Question # PBSOW / CDRL / RFP Reference Question Governments Response

Attachment 1 PBSOW Section 1.3 - Service Level Agreements Can stations move from one service level to another? If so, how is this change communicated and how often can it occur?

Stations can change service levels only at the beginning of the ordering period using a delivery order. The Government will add this clarification to the PBSOW.

Attachment 1 PBSOW Section 3.10.1 - DMSMS Management

Paragraph 2 states, "…the Contractor shall provide management and information for a 5 year post contract period." Does the USG intend for the PSI to provide DMSMS management services for 5 years after PBL contract closeout? Please clarify

The Government's requirement is for the PSI to provide information of obsolescence issues (health management status only), not continued performance.

Attachment 1 PBSOW Section 3.2 Transition-In

Please clarify the statement "During each transition period, the Contractor shall establish the infrastructure (Reference applicable FRDs for station requirements), material, and systems necessary to meet the performance requirements for the CASS FoT PBL." Is there more than one transition period?

There is only one transition period. The Government will clarify the PBSOW language to remove the word "each"

Attachment 1 PBSOW Section 3.2 Transition-In Please clarify the transition timeline. How long after award do performance metrics begin?

Performance metrics begin 120 days after contract award. The Government will clarify the transition metric timeline.

Attachment 1 PBSOW Section 3.2 Transition-In When is the POA&M due post award?

incorporate the POA&M into the resultant contract. The Contractor will coordinate with the Government if modifications to the POA&M are necessary during execution of the contract.

Attachment 1 PBSOW Section 3.4 -

BER

The section states that the "Contractor shall make provisions to purchase replacement assets." Is the Contractor responsible for replacement costs of BER assets?

If assets are required to meet the demand metrics, the Contractor is responsible to ensure parts availability

Attachment 1 PBSOW Section 3.6 - ECPs Please clarify if the USG must approve Class II ECPs. If so, are these related only to the top level serialized USG assets?

The Government must approve Class II ECPs under Government CM and will adjust the wording to reflect the change.

8 Attachment 1 PBSOW Section 3.9 3.9 Subcontract Management (CLINs 0002 thru 0029) The Contractor shall be solely responsible for performance and quality workmanship of all subcontractor work performed in response to the requirements of this PBSOW. The Contractor shall assure that contract requirements are flowed down to, and effectively implemented by, its subcontractors and vendors. The Contractor shall review subcontractor and vendor manufacturing management plans and production facilities to assure visibility into manufacturing management by production surveillance and identification, and resolution of problems that may adversely impact the program.

The Government's language appears to drive requirements not related to the intended purpose of this contract. Manufacturing and Production plans are not necessary for a PBL program.

Recommended Language Change to the following to better reflect a PBL program;

"3.9 Subcontract Management (CLINs 0002 thru 0029) The Contractor shall be solely responsible for performance and quality workmanship of all subcontractor work performed in response to the requirements of this PBSOW. The Contractor shall assure that contract requirements are flowed down to, and effectively implemented by, its subcontractors and vendors."

The Government will review the language and make necessary updates.

Attachment 1 PBSOW Section 6 - Reclamation Station Availability

Can the USG provide the subassembly part numbers (along with cage code and NIIN) that will be decommissioned and reclamed as a part of the CASS and RTCASS station reclamation effort?

The documents provided on the DVD-Rom (Illustrated Parts Breakdown, Item Support List, and other Technical Publications) provided as part of the technical library would allow the Contractor to determine the available part numbers from reclamation

10 Attachment 1 PBSOW Section 7 7.0 TRANSITION OUT (CLINs 0002 thru 0029) The purpose of the Transition Out phase of the contract is to establish procedures and timeframes to ensure the orderly and efficient transfer of performance responsibility and materials back to the Government or to another Contractor upon completion or termination of the contract. The Contractor shall complete Transition Out phase within 90 calendar days after notification from the PCO. The Contractor and the Government will make all reasonable efforts to ensure that Fleet readiness is not adversely impacted. The Contractor shall cooperate with the Government and incoming contractor(s) (if applicable) to ensure an orderly transition of all property. The Contractor shall continue to manage and maintain accountability of all property in the inventory until delivered and accepted by the Government. The Contractor shall conduct joint wall-to-wall GFE inventories with the Government and succeeding Contractor (if applicable) and shall execute transfer of responsibility and custody of GFE to the succeeding Contractor or Government. The Contractor shall continue to fill requisitions received during the Transition Out period IAW the contract metrics and applicable service level.

