on infrastructure) to ensure that the pipelines are effectively deployed and managed across the server environments. Recommend more specificity to the PWS 2.1.1.4. Integration tasks that align with PWS 2.1.1.2 Development tasks:

* Based on SDP provided by application developers, provide the following:

-Hosting Environment Requirements: Information on server specifications, operating systems, middleware, and network configurations that the development team needs to consider.

-Deployment Constraints: Details on how the software will be deployed, including staging environments, deployment pipelines, and automation tools.

-Security Considerations: Security protocols and configurations required to meet organizational or regulatory standards.

-Performance Expectations: Infrastructure capabilities and any constraints that could impact software performance.

* Based on software requirements for continuous integration and continuous delivery, provide the following:

-Infrastructure Setup: Configure servers, network, and storage to support application hosting.

-Environment Preparation: Ensure that the server environment can handle the deployments from the CI/CD pipelines, including setting up necessary services and dependencies.

* Based on software configuration/integration methodology requirements, provide the following:

- Infrastructure Setup: Preparing servers, networks, and storage systems to host the application. This includes configuring servers to handle the deployed software components and ensuring compatibility with the application’s requirements.

- Environment Preparation: Setting up environments (e.g., staging, production) to ensure they can support the software components and interfaces delivered during the application development phase.

This is not being considered for the MAC-level PWS. Additional details will be provided at the task order level.

5 PWS 2.1.3. Afloat Installation

Can the government confirm that vendor will be required to work closely with a government representative to ensure all Ship Change Documents (SCD), Integrated Logistics Support (ILS) and Risk Forms (RF) were submitted and approved via Afloat Configuration Control Board prior to any upgrades on ships and obtain scheduled deployment date. The specific language surrounding this task appears to be missing from the PWS, unless the government considers it included in the NMP-MOM?

The Government will work closely with the vendor on SCD, ILS, and Risk Forms.

PWS 2.1.3.4 Afloat Design

Documentation

Regarding the creation of Ship Change Documents (SCDs), does the government expect the vendor to have access and update the Navy Data Environment (NDE) (which is where the SCDs are generated for review/approval by the Afloat Configuration Control Board)? Traditionally this has been reserved for the government PM

The requirement will be further specificed at the TO level. However, generally the Government will be responsible for accessing and updating DON IT systems such as NDE.

7 PWS 2.1.1.4.5 Data Engineering Can the government provide the current API gateway tools for integrations?

Such information would be specified for the

TO competition as necessary.

8 PWS 2.1.1.1 Design Can the government provide what cloud hosting platforms (and Navy cloud brokers) are currently used in support of Navy Log IT?

Such information would be specified for the TO competition as necessary.

PWS 2.5.3 Interface Control

Processes Other than ADVANA/Jupiter, can the government inform if there are any other data analytics platforms/tools in use?

If there are none, is there a particular product that the government is interested in?

Such information would be specified for the TO competition as necessary.

10 PWS 2.1.1.4.3 Data Migration Can the government provide the number of data sources connections that are administered as part of pipeline efforts?

Such information would be specified for the TO competition as necessary.

PWS 2.1.1.4.2 System Data

Management Can the government provide the approximate volume of data to be managed? and migrated?

Such information would be specified for the TO competition as necessary.

PWS 2.1.1.4.2 System Data

Management Can the government provide the number of data products currently in backlog (broken out by data sets and data visualizations)?

Such information would be specified for the TO competition as necessary.

General Information LIIS CMDS MAC - Draft Solicitation

13 - Will the Government provide an estimated schedule for solicitation release, proposal due date, and estimated award date?

96 Draft RFP

RFP, Page 25, Paragraph H.5 a) states "The Government intends to maintain efficient and meaningful competition among the LIIS CMDS IDIQ contractors. Practices that reduce competition, such as LIIS CMDS prime contractors entering into subcontract relationships in lieu of competing for TOs are not acceptable". Many of the systems that fall under this contract are currently being performed on contracts where there are prime contractors and supporting subcontractors. If the work from those contracts were to move under this MAC, would those existing prime/subcontract relationships be allowed to support continuity of work?

Depends on the prime contractor and the teaming arrangements, if this scenario occurs.

