SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

Amendment 0003 1-The following are questions that were received by this Agency and our answers:

1
Reference: 3.1.1.2.3Crosstalk Check

The DBNT shall perform a crosstalk check to verify data integrity. Crosstalk shall be output to the DBNT display in graphical form for visual inspection by the operator.

Is this an Ethernet-specific test capability similar to what FLUKE has on their test set? Does Crosstalk apply to 1553 and associated cabling?

This requirement is under the Ethernet and not in the 1553 section so YES it only applies to the Ethernet. We use the term “cross over” for 1553 testing that should tell us if the twisted pair connections are reversed. Since there is only one twisted pair, where the energy will leak out to? So we don’t think we need crosstalk in 1553.

2
3.4.1Network Connections

The DBNT shall not contain wireless computing or networking capabilities.

Does this include a wireless 802.11 interface between TX and RX modules of DBNT? Understand requirement for no network connection, but an internal wireless connection internal to DBNT is under consideration for ease of use on large aircraft. Cables are high maintenance assemblies.

Section 3.4.1 of the DBNT System Performance Specification states: “The DBNT shall not contain wireless computing or networking capabilities.” Section 4.4.1 is the corresponding Verification section, which states, “The lack of wireless capabilities shall be verified via inspection. (Systems with wireless capability will be deemed non-compliant.)

3
4.4.1Network Connections Verification

The lack of wireless capabilities shall be verified via inspection. (Systems with wireless capability will be deemed non-compliant.) See Question 2

Section 4.4.1 should be interpreted in the context of section 3.4.1; that is, the wireless capability of section 4.4.1 refers to wireless computing or networking capability, not rudimentary wireless functionality. Internal wireless connections, such as between transmitter and receiver modules (if so equipped), are not considered wireless computing and networking capabilities.

4
Pg 86 Sect 4.0 and Pg 94 Sect 3.1 RFP references SF 33. Since the solicitation was received on SF 1449, should the SF 33 references by changed to SF 1449?

Yes. This solicitation was created on an SF 1449.

5
Pg 94 Sect 3.1-3.3 RFP references Section B (Supplies and/or Services and Prices and/or Costs). Section B is not clearly identified as such. Can the government please confirm that Section B equates to pages 5-23 of the solicitation?

There is no “Section B” as the SF 1449 does not follow the Uniform Contract Format. Pages 5-23 of the solicitation do contain the Contract Line information, which would normally be found in a “Section B”.

6
Pg 5-23 CLIN Pricing. Pricing requirement for each CLIN is to provide the Unit Price, Max Amount, and Max Net Amount. Can the government please clarify what is the difference between Max Amount and Max Net Amount?

For this procurement there is no difference between Max Amount and Max Net Amount.

7
Pg 94 Sect 3.1 RFP references Section K. Can the government please clarify the pages that derive Section K?

There is no “Section K” as the SF 1449 does not follow the Uniform Contract Format. In lieu of there being a designated “Section K”, FAR 15.204-5(a) details what type of representations/instructions are required.

“Section K, Representations, certifications, and other statements of offerors. Include in this section those solicitation provisions that require representations, certifications, or the submission of other information by offerors.”

Please Complete:

FAR Provisions 52.204-24, 52.204-26, 52.209-11, 52.212-3, 52.219-1, 52.223-22

8
Pg 92 Past Performance Facto. The RFP says- For all contracts identified which do not have CPARS Reports the offeror will forward a copy of the Past Performance Questionnaire Form (Attachment L-2) to that contract customer’s PCO, Administrative Contracting Officer, and Program Manager. Does the government require more than one PPQ from each referenced customer or will one completed PPQ from one of the three named positions suffice?

Please send the inquiries for the contracts to the PCO, ACO and PM.

9
RFP Pg 85 Table A-2

The file naming convention table (A-2) indicates that there should be an Annex A for our proposal that includes Past Performance Contract Reference Documentation. Is this documentation the same that is listed on page 93 titled Annex A Past Performance Data? Is there a page limit for Annex A?

Yes. The information for Annex A is contained on page 93. There shall be a 25 page limit.

10
RFP Pg 85 Table A-3

Table A-3 indicates that the proposal will have an Annex 1 that includes the Technical Manual.

Can the government please clarify this submittal? A Technical Manual for a tester in design would be extremely difficult to produce.

Pg 90 Section I.B, “The Offer MAY submit a representative SAMPLE technical manual or commercial equivalent for a same/similar part as part of the proposal to provide a visual demonstration of the offeror’s ability to meet the requirements, which will not count against the page limitations.”