Recommended last sentence language change to the following:

"...The Contractor shall continue to fill requisitions received during the Transition Out period IAW the availability of A condition parts that remain within the Contractor's possession"

How does the Government envision a Contractor meeting requisition demands while simultaneously transitioning out GFE?

The Government will change the last sentence as follows: The Contractor shall continue to fill requisitions received during the Transition Out period using best effort with the availability of A condition parts that remain within the Contractor's possession. Best effort is defined as the Contractor working to fill requisitions within the timelines associated with each service level without performance metrics applied.

11 Attachment 1 PBSOW Section 7 Allocating the Transition Out requirement across the CLINs as specified by the Government makes it unclear whether the contractor should allocate those cost across the stations months planned for the first 60 months, 72 months, or 84 months. Suggest the government either have a transition out CLIN with validity period from 60 Months ADC to 84 Months ADC. Alternatively, the Government could have three transition out CLINs, one for the Base, one for Option Period 1, and one for Option Period 2.

The Government will add a new Transition out CLIN. The Contractor make their assumptions and choose how to price this CLIN.

12 Attachment 3 - CASS FOT PBL GFE This file provides a tab with a list of part numbers and the Qty that the Navy believes is on hand to be used to support the program. The file does not differentiate between items that are serviceable and items that are not. How does the Government plan to accurately convey the condition of the GFE listed?

All the serialized items are A condition. The non-serialized managed items are a mixed condition of A, F, and unknown. The Government will update the attachment to identify the condition.

13 Attachment 3 - GFE list Can the USG provide further details on the breakdown of this GFE list? Is this "excess" GFE to be transferred to the PSI? Are GFE housed at Depots not included in this list?

The GFE is available to the PSI for use in execution of the contract.

Ownership of the GFE remains with the Government. GFE housed at Depots are not available for use on this contract.

14 Attachment 3 - GFE list Does this list include items retrieved from CASS reclamations? If not, to whom does that material belong?

The GFE does include previously reclamed parts. All parts on the GFE list belong to the Government.

15 Attachment 3 - GFE list Is this list inclusive of all GFE that will be available at the time of PBL award?

The Government will update the GFE list before the final RFP release to ensure that the Offerors are provided the most up-to-date GFE/GFM available.

CASS FoT Demands 2019_2021 6 8 2022 Can the USG provide which demand items listed in this document were BER? This data is unavailable for release

CASS FoT Demands 2019_2021 6 8

Is the complete indented parts list for all CASS FoT end items represented in this document? If not, will the USG be providing the complete Technical Data Package for all CASS FoT end items, ancillary equipment, and consumables with the solicitation? Yes, this list represents the list of parts the Contractor has to support

18 PBSOW 9.1.1/Appendix H 9.1.1.a states "Resource Distribution Table (RDT) as the baseline for reporting provided as Appendix I" when the draft RFP provided the RDT as Appendix H. Is the Government's intent to reference Appendix H?

The Government will correct the PBSOW to reference the correct attachment.

19 PBSOW 9.2 Data Submission CDRL A009 title is listed as Fleet/Non-Fleet Metrics Report and the 1423 title is "Technical Report & Study/Services" with no subtitle. Could the Government add "Fleet/Non-Fleet Metrics Report" as subtitle?

The Government will add the subtitle

PBSOW Appendix A - CASS FoT PBL Item Support List Can the USG confirm Appendix A tab nomenclature? It does not match PBSOW section 1.3.

The Government will correct the titles. Changed the titles to "Fleet", "Non- Fleet", "Non-Fleet RTCASS Depot, & "Potential Future Items". The PBSOW & Appendix C have been updated to reflect this change.

PBSOW Appendix A - CASS FoT PBL Item Support List

The NonFleet Common 1R_7R tab includes 2 part numbers w/o NIINs that Haystack has no record of. 2055AS814-01 and 2055AS818-02. Can the USG provide NIINs, drawings and/or cage code for those items?

The 2 items referenced do not have NIINs because they weren't provisioned for Fleet support. Drawings are available to the successful awardee upon request. The Illustrated Parts Breakdown provided in the Technical Library provides additional information regarding provisioned and non-provisioned items.

