Solicitation # N68335-24-R-0193 Question and Answers
1. Do you have any pictures of MF’s or do you have a link where I can see examples online? Any GA drawings?
Pictures of the Mobile Facilities and tech information can be found on Page 15 of Attachment “JOCOTAS Pamphlet.”
1. What are the containers’ Max Gross Weight, Tare, and Payload?
The containers’ Gross Weight is 20,000 lbs., the Tare Weight is 4,149 lbs., and the Payload 15,851 lbs.
1. What type of openings do the containers have? Are there Cargo doors and or man doors?
MFA: Removable doors 4'W × 6'-4"H (Both ends of MF) and ECU Panel.
SOMFA: Same as MFA with an additional ECU Panel and Removable Side Panel SOMFB: Same as SOMFA without end doors.
SOMFB (Modified): Similar to Side Opening MF Type B except it has 80-inch wide double doors at one end.
SOMFC: Removable doors, and both sides are removable.
INU: Removable doors and two removable panels on both sides.
Please see JOCOTAS Pamphlet for photos and additional details for doors and panels.
1. Do you have any examples of minor repairs?
An example of a minor repair is that the Government designed new quick release hinges for the MFs with removable doors. The contractor tested the shelter and removed and replaced the hinges, which was considered minor labor/repair.
1. Would your base personnel be completing the modifications or a contractor we propose?
Government personnel will complete any modifications required.
1. Would all travel be to your facility in Lakehurst, NJ or does it have potential to be somewhere else?
This requirement does not specifically involve travel unless there is a design issue. In the event travel is required, travel will be to either Albany, Georgia or San Diego, California. Therefore, Offerors are requested to include a firm fixed travel price based on Albany, Georgia or San Diego, California.
1. When it says CSC testing (lot) in Statement of Work paragraph 2.2.4, does that mean if the container needs full testing you want to know that price? Then you want individual price in case only one test or a few are needed?
Lot refers to complete full CSC Testing. Pricing is requested for complete CSC testing per CLINs 0005, 0026, 0047, 0068, and 0089. Additional pricing is requested for individual tests, such as the Stacking Test or Racking Test on separate CLINs.
1. If selected, are you aware you would be shipping the container to location in my signature if testing is required?
Yes, the Government is aware we would be shipping to the contractor’s facility if testing is required.
1. What is the Place of Performance?
The place of performance will be at the Contractor’s facility.
1. What is the witnessing fee pertaining to?
Witness Fee is the CSC Authority price to witness testing. If price is included in testing price, provide an explanation in your written cost narrative. An hourly price is requested in Attachment 2 CLIN Structure for bidding purposes.
1. Why is Year 1 CDRLs A001-A002 or AKA Test Plan and Test Report asked to be totaled? What if there are multiple test reports due to different units being tested for that year?
The CDRLs are not separately priced. See Attachment 2 CLIN Structure.
