Draft Solicitation N6852020R0124 Question & Answer: Part I

# Question Answer

1 Is a Facility Clearance (FCL) required to be in place for bid submission?

A FCL is not required for a proposal (bid) submission.

2 Will the Government issue the DD254 at award for

FCL sponsorship?

A DD254 will be issued at contract award.

If the successful offeror does not have FCL clearance, more information is available at:

https://www.dcsa.mil/mc/ctp/fc/.

3 At a minimum, we recommend the Management

Analyst, Senior, labor category also be designated as a Key Personnel labor category due to the level of specific experience that is required (Page 64 of 140).

The RFP has been updated.

4 There is no requirement for a Management Plan within the Technical Proposal. A Management Plan requirement within the Technical Proposal would assist the Government in evaluating the infrastructure and management experience of small business offerors and would better enable the Government to judge those offerors' ability to manage such a large effort (Page 115 of 140). Adding such a requirement might also necessitate an increase in the page limit for the Technical Proposal, which in the draft solicitation is currently set at 50 pages.

Management Plans in technical proposals will not be evaluated.

5 We recommend that the requirement governing the location of the Contractor Facility be reduced from

50 to 30 miles.

The RFP has been updated.

6 The labor category Management Analyst, Junior on page 127 for both Government and Contractor Site should be updated to reflect Management Analyst, Journeyman. There is no labor category description for Management Analyst, Junior within the current draft RFP.

The RFP has been updated.

7 DD Form 254 of May 2019 (Page 2 of 4) should include an X in Item 10 (a) to include

Communications Security (COMSEC) Information.

The RFP references COMSEC Information in the

PWS and the current contract N00421-17-D-0019 requires access to COMSEC facilities.

The Attachment DD254 has been updated to include COMSEC.

8 The current contract N00421-17-D-0019 DD254 requires a top secret Facility Security Clearance

(FCL). The draft RFP is requiring only a secret FCL.

Is that correct, and consistent with the Government's needs?

The draft RFP is correct and consistent with the Government’s needs that only a Secret

FCL is required.

9 The draft RFP identifies the requirement for 300,000 annual man years as the basis for determining relevancy of magnitude in assessing prior efforts and in evaluating past performance (Page 135 of 140).

This relevancy threshold comports with the bona fide needs of the program, since a successful small business offeror must be capable of addressing major surges in human resource requirements, often on short notice.
