1. The FRCMA Voyage Repair Team was awarded the Rotary Retract Engine Cable Tensioner overhaul program to include the manufacturing of Rotary Retract Engine Cable Tensioner Cylinders by an outside source. The FRCMA Voyage Repair Team, located at Naval Station Mayport, Jacksonville, Florida is tasked to overhaul Rotary Retract Engine Assembly, P/N 611843-1 for fleet use. A quantity of (12) Rotary Retract

Engine Cable Tensioner Cylinders are required in the overhaul of the Rotary Retract Cable Tensioner

Assembly. The Rotary Retract Engine Cable Tensioner Cylinders were disassembled, and the cylinders were found to be unsatisfactory and damaged rendering it unacceptable for reuse. The manufacturing process for

Cable Tensioner Cylinders, P/N 508458-1, shall be in accordance with all applicable published specifications. Variants, deviations, and departure from specifications are prohibited. The VRT Mayport

Quality Assurance Representative shall be notified of all issues associated to the technical requirements that are not compliant within the directives of this contract. VRT Mayport Quality Assurance Representative will be the direct liaison between the contractor and Technical Authority (TA). After completion of all work accomplished per this statement of work, FRCMA Voyage Repair Team (VRT) Mayport Quality Assurance shall perform the Material Receipt Inspection (MRI). VRT Mayport Quality Assurance Representative shall be responsible in submitting the Request for Engineering Information (REI) to the Technical Authority (TA) for waiver or deviation of non-conforming characteristics annotated in the boundaries of this contracted statement of work and MRI.

2. Welding Procedures.

2.1 All welding procedures shall be in accordance with references (a) and (b). (CDRL A001)

2.2 Welding Procedure Qualification Test Report

2.2.1 The Weld Procedure Qualification Test Report, as required based on overhaul procedures including all supporting test reports and documentation in accordance with reference (a) and reference (c) shall be forwarded to Naval Warfare Center Lakehurst, Lakehurst, NJ, for approval prior to production welding. (CDRL A002)

2.3 Welding Performance Qualifications

2.3.1 Evidence of Welder Performance Qualification, including supporting test results and documentation shall be in accordance with reference (a) and reference (c). (CDRL A003)

2.4 Welders Qualification Training

2.4.1 Submission of evidence of Level III Certification for the individual who approved the

Welders Qualification Training Program in accordance with reference (a) and reference (c).

2.5 Welder Qualification Written Procedure

2.5.1 Evidence of approval of the Welder Qualification Training Program IAW reference

(c) per reference (a). (CDRL A005)

2.6 Welder Maintenance of Qualification

2.6.1 Evidence of Maintenance of Qualification for all welders IAW reference (c) per reference (a). (CDRL A006)

3. Non Destructive Inspection. The service provider shall perform Non-Destructive Testing in accordance with reference (a) and reference (b).

3.1 Visual Inspection

3.1.2 Visual Inspection Written Procedure to be used to visually inspect all welds IAW reference (d) per reference (a). (CDRL A007)

3.2 Magnetic Particle Inspection

3.2.1 Each part shall be 100% Magnetic Particle inspected using the wet fluorescent method in accordance with reference (d). The process shall be performed by both circular and longitudinal method prior to painting.

3.3 Acceptance Criteria

3.3.1 Parts must meet the acceptance requirements of reference (g) except no indications greater than .062 inch are acceptable.

4. First Article Testing

4.1 The contractor shall conduct First Article testing on this item of ALRE/SE and must address all elements listed below and prepare a First Article Test Report documenting the outcome. Unless otherwise specified, the report and its acceptance shall be per the provisions of the applicable Contract Data Requirements List

(CDRL)

4.2 Inspection/Certification data needed to substantiate the Quality of the First Article Test unit shall be included in First Article unit packaging. The outside of the package that contains the data shall be clearly marked "INSPECTION/CERTIFICATION DATA INCLUDED". (CDRL A008)

4.3 Requirements

4.3.1 First Article quantity is one (1); in uncoated condition.

4.3.2 The First Article shall be available for Government Quality Assurance Representative

(QAR) evaluation per the contract schedule. The Evaluation shall be conducted in th e presence of the

Government personnel. Accordingly, the contractor shall allow time to arrange for NAWC participation in accordance with the “NAWCADLKE Inspection Witness Option”.