PBSOW Appendix A - CASS FoT PBL Item Support List

The Fleet Common 1R_7R FSLA tab has several ancillary part numbers that do not show up in Haystack and have no NIIN provided. The part numbers with a "TBD" NIIN also do not appear in Haystack. Can the USG provide NIINs, drawings and/or cage code for these items?

The 3 items with "TBD" are going through the NIIN assignment process.

Once NIINs are assigned, the Government will provide an updated document. The Government will review the items that do not have a NIIN listed to determine if a NIIN is needed and update the document accordingly.

PBSOW Appendix A - CASS FoT PBL Item Support List The NonFleet Consumables tab includes 3 parts without a NIIN. Can the USG provide NIINs, drawings and/or cage code?

The Government will review the items that do not have a NIIN listed to determine if a NIIN is needed and update the document accordingly.

PBSOW Appendix A - CASS FoT PBL Item Support List

The NonFleet RTCASS DEPOT tab does not include NIIN or cage code information. Can the USG provide cage codes, NIINs and/or drawings for the listed part numbers?

The RTCASS-Depot peculiar parts were not provisioned because RTCASS-D is not supported by NAVSUP, so there aren't NIINs. The requested information can be found in the RTCASS-D Illustrated Parts Breakdown which was inadvertently omitted from the Technical Library. The Government will update the Technical Library to include missing document with the Final RFP.

PBSOW Appendix A - CASS FoT PBL Item Support List

Are Offerors expected to price in items listed in "potential future items" tab, or is this for situational awareness? Would the USG consider the incorporation of any of those items as a Class 1 ECP, or would these fall within the 2% BOM change threshold identified in PBSOW section 1.3?

The items listed in "potential future items" tab are provided for situational awareness only. These items fall within the 2% threshold of the FFP for each service level. The CLASS I ECP language in para 1.3 relates to ECPs initiated by the PBL only.

26 PBSOW Appendix C - Fleet Service / 2 Reference to the "Non Fleet Common" parts tab as part of the Fleet Service does not appear to be appropriate for this service level. Is it the Government's intention to provide support for Non Fleet parts for Fleet Support?

The PBSOW, Appendix A, & Appendix C have been updated to "Fleet", "Non-Fleet", "Non-Fleet RTCASS Depot" to reduce confusion.

27 PBSOW Appendix C - Fleet Service /

3.2 / Table 1 - Item Category column

Reference to the "Non Fleet Common" parts tab as part of the Fleet Service does not appear to be appropriate for this service level. Is it the Government's intention to provide support for Non Fleet parts for Fleet Support?

The PBSOW, Appendix A, & Appendix C have been updated to "Fleet", "Non-Fleet", "Non-Fleet RTCASS Depot" to reduce confusion.

28 PBSOW Appendix C - Fleet Service /

3.2 / Table 1 -SRT column

The SRT in Table 1 needs to be better defined. Recommend replacing "100% one (1) business day." with "100% fill rate within 24 hrs of the SRT start time during business days as defined in paragraph 3.5 (Excluding weekends and Federal Holidays)." If the language is not adopted, how would the Government clarify the required response time for requisitions received late on a Business Day in advance of a Non-Business day?

Appendix C, Paragraph 3.5 defines a business day as M-F 8am-4pm. If a requisition came in at Friday at 9am the contractor has until COB the next business day (Monday at 4pm) to fill the requisition.

29 PBSOW Appendix C - Fleet Service /

3.2 / Table 2 - Item Category column

Reference to the "Non Fleet Common" parts tab as part of the Fleet Service does not appear to be appropriate for this service level. Is it the Government's intention to provide support for Non Fleet parts for Fleet Support?

The PBSOW, Appendix A, & Appendix C have been updated to "Fleet", "Non-Fleet", "Non-Fleet RTCASS Depot" to reduce confusion.

30 PBSOW Appendix C - Fleet Service / 3.5

"The SRT performance price adjustment does not limit the other remedies available to the Government for failure to deliver in accordance with the required delivery schedule in Tables 1 and 2, including, but not limited to, further price adjustments and the right to Terminate for Default."

The third paragraph is unbounded and needs to be better define "Other Remedies" or have the entire paragraph removed.

How will the Government clarify what "Other Remedies" includes beyond typical contract remedies for Default, Termination, etc.?

