About this file
This is a Questions and Answers document related to a federal contract opportunity for shredding services at NAWCAD Lakehurst.
The document addresses nine clarification questions regarding quarterly shredding requirements, service scheduling, container specifications, and submission procedures. Key requirements include: contractors must provide two shred samples each quarter (one collected on-site post-shredding, one at the off-site facility post-destruction) in clear containers, sealed and certified, delivered with monthly status reports. Shredding services are preferred for Monday through Thursday, excluding Federal holidays, with a preferred start time between 7:00 AM and 9:00 AM. The Government's point of contact work hours of 8:00 AM to 4:30 PM are tentative and subject to change. The contract requires 95-gallon large lockable containers with slot mechanisms preventing removal without a key; 65-gallon containers are not acceptable substitutes. Quotations must be submitted on the contractor's official letterhead. Containers do not need to be brand new but must be maintained in good working order with cleaning and replacement provided as requested. The disposal ticket slip serves as the certificate of destruction. Prime contractors and subcontractors are recommended to attend a post-award Kick-Off Meeting. Certain service locations will have bins pre-positioned prior to contractor arrival per an updated tentative location list in the Statement of Work.

1. Question: What are the requirements for the required Quarterly Shredding as specified in Block 16 of the CDRLs?
a. Answer: The Contractor shall provide two shred samples each quarter in a clear container (plastic bag is acceptable). One sample shall be collected on-site post shredding, and one sample shall be collected at the off-site facility post-destruction, as required. Samples should be sealed, dated, signed, and certified. Samples shall be delivered in addition to the required Monthly Status Report.
This information has been added to Block 16 of the CDRLs attachment.
2. Question: What are the procedures for servicing locations with more than one bin?
a. Answer: Certain locations will have the bins pre-positioned prior to Contractor arrival. The tentative location list within the Statement of Work has been updated to clarify which locations will have the bins pre-positioned.
3. Question: Are Fridays an option when scheduling to service the required locations?
a. Answer: It is preferred for shredding services to be scheduled for Monday thru Thursday, excluding Federal holidays.
4. Question: In what format does the quotation need to be submitted?
a. Answer: Quotations shall be submitted on a page(s) with the Contractor’s official letterhead.
5. Question: Are 65-gallon lockable containers/drums an acceptable substitute for the required 95-gallon large containers, provided they meet all other requirements (lockable, slot preventing removal without a key, secure handling, etc.)?
a. Answer: No. 65-gallon containers will not meet the requirement for monthly shredding services.
6. Question: Who shall be required to attend the Kick-Off Meeting prior to performance?
a. Answer: It is recommended for the Prime Contractor and Subcontractor, if applicable, to attend the Kick-Off Meeting prior to performance. The Kick-Off Meeting will take place at a later date after the award of the contract.
7. Question: Is the shredding scheduled to occur at any time between 8:00 AM and 5:00 PM, Monday thru
Friday, or between 7:00 AM and 9:00 AM?
a. Answer: The Government’s preferred start time is between 7:00 AM and 9:00 AM, but it does not need to be completed within those hours. The 8:00 AM to 4:30 PM hours listed within Paragraph
15.0 of the Statement of Work refers only to the typical Government POC work hours. As stated in Paragraph 15.0, the hours listed are tentative and subject to change based on base conditions. As answered in Question 3 above, the monthly shredding service is preferred to be scheduled Monday thru Thursday.
8. Question: Is the disposal ticket slip equivalent to the certificate of destruction?
a. Answer: Yes, the disposal ticket slip is equivalent to the certificate of destruction.
9. Question: Do the containers need to be brand new and unused, or is it permissible to utilize containers that are in excellent condition but have been used in prior jobs?
a. Answer: Brand new containers are not a requirement. The Contractor shall be responsible for maintaining all containers and consoles in good working order, cleaning containers as necessary, and providing replacement containers and consoles as may be requested by NAWCAD Lakehurst during the term of contract.
