About this file

This document is an Attachment A that describes the aircraft transportation tow route and scenario for a federal contract opportunity.

The contract requires the contractor to provide wide load escort services to transport aircraft, primarily F/A-18 E-F, between Naval Air Station Jacksonville (NAS JAX) and Cecil Commerce Center (CCC) in Jacksonville, Florida. The route is approximately 16 miles long, with details on the specific roads to be used. Aircraft tows will occur Monday through Friday, typically between 1:00 am and 5:00 am Eastern Time. The contractor must have the capacity to provide escort services during these hours. The government will notify the contractor of upcoming tows, with final confirmation provided at least one day in advance. The contractor is responsible for coordinating with all necessary escort entities. The actual aircraft towing will be performed by government personnel using government vehicles, while the contractor provides the pilot and escort services.

TOW SCENARIO

One aircraft will be towed from NAS JAX to CCC or vice versa. The aircraft type will mainly be F/A-18 E-F; however, moves may include other platforms discussed in the Performance Work Statement (PWS).

AIRCRAFT TOW TIMES

Aircraft tows will occur Monday-Friday with the majority of aircraft tows occurring Tuesday- Thursday. The tow times will range from 1:00 am –5:00 am Eastern Time. Therefore, the contractor shall have the capacity to provide escort services to support aircraft tows Monday- Friday from 1:00 am - 5:00 am Eastern Time. The Government Point of Contact will notify the contractor with the details of the impending tow. FRCSE will provide the contractor notification of aircraft moves by e-mail or phone so the contractor can plan accordingly. At least one day prior to the aircraft move, FRCSE will provide the contractor a final confirmation by e-mail or phone verifying the aircraft move date and time.

FRCSE will contact and inform the contractor of any changes to the tow by 2:00 pm the day before the tow. For example, if the tow is scheduled for 1:00 am on Tuesday, FRCSE will contact the contractor by 2:00 pm on Monday of the scheduled tow. The contractor shall coordinate with the associated parties of the changes.

If all the necessary escort entities are not available, the contractor shall contact the Move Crew Supervisor (or other points of contact listed in Section 7 of the SOW if supervisor is not available) by 2:00 pm Eastern Time the day before the tow.
