Statement of Work for
Ultra High Resolution Variable Pressure Field Emission Scanning Electron Microscope
10 September 2020
1.0 SCOPE
This Statement of Work (SOW) is for the Firm Fixed Price procurement of an Ultra High Resolution
(UHR) Variable Pressure (VP) Field Emission Scanning Electron Microscope (FESEM) including: main unit, variable pressure components, back scattered electron (BSE) and secondary electron (SE) detectors, energy dispersive spectrometer (EDS), chamber camera navigation system, transformer, compressor, dry scroll pump, water circulator, isolation platform, chamber decontaminator system, redundant power source, workstations, shipping, rigging and installation, and on-site training for
NAWCAD Lakehurst Materials Engineering, and five optional years of servicing each including: two
(2) Preventative Maintenance services, non-consumable parts, one (1) thermal FESEM tip replacement, response time of 48 hours or less, on-site emergency service, and minor software updates.
The FESEM is used to image surfaces of various materials magnified to the nanometer scale to determine fracture faults and/or material composition.
1.1 Applicable Documents:
a) MIL-STD-130N – Identification Marking of U.S. Military Property
b) ASTM D3951-18 – Standard Practice for Commercial Packaging
c) MIL-STD-129R(2) – Military Marking for Shipment and Storage
d) MIL-STD-1366E – Transportability Criteria
2.0 REQUIREMENTS
2.1 Instrument
Contractor shall manufacture and deliver a new UHR VP FESEM (hereafter referred to as FESEM), in accordance with this SOW and the requirements of the contract.
2.1.1 FESEM shall use a thermal Schottky Field Emission Gun.
2.1.2 FESEM shall operate at a beam voltage of at least 100V-30kV.
2.1.3 FESEM shall have a beam resolution of 1.0nm or finer at 1kV during traditional operation without the application of a negative stage bias.
2.1.4 FESEM shall not require negative stage bias for optimum performance of any in-column detector.
2.1.5 FESEM shall analyze non-conductive samples at pressures of at least 5-250Pa.
2.1.6 FESEM shall have a beam resolution of 1.5nm or finer at 1kV in VP mode.
2.1.7 FESEM shall be equipped with at least the following detectors: in-column SE, in-column BSE, chamber-mounted Everhart-Thornley SE, VP SE.
2.1.8 The in-column BSE detector shall be usable in VP mode.
2.1.9 FESEM shall contain a new Bruker QUANTAX 200 EDS with XFlash 6 SDD at 10sq.mm. field of view, and energy resolution of 121eV or better.
2.1.10 All detectors, including EDS, shall be capable of usage simultaneously at a common working distance.
2.1.11 FESEM shall produce images at magnification range of at least 20-2,000,000x.
2.1.12 FESEM chamber shall contain a 5-axis motorized eucentric stage with the following specifications or better: rotation of 360 degrees, tilt of -4 to +70 degrees, X-axis movement of 5in, Y-axis movement of 3.5in, and Z-axis movement of 1.5in.
2.1.13 Chamber stage shall accommodate a sample 1.9in high or better with stage tilt.
2.1.14 Chamber stage shall accommodate a sample of 4lbs or better without stage tilt.
2.1.15 Chamber shall contain two chamber camera systems for sample positioning.
2.1.16 FESEM shall not require use of external gas (e.g. nitrogen) beyond compressed dry air.
2.1.17 FESEM shall contain a chamber decontamination system.
2.1.18 FESEM shall be accompanied by all necessary components for operation (e.g., air compressor, heat sink water recirculation system, vacuum pump, cables, hoses).
2.1.19 FESEM shall use a water-cooled water chiller if applicable.
2.1.20 All control systems shall be operated on computers with Windows 10 Professional 64-bit.
2.1.21 All control systems shall be operated on computers with a Trusted Platform Module (TPM) chip.
2.1.22 All control systems shall be operated on computers with software recommended specifications.
All other requirements in this SOW shall supersede this requirement.
2.1.23 FESEM control system shall produce advanced 3D image mapping.
2.1.24 FESEM control system shall be capable of viewing five or more channels simultaneously, including chamber navigation camera.
2.1.25 FESEM shall interchangeably use a trackball and joystick for motion control.
2.1.26 FESEM shall be accompanied by a redundant power source capable of powering the FESEM for at least 5 minutes at full load.
2.1.27 FESEM shall be accompanied by an active isolation platform on which the main unit safely resides.
2.1.28 FESEM components shall not exceed 6’ in height.
2.1.29 FESEM and associated components shall not require any facilities changes. Note: a large untreated water recirculation tank and single-phase 208V electrical are available for use.