97 PWS

PWS Page 4, Paragraph 1.4 lists five total pillars under Lot A. Will contractors interested in submitting proposals under Lot A be required to respond to and/or have past performance experience in all five pillars?

Refer to final RFP for proposal requirements.

98 PWS

PWS Page 4, Paragraph 1.4 lists 4 pillars under Lot A in which "all PWS sections apply". Will contractors interested in submitting proposals under Lot A be required to respond to and/or have past performance experience in all PWS areas?

Refer to final RFP for proposal requirements.

99 PWS

PWS Page 1, states "N-MRO, N-SCM, N-PLM, L-IDE, and I&I capability pillars are currently undergoing modernization and limited deployment through Other Transaction Authority (OTA) orders and other means". PWS Page 3, Paragraph

1.3. 4 states that the "System scope for the LOG IT CMDS PWS is for LOG IT systems to be modernized and those LOG

IT systems requiring afloat installation". Targeted systems/programs are listed as N-MRO modernization, N-SCM modernization, N-PLM modernization, L-IDE modernization, and I&I modernization. What current on-going modernization efforts are planned to fall under the scope of this MAC?

To-be-determined based on Government needs.

100 PWS

PWS Page 4, Paragraph 1.4 Task Lot Overview lists Lot B: L-IDE Modernization and Support Services for Small Business MAC Holders only. There has been growth in scope and technologies/ architectures within the domains under the L-

IDE pillar and much of the current modernization and sustainment work is being done by large businesses. Rather than setting aside the entirety of L-IDE Modernization for small business, would the government consider instead setting aside portions of the modernization work PWS areas that would be more suitable for small businesses to manage?

This recommendation is not being considered at this time.

101 PWS

PWS Page 4, Paragraph 1.4 Task Lot Overview lists Lot B: L-IDE Modernization and Support Services for Small Business MAC Holders only. There has been growth in scope and technologies/ architectures within the domains under the L- IDE pillar and much of the current modernization and sustainment work is being done by large businesses. This will restrict competition, which goes against the statement from RFP, Page 25, Paragraph H.5 a) states "The Government intends to maintain efficient and meaningful competition among the LIIS CMDS IDIQ contractors. Practices that reduce competition...are not acceptable". Rather than setting aside the entirety of L-IDE Modernization for small business, would the government consider instead setting aside portions of the modernization work PWS areas that would be more suitable for small businesses to manage?

This recommendation is not being considered at this time.

102 PWS

PWS task requirements that include common metrics, policies, procedures, processes, and technologies across all pillars, such as Service Desk Request Fulfillment or requirements under the training areas of 2.1.2.2.1-2.12.2.4, are better suited as small business set aside than L-IDE Modernization and Support Services. Would the government consider setting these PWS areas aside as small vs. setting aside the entirety of L-IDE Modernization and Support

Services?

This recommendation is not being considered at this time.

103 PWS

PWS Page 4, Paragraph 1.4, Task Lot Overview largely differs from the Lot Overview that was released via the RFI that was released on 01/27/2024. RFI responses were submitted on 02/20/2024; however, the Government has not provided feedback to those companies that submitted responses. Will the Government provide feedback regarding the submitted RFI responses?

Based on the responses received from the RFI posting in February 2024, it was determined that there were changes necessary to the Task Lot Overview in the PWS. The presolicitation notice, offers the latest PWS version. There may be some minor updates to the PWS prior to final RFP release.

104 Previously Released RFI Q&A The Q&A document provided in response to the 01/27/2024 RFI included a response to question #38 that stated "the Government intends to hold an Industry Day for interested companies to attend". When does the government intend to hold this industry day?

Please see response to question #26.

124 Sources Sought How many large business awards and how many small business awards does the government intend to make?

Please see response to question #74. The Government does not intend to set a limit on awardees.

125 PWS

How will the government manage multiple task orders related to each LOG IT Pillar with different vendors performing myriad tasks using their own processes and tools? Given the complexity of environments and volume of tasks, what is the government’s intent to reduce risk and ensure compatibility and quality control?