4.3.3 The contractor shall provide facilities and personnel sufficient to conduct all necessary tests to establish conformance.

4.3.4 The contractor shall have available for review all certifications, test reports, in -process inspection documents needed to substantiate product quality; this same documentation shall also be included in the First Article test report.

4.3.5 The contractor shall, at the time of First Article, have corrected any problem areas deemed significant and documented as deficient by the Government Quality Assurance Representative (QAR) within his/her Quality Assurance system not previously identified during prior evaluations and/or surveys;

any problems identified during the conduct of the test will also require correction.

4.4 Testing and Evaluation

4.4.1 The contractor shall accomplish 100% inspection and/or testing of all critical, major, and minor dimensions and/or requirements identified in the drawings, drawing notes, and process and fabrication specifications. Results shall consist of actual dimensions, measurements, and test outcomes and shall be recorded and included in the First Article test report. Attributes for hardness and non -destructive testing shall be inspected 100%.

4.5 Acceptance/reject criteria

4.5.1 Satisfactorily meeting all First Article requirements and satisfactorily demonstrating 100% conformance to the test and evaluation elements shall constitute acceptance of the First Article.

4.5.2 Failure to meet any of the conditions shall be cause for rejection.

4.6 Delivery

4.6.1 The accepted First Article exhibit may be delivered and counted along with the contract production quantities providing the item has not been damaged during testing and has been found to be conforming.

4.6.2 The contractor is responsible for preparing the First Article Test Report in accordance with CDRL’s.

5.0 Painting

5.1 The service provider will be required to paint cylinders in accordance with reference (f). There shall be no primer or paint in holes or on threads.

6.0 Quality Assurance Requirements

6.1 Pre-Award Survey

6.1.1 A pre-award survey NAWCADLKE QA participation is required. (Can be waived by

NAWCADLKE based on suppliers’ history)

6.2 Post-Award Survey

6.2.1 A post-award survey NAWCADLKE QA participation is required. (Can be waived by

NAWCADLKE based on suppliers’ history)

6.3 Inspection and Acceptance Point

6.3.1 The preliminary inspection point shall be at the source.

6.3.2 The acceptance point shall be at the source.

6.4 Quality Conformance and Lot Sampling Inspections

6.4.1 NAWCADLKE specified Quality Conformance Inspection plan with sampling rates is required.

7. The Tensioner Cylinders as completed shall be returned to the FRCMA Voyage Repair Team (VRT), located at Naval Station Mayport for Material Receipt Inspection (MRI) by FRCMA Voyage Repair Team

Quality Assurance. Upon conclusion of the MRI, the Cylinders will be accepted for invoicing.

8. The service provider’s calibration services utilized must comply with International Standard ISO/IEC

17025 General Requirements for the Competence of Testing and Calibration Laboratories, and Z540.3

American National Standard for Calibration, Requirements for the Calibration of Measuring and Test

Equipment.

9. The service provider shall comply with all technical requirements in the execution of welding, coating, testing and inspections. Compliance and inspection oversight with the Higher-Level Quality Program shall be validated and documented in all welding, machining, testing, readings, and measurements. Precision measuring devices shall be calibrated and documented to reflect the calibration date. This will be signed and returned signifying compliance by the contractor. All recorded Quality Assurance documentation and readings associated to each cylinder shall be authenticated and returned to the Voyage Repair Team with delivery of the cylinders. A 24 hour notice shall be given prior to delivery by contacting Chase Moore at chase.n.moore.civ@us.navy.mil or 904-270-5761.

10. The final acceptance of product in this contract shall be accomplished by the VRT Mayport Quality

Assurance (QA) Representative by Material Receipt Inspection (MRI) and documented by an Inspection

Report affirming that all technical specifications were accomplished per this Statement of Work. The service provider shall provide a form DD-250 with delivery. The FRCMA Voyage Repair Team shall provide acceptance for payment through Wide Area Work Flow (WAWF) after delivery and Material

Receipt Inspection (MRI).
