Statement of Work (SOW)
STATEMENT OF WORK FOR INTERNATIONAL
CONVENTION FOR SAFE CONTAINERS (CSC)
N68335-24-R-0193
1.0 DESCRIPTION: The Naval Air Warfare Center Aircraft Division Lakehurst is seeking to procure services to certify Mobile Facilities (MFs) in accordance with 49 CFR 450, International Convention for Safe Containers (CSC). The MF is a mobile habitable shelter that is eight (8) feet wide by twenty feet long by eight (8) feet high. MFs are connected together in a MF complex in an austere expeditionary environment to support Marine Aviation Logistics operations. MFs are procured with valid CSC inspection plates, however, when they are configured for their mission modifications may be performed that invalidate the CSC plates. In order to maintain compliance, it is required that modification to the shelter be approved via a plan review, or a physical test, and that compliance is documented.
2.0 TECHNICAL REQUIREMENTS:
2.1. The contractor shall provide engineering and technical support services related to certifying shelters for compliance with CSC. In general, most efforts will commence with a Task Order (TO) for a Plan Review. As a result of the Plan Review the contractor shall either:
2.1.1. Advise that no further testing or action is necessary and confirm the existing CSC Certification Number for this design type with Plan Review Report (CDRL A001) or
2.1.2. Advise the Government that a Test Plan is necessary. If a Test Plan is necessary, a new TO will be issued for a Test Plan. The Test Plan is a proposal to perform the requisite test to certify the shelter, CSC Testing.
2.2. The Government shall review the Test Plan (CDRL A001), and if determined to be acceptable shall issue a TO to perform the CSC Testing. As a result of CSC Testing the contractor shall issue a Test Report (CDRL A002), and if after completion of testing it is determined the unit is suitable for CSC Certification the contractor shall confirm the existing CSC Certification Number for this design type, or if necessary, issue a new CSC Certificate. In addition, support services and MF minor shelter repairs may be required. The work required is encompassed by tasks listed below:
2.2.1. Plan Reviews - The contractor shall, as a CSC Authority, review shelter modification drawing packages and determine if the modification is suitable for CSC approval, or if testing is required for CSC approval. If testing is required, the contractor shall issue a report identifying the issues that necessitate testing. The contractor shall develop a proposal and include it in the report; see Test Plans. If it is determined that the modification is suitable without testing the contractor shall confirm the existing CSC Certification Number for this design type, or if necessary, issue a new CSC Certificate. (CDRL A001)
2.2.2. Test Plans – The contractor shall develop a Test Plan, when necessary, that identifies the tests required to determine capability of the design to meet CSC requirements. The Test Plan shall identify all required tests; identify manpower requirements, material requirements, and funding requirements. The Test Plan is a part of the Plan Review Report and shall be submitted to the Government for review and concurrence. (CDRL A002)
2.2.3. Certification Issuance - The contractor, having CSC authority issued through the US Coast Guard, shall issue certification documentation in compliance 49 CFR 450, CSC. Testing including CSC Certification, shall be witnessed by a CSC authority. CSC Authority shall be paid a witnessing fee based on an eight (8) hour day.
2.2.4. CSC Testing – Upon approval by the government of the contractor’s Test Plan, the contractor shall perform the testing. The contractor shall, as a CSC Authority, determine if the unit passes or fails the testing. Upon completion of testing the contractor shall issue a test report. If the unit fails the testing, the test report shall identify the failures and upon request of the NAVAIR Engineering or Technical Departments will review any recommendations or drawings submitted by them for conformance with the CSC Convention, 49CFR, 450 through 453, Mil Handbook 138 and IICL. Upon review and acceptance of the recommended repair procedures, a new TO will be issued to authorize the work. Travel, if required, will be addressed on the individual TO. If after completion of testing, it is determined that the modification is suitable for CSC approval, the contractor shall confirm the existing CSC Certification Number for this design type, or if necessary, issue a new CSC Certificate (per ISO 1496-1 as applicable) encompasses the tests listed below:
2.2.4.1. Stacking
2.2.4.2. Lifting Top
2.2.4.3. Lifting Bottom
2.2.4.4. Longitudinal Restraint
2.2.4.5. Lifting Fork Pockets
2.2.4.6. Longitudinal Racking
2.2.4.7. Transverse Racking
2.2.4.8. End Wall Test
2.2.4.9. Side Wall Test
2.2.4.10. Roof Strength
2.2.4.11. Floor Strength

2.2.5. Support Services --The contractor, acting outside of CSC Authority, shall provide assistance to the Government in the selection of structurally appropriate modifications. The contractor shall provide recommendations for the location and size of apertures to minimize tests required for CSC certification. Travel, when required, shall be approved by the Government in advance.

2.2.6.3. Conduct the repair at the Contractor’s facility
2.2.6.4. Perform CSC Inspection of repaired MF

The repair proposal shall include both labor hours and labor price, and technical details that consist of the repair. The Government shall review the proposal and determine whether to proceed with the repair. Travel requests, if required, shall be submitted to the Government for approval.