LIIS Acquisition #1 for LOG IT Portfolio Integration (PI) was the first step to design and implement necessary standards. The second step is the LOG IT CMDS effort to better enforce standards and ensure compatability where sensible.

126 PWS

Does the government intend to provide Industry detailed information regarding the existing and future LOG IT system landscape(s)? It is not clear how potential offerors can bid on the IDIQ contract and follow-on task orders without knowing the underlying software/configuration that comprises each of the LOG IT pillars. Under the current draft RFP and PWS, the government risks awarding to vendors at the IDIQ level that do not possess the requisite skills, expertise, and system knowledge to perform at the task order level in support of one of the Pillars.

This information will be provided at the task order level, as necessary.

127 PWS

Beyond accelerating capabilities to the fleet, can the government describe what the desired outcome of this opportunity? For example, a supply chain software factory that can enable capabilties that are not currently available in the existing portfolio, or an integration effort to ensure the parts and pieces within the portfolio operate seamlessly and outside of their individual stovepipes.

Please see response to Question #125.

128 PWS, Section 2.1.2.2 Will all 150,000+ expected LOG IT users need to be trained and where will instruction take place (Ashore, Afloat, CONUS, OCONUS)?

Requirements for training, and instruction will be defined at task order level as necessary.

129 PWS, Section 2.1.2.2

In support of aligning to Ready Relevant Learning intiatives, will vendors be provided with templates for the following documents: Rating Domain Analysis (RDA), Media and Fidelity Analysis (MFA), Training Effectiveness Evaluation Plan

(TEEP), Total Lifecycle Cost Estimate (TLCE), Program Objective Memorandum (POM) Issue Paper, and Training Installation and Transfer Agreement (TITA)?

To be determined. This will be defined at task order level as necessary.

130 PWS, Section 2.1.2.2

A considerable amount of analysis is required to develop training material. It is not just a matter of gauging who uses the system and who knows how to perform tasks, but at what level. This is effectively a skills analysis by billet.Has the government given any thought as to who will provide the information required to do the analysis and to determine if any existing courses or learning objectives are impacted by the training that will be developed?

To be determined. This will be defined at task order level as necessary.

131 PWS, Section 2.1.2.2 Can the government confirm that both classroom-based and web-based courses will be developed as part of this effort?

To be determined. This will be defined at task order level as necessary.

132 PWS, Section 2.1.2.2 Who does the government expect to deliver classroom-based instruction? DON Employees, SMEs, or training contractors? Classroom-based deliverables are normally different and separate from web-based, so does the government desire classroom materials to also be available on mobile devices?

To be determined. This will be defined at task order level as necessary.

133 PWS, Section 2.1.2.2 Does the government have a targeted Learning Management System or will vendors be expected to provide one that meets government requirements?

To be determined. This will be defined at task order level as necessary.

PWS, Section 2.1.2.3

For the following task, "Provide management oversight on the development of system training developed by other vendors for LOG IT programs. This oversight includes monitoring training development is within program cost, schedule, and performance", does the government intend to award separate task orders so that a vendor developing training is not also evaulating another vendor's efforts? Or, is this reference simply meant to address sub-contractors who may be hired by the vendor?

There may be scenarios where training or part of training are developed by another vendor. For example, the training vendor may be different from the system integrator.

135 PWS, Section 2.1.2.2 For afloat training, does the government prefer this to be provided through a self-paced, online curriculum, or instructor-led training--either virtual or in person?

To be determined. This will be defined at task order level as necessary.

136 PWS, Section 2.1.2.3.3 For the following task, "The Contractor shall develop, deliver, and maintain an OCM Plan, in accordance with the

Government’s OCM Plan", does the government have a current OCM Plan for LOG-IT or is this referring to a framework in which vendors will develop an OCM plan?

To be determined. This will be defined at task order level as necessary.

137 PWS, Section 2.1.2.2 and 2.1.2.3.3 What’s the difference in responsibilities between training and OCM for facilities because both have tasks that include responsibility for facilities?

To be determined. This will be defined at task order level as necessary.

138 PWS, Section 2.1.2.2 Does the government desire live system demos and exercises or is the use of simulations acceptable?

To be determined. This will be defined at task order level as necessary.