The Government will change the sentence to read as follows: If the Contractor fails to achieve the performance metrics in Table 1 and Table 2, the contract may be subject to the SRT price adjustment and the Government retains all other rights under the terms of the contract including but not limited to termination for default.

31 PBSOW Appendix C - Fleet Service / 5 "The firm-fixed contract prices for each contract year are detailed in Section B of this contract." For purposes of streamlining Equitable Adjustment Proposals, recommend utilizing the FFP install repairable prices in Section B for CLINs 0069 through 0071.

Will the Government consider amending the language in order to streamline the Equitable Adjustment Proposal process?

Attachment L-3 requires the Contractor to propose an average price per repair that would be used for any kind of adjustment. The Government will incorporate the proposed Attachment L-3 (provided with the Contractors proposal) as Attachment 5 in Section J of the awarded contract for use in future adjustments.

32 PBSOW Appendix C - Fleet Service / 7 The changes made to this section from the previous PBL Fleet Appendix will cause significant delays in getting parts processed, out of the contractor's shipping department, and moving to the Fleet users in a reasonable time which could degrade Fleet readiness.

The Government is not changing the shipping structure for the FOB Origin CLINs.

PBSOW Appendix C - Fleet Service Agreement

Can the USG confirm how long of a time allowance will be granted for filing/obtaining a release through US Customs AES for OCONUS shipments described in Section 1.A?

The Government is unable to find the referenced section. Please revise the question to provide the correct reference.

34 PBSOW Appendix C - Fleet Service Paragraph 3.2

Reference to the "Non Fleet Common" parts tab as part of the Fleet Service does not appear to be appropriate for this service level. Is it the Government's intention to provide support for Non Fleet parts for Fleet Support?

The PBSOW, Appendix A, & Appendix C have been updated to "Fleet", "Non-Fleet", "Non-Fleet RTCASS Depot" to reduce confusion.

PBSOW Appendix E & F - Full & Basic Service Level Agreements Can the USG confirm that SMAT/CAL self-test report will be the acceptance criteria for ending station downtime clock? Yes, The SMAT/CAL self-test report will end the station downtime clock.

PBSOW Appendix E & F - Full & Basic Service Level Agreements

Will the contractor be provided relief from station operational availability requirements if stations are down due to implementation of an ECP and/or pending Test Program Software change?

Scheduled ECPs do not affect operational availability. The TPS does not impact station availability.

37 PBSOW Appendix F - Full Service / 1.4 CDRL A009 title is listed as Fleet/Non-Fleet Metrics Report and the 1423 title is "Technical Report & Study/Services" with no subtitle. Could the Government add "Fleet/Non-Fleet Metrics Report" as the subtitle?

The Government will include the report name in the subtitle. The Government will provide the updated CDRLS with the Final RFP.

38 PBSOW Appendix G - WEBCAV SOW Paragraph IV B (3) states that FMS material are not to be reported in WEBCAV. Is there a requirement to maintain separate inventory for each FMS vs Domestic or is it a shared pool of inventory?

The Contractor shall use WEBCAV to report fleet assets only. Fleet asset inventories for FMS and domestic assets shall be kept separate.

39 PBSOW Appendix G - WEBCAV SOW Paragraph IV B (6). As this is a service contract is WAWF acceptance limited to new production efforts only? Is WAWF acceptance required for each repaired/replaced item to be stocked/shipped as GFE?

PBL is considered a supply contract. The PSI will invoice monthly for the monthly price of each station by delivery order

40 PBSOW Appendix G - WEBCAV SOW

Para IV C (2). a.how much notice will be provided for periodic physical inventory audits by the Government or a third party?
b.Is there a limit to how many times annually that this can be exercised?
c.Will the USG provide third party information so that NDAs can be executed?

The Government will clarify the requirement to include an advance notice timeframe and number of times per year the physical inventory may be executed. Third party auditors do not execute NDAs.

41 PBSOW Appendix H (Page 3) Appendix H is titled "Instructions for Customer Product Quality Deficiency Reports" while the provided file for Appendix H is a word document titled "CASS FoT PBL CDRLS 2023" and an excel file titled "RDT". File titled Appendix I is the "CASS FoT PBL PSOW PQDR Instructions 2023". Is the Government's intention to reference Appendix I?

