PERFORMANCE WORK STATEMENT

(PWS) AIRCRAFT WIDE LOAD ESCORT

SERVICES

1. BACKGROUND:

The Fleet Readiness Center Southeast (FRCSE) is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. Aircraft escort services are required to transport aircraft on public roads between Naval Air Station Jacksonville (NAS JAX) and Cecil Commerce Center (CCC) in order to complete overhauls and repairs.

2. SCOPE:

Unless otherwise specified herein, the contractor shall provide all equipment and labor (to include law enforcement personnel) to escort the transport of aircraft between NAS JAX and CCC, in both directions, in compliance with Florida Department of Transportation (FDOT) Oversize/Overweight Permits. The actual aircraft will be moved by government personnel using government vehicles. The contractor shall provide the pilot and escort services. The contractor shall establish a secondary employment with the law enforcement and fulfill any documentation as requested by the City of Jacksonville. Aircraft platforms include F/A-18 A- D and F/A-18 E/F.

3. DIRECTIVES:

The contractor shall meet the appropriate escort requirements as stated in the FDOT Oversize/Overweight Permit for escorting oversize/overweight loads and carry sufficient and appropriate insurance to cover the risks of this requirement.

FRCSE Letter of Essentiality will be provided to the contractor authorizing the tow of aircraft on public roads for national security and defense. The contractor and Jacksonville Sheriff’s Office (JSO) shall retain a copy for their records.

REQUIREMENTS:

AIRCRAFT DIMENSIONS

FRCSE is required to move two (2) different aircraft models between NAS JAX and CCC. The aircraft are listed below along with dimensions. Aircraft have been reduced to the smallest size possible with wings folded or removed when possible.

Aircraft

Height Width Ht. Under Wingtip

Length

F/A-18 E/F 16' 0" 32' 8" * 6' 0" 60' 4" F/A-18 A-D 15' 4" 27' 6" * 6' 4" 56'

* Wings folded

TOW ROUTE/SCENARIOS/TOW TIMES

The specifics of the tow routes are provided in Attachment A, available upon request.

TOW SPEED

For vehicles preceding the load, the contractor shall be cognizant that the weight and size of the aircraft may affect the speed of the aircraft. Through narrow areas, the aircraft will need to be slowed down in order to safely navigate through tight areas. This will likely occur but not be limited to areas of construction, traffic lights, medians with trees, or FDOT regulatory signs.

FORECASTED AIRCRAFT TOWS

The forecasted aircraft tows are provided in Attachment A, available upon request.

Note: There are occurrences of cancellation of scheduled tows that happen within 12 hours before scheduled tow of aircraft.

FDOT PERMIT

FRCSE will secure a Florida Department of Transportation (FDOT) oversize/overweight three month blanket permit authorizing the tow of aircraft on public roads between NAS JAX and CCC. The contractor shall furnish the following requirements listed on our FDOT permits:

TWO (2) WARNING LIGHTS

FOUR (4) LAW ENFORCEMENT ESCORTS

HIGH VISIBILITY FLAGS (MIN. 18 INCHES SQUARE) ARE REQUIRED.

ONE (1) QUALIFIED ESCORT WITH A VERTICAL HEIGHT INDICATOR IS

REQUIRED TO PRECEDE THE LOAD.

WARNING SIGNS WITH 12-INCH-HIGH BLACK LETTERS ON A YELLOW

BACKGROUND ARE REQUIRED ON THE FRONT & REAR OF THE VEHICLE.

The contractor’s pilot car shall adjust the vertical height indicator to accommodate the height of each aircraft type towed plus a minimum of 6 inches. Industry practice is the vertical height indicator is set to a minimum of 6 inches taller than the height of the load. The pilot car with the height indicator shall communicate, with acknowledgement by the Move Crew, any obstacles along the route. In the event any of these FDOT permit requirements change or new requirements are imposed, this PWS may need to be revised accordingly.

REMOVAL OF VEHICLES

Due to varying sizes of aircraft, wider aircraft cannot maneuver down Timuquana Rd with vehicles parked on the side of the street. The specific location on Timuquana Rd with such a restriction is from the intersection of Roosevelt Blvd and Timuquana Rd to the bridge over the Ortega River. Towing of aircraft model F/A-18 E/F will require that this section of road be cleared of all curbside parked vehicles in the direction of the tow. The contractor

N6852024Q0053 shall coordinate with local law enforcement personnel and ensure that the necessary parking restrictions are properly imposed and enforced upon notification of an impending tow, including towing of any parked vehicles, if necessary. The contractor shall ensure that the route is clear of all obstructions for the impending tow(s).

4. GOVERNMENT FURNISHED EQUIPMENT/PERSONNEL:

FRCSE will provide the personnel and equipment to specifically tow the aircraft between NAS JAX and CCC.

5. PERIOD OF PERFORMANCE:

One year Base Contract and four (4) option years.