2.1.30 FESEM components and servicing shall be covered by warranty for at least one year after installation.
2.2 Installation
2.2.1 All rigging and installation personnel shall be U.S. citizens.
2.2.2 All installation/setup personnel shall be certified or authorized by the equipment manufacturer.
2.2.3 Rigging and installation personnel shall prepare the site by packing up (1) Zeiss Evo-MA25 and placing it in the loading dock in the site building.
2.2.4 Rigging and installation personnel shall place all components in the location(s) specified at the delivery location.
2.2.5 As part of installation/setup, the installer shall fully setup the instrument(s), verify performance of the instrument(s) to manufacturer’s specifications, and train operators on how to use and maintain the instrument(s).
2.3 Servicing
2.3.1 FESEM shall be serviced and supported for five (5) optional years after installation including warranty period.
2.3.2 FESEM servicing shall include two (2) Preventative Maintenance services per year.
2.3.3 FESEM servicing shall include non-consumable parts replacement.
2.3.4 FESEM servicing shall include one (1) thermal FESEM tip replacement per year.
2.3.5 FESEM servicing shall include emergency on-site support.
2.3.6 FESEM servicing shall include phone response of 48 hours or less.
2.3.7 FESEM servicing shall include minor software update installation.
2.3.8 FESEM shall have an uptime of 95% or greater.
2.3.9 All servicing personnel shall be U.S. citizens.
2.3.10 All servicing personnel shall be certified or authorized by the equipment manufacturer.
2.4 Government Inspection and Acceptance
Government Inspection and Acceptance shall be accomplished at DESTINATION.
2.5 Item Unique Identification (IUID) Marking of US Military Property
In accordance with DFARS Clause 252.211-7003 Item Identification and valuation, the Contractor is required to mark and register all end items and their components meeting the requirements called out in
MIL-STD-130N. These include components for which the Governments unit acquisition cost is $5,000 or greater, or any component, subassembly or embedded part that is serially managed, mission essential or a controlled inventory item.
2.5.1 Construct and Method
Details on creating the UID and the marking method are contained in MIL-STD-130N.
2.5.2 UID Location
The locations and marking methods selected should bear no impact on the performance of the part and minimal configuration change(s) to the part.
2.5.3 Permanency and Legibility
The UID marking and identification plates, tags, or labels when used on equipment, parts, assemblies, subassemblies, units, sets, or groups shall be permanent during the normal life expectancy of the item and be capable of withstanding the environmental test and cleaning procedures specified for the item.
Legibility shall be as required for ready readability as per MIL-STD-130N.
2.5.4 UID Registration
The prime Contractor has the responsibility to furnish Item Unique Identification (IUID) data to the
IUID registry. Data submission of IUID data and acquisition cost should be via Wide Area Work Flow
(WAWF), IUID XML file, IUID flat file or web entry. Additional information regarding data submission as well as the actual marking can be found at

2.5.5 Records
The Contractor shall maintain an accurate, current list of UIDs for all manufactured items on this contract and supply to the Government upon request. The list shall include P/N, Serial #, CAGE, UID
Location, Construct used, how it was marked and the registration method used.
3.0 PACKAGING, PRESERVATION AND SHIPPING
3.1 Shipments shall be FOB Destination.
3.2 Packaging Requirement
The contractor shall preserve and pack materiel IAW ASTM D3951-18 (excluding paragraphs 4.2-4.3) and require same by vendors and subcontractors (for materiel being shipped to the government).
The use of loose fill materials, asbestos, excelsior, newspaper and shredded paper (all types) are prohibited. In addition, all Wood Packaging Materials (WPM) shall be heat treated or chemically treated in accordance with the requirements of the International Standards for Phytosanitary Measures
(ISPM) 15:2009, "Regulation of Wood Packaging Material in International Trade."
3.3 Marking
Marking shall be in accordance with MIL-STD-129R. Additionally, special marking labels (fragile, delicate, etc.) shall be applied to all unit, intermediate and shipping containers as an integral part of the total pack. The contractor shall select the appropriate special marking label(s) as additional means to protect the items during packaging, handling, storage, transit and removal from the pack.
3.4 Transportation
Transportability issues shall be identified and addressed to ensure all shipments can be transported with unrestricted movement via over-the-road transport. Transportability problem items shall be identified in accordance with MIL-STD-1366E criteria. Requirements for shipment of DOD materiel shall meet, as a minimum, the requirements of the following rules and regulations, as applicable to the mode of transportation in the Defense Transportation Regulation, DTR DOD 4500.9-R, Part II, Uniform Freight
Classification Rules, National Motor Freight Classification Rules, and American Trucker’s Association
Rules.
3.5 Shipping Address

3.6 Packaging Identification
All exterior shipping containers/packaging shall at a minimum be marked with the following information: Part Number; Nomenclature; Quantity; Contract Number.
3.7 Delivery
Deliveries shall be made within 150 days after order receipt.