The Government will correct the titles and the updated documents will be available with the Final RFP.

42 PBSOW Appendix H RDT excel file File states TBD Source Selection and also shows specific number values in certain cells. Was it the Government's intention to include specific values in the RDT file cells?

The Government will correct the values to reflect TBD.

43 PBSOW Appendix I (Page 3) Appendix I is titled "CSDR Resource Distribution Table (RDT)" while the file provided for Appendix I is titled "CASS FoT PBL SOW PQDR Instructions 2023". Excel file Appendix H is titled "RDT" and this conflicts with the file titled Appendix I "CASS FoT PBL PSOW PQDR Instructions 2023". Could the Government clarify the nomenclature?

The Government will correct the titles and the updated documents will be available with the Final RFP.

44 Section J Attachment 2 PBSOW Appendices

Appendix H CASS FoT PBL CDRLS 2023 was received as unreadable. If this is the correct file, will the Government re-send this file?

The Government will correct that any references to the CDRLS should reflect Exhibit A.

45 Section J Attachment 2 PBSOW Appendices

Word document Appendix H is identified as CASS FoT PBL CDRLs 2023 while Section J Attachments (1,3,4) and CDRLs has Exhibit A CASS FoT PBL CDRLS 2023. Is Appendix H or exhibit A the correct file to reference for CDRLs?

The CDRLS are Exhibit A.

46 Appendix H-1 / Second Paragraph H-1 CLAUSE H-1 DEMAND BAND ADJUSTMENT FOR REPAIRABLES (7R)(CLINs 0002 – 0008) (2nd Paragraph)

(... The Government will monitor the demands monthly. If the annual demand for each CLIN is 15% above the forecasted demand, the contractor may be entitled to a price adjustment. Additionally, if the annual demand for each CLIN is 15% below the forecasted demand the Government may be entitled to a price adjustment. If the contractor demonstrates that the reduction in the requisition rate was a result of the contractor’s actions to improve reliability, the contractor may be entitled to retain some savings. Any upward or downward adjustment to the total contract price based on this reconciliation will occur on an annual basis.)

Recommended Language Change to the following;

"(...The Government will monitor the demands monthly. If the annual demand for each CLIN is 15% or more above the forecasted demand, the contractor will be entitled to a price adjustment assuming the contactor performed its due diligence and is not the cause of the increase. Additionally, if the annual demand for each CLIN is 15% or more below the forecasted demand, the Government may be entitled to a price adjustment. However, if the contractor demonstrates that the reduction in the forecasted demands was a result of the contractor’s actions to improve reliability, the contractor may be entitled to retain some savings. Any upward or downward adjustment to the total contract price based on this reconciliation will occur on an annual basis. Annual Basis is defined as any continuous twelve month period during the performance of this multi year program. When and if a twelve month period does experience a demand average over or below the 15% or more, than the twelve month clock stops and will restart with a new twelve month period beginning.)"

How will the Government handle/resolve the ambiguities contained in the original language if the recommended language is not adopted?

The Government intends to conduct the adjustment annually as described in the H-1 clause.

47 RFP Page 75 - CLIN 0083 Please confirm if the intent is that CLIN 0083 Data Item Deliverables would be NSP. Yes. The Data items are NSP.

48 RFP Page 116 - Table G-1 is the "suggested" page count listed on the table the maximum pages permitted? The page count is suggested. It is not a page limit.

The Government will clarify the items due 14 days before the proposal due date.

50 RFP Page 117 - 4.1 Unclassified Data Please confirm method of acceptable submission for the information due 14 days prior to proposal due date. Also, does this information need to be resubmitted again with the entire proposal?

The Government will clarify the items due 14 days. The Contractor will notate any changes made from the original submission when submitting the entire proposal.

RFP Page 118 - Volume 1 - Contract Administration

Please clarify if Table CA-1 is ONLY for prime contractor entities and that the intent of this chart is not to identify a list of prime and proposed subcontractors with % of proposed price/cost for each?

The Government will clarify the solicitation to indicate that only prime contractors shall submit their information.

52 RFP Att L2 Vol 1 CA4 SBCD IEA.docx Please clarify which CA-4 document is to be used - This document appears to be the same/similar to"Att L2 Vol 1 CA SBPCD.docx" The Government will clarify the document Contractors shall complete and submit.
