STATEMENT OF WORK

For the

Procurement of an External Wind Tunnel Force and Moment Balance

08 February 2018

Procurement of an External Wind Tunnel Force and Moment Balance – The Naval

Aerodynamic Test Facility (NATF) wind tunnel has the need for a six-component, external, force and moment balance.

Statement of Work:

The CONTRACTOR shall manufacture, install, and calibrate an external balance for the NATF.

Item 1: Balance Specifications

I. The proposed balance shall be designed for installation under the test section of the Naval

Aerodynamic Test Facility (NATF) wind tunnel in room 1B45 of Building 2187, Patuxent River, MD. The interior of the NATF test section is 4 foot high x 4 foot wide x

8 foot long.

II. The proposed balance shall be of an external configuration design with the moments resolved about a “virtual center” reference point (commonly called a virtual center balance).

III. The proposed balance shall have six-component measurement capabilities: 3 orthogonal forces (drag, side, and lift forces) and 3 orthogonal moments (rolling, pitching, and yawing moments).

IV. Static Design Loads:

a. The proposed balance shall resolve 3 orthogonal force components and shall be capable of measuring static loads in the positive and negative directions. The magnitude of the design ranges shall be -/+ 60 lbs in drag, -/+ 200 lbs in side force, and -/+ 200 lbs in lift. These ranges are based on prior wind tunnel tests and planned future capabilities.

b. The proposed balance shall resolve 3 orthogonal moment components and shall be capable of measuring static loads in the positive and negative directions. The magnitude of the design ranges shall be -/+ 30 ft-lbs in rolling moment, -/+ 75 ft-lbs in pitching moment, and -/+ 75 ft-lbs in yawing moment. These ranges are based on prior wind tunnel tests and planned future capabilities.

V. The proposed balance shall have the capability to easily offset applied lift force with no degradation in performance. An example would be to compensate for the weight of an installed model. The maximum offset load capability for the lift force component shall be

200 lbs.

VI. The balance shall have the capability of locking out the metric portion to allow for safe model preparation work to be performed without risk to the balance integrity.

VII. Balance Moment Reference Center (MRC)

a. All calibrated forces and moments shall be resolved about the MRC.

b. The MRC of the proposed external balance shall be aligned vertically along the turntable vertical axis of rotation of the NATF test section. This position shall be within a tolerance which prevents fouling between the balance metric and non-metric components.

c. The MRC of the proposed external balance shall coincide vertically with the test section mid-plane within 1/32 inch.

VIII. Balance System Accuracy and Precision

a. The error of the load components of the balance system shall be under 0.03% of the full-scale loads including hysteresis, non-linearity, and repeatability. This accuracy is required for aerodynamically static and dynamic conditions. E.g., post-stall scatter may require digital signal filtering and/or mechanical dash pots dampeners. However, any signal filtering or mechanical dampening shall be at the facility operator’s discretion and must be able to be on or off. The accuracy required is at the final point of the measurement chain (i.e., computer screen) and, hence, includes all balance system components (e.g., load cells, connections, signal conditioning, computer interface, etc.).

b. The minimum system resolution (as a percent of full-scale design load) is 0.008% in drag, 0.015% in side force, 0.015% in lift, 0.015% in rolling moment, 0.012% in pitching moment, and 0.012% in yawing moment.

c. The external balance system shall be capable of repeating identical loading conditions to within the requirements listed in this document at long durations

(e.g., over months) and short durations (e.g., over days).

d. The balance shall be designed to minimize physical load interactions between the balance components. The characteristics of these interactions shall be well defined, repeatable and predictable, using (at most) second-order polynomial relationships.

e. The CONTRACTOR shall demonstrate in situ balance deflections under loading and provide documentation of balance deflection coefficients (in U.S. units) for all six load components..

IX. Load Cells

a. Load transducers shall demonstrate a total repeatability and hysteresis of 0.02% of full scale or better. The load cells shall have a maximum combined static error band consisting of hysteresis, non-linearity, and repeatability that satisfy all balance system requirements. It is anticipated (but not required) that the load cells will have a self-calibration feature and/or self-diagnostic feature to enable the tunnel staff to determine faults in the load cell.

b. Load cell swap-out capability shall be designed into the proposed balance to be used to replace failed or out-of-calibration load cells. Load cell swap-out shall not affect the calibration in effect at the time of the change.

X. Model Motion

a. The external balance motion system shall have the capability to remotely and automatically position the wind tunnel model during testing to the requirements specified below:

i. Turntable

1. The balance turntable shall have a diameter of from approximately

36 in. to 40 in.

2. The balance turntable shall be mounted flush with the floor of the test section. The turntable shall be a non-metric component of the balance, but shall rotate with the balance yaw axis.

3. The turntable will be provided with removable plates to allow access to the metric section of the balance and allow for the mounting of various-sized test articles. It is anticipated that the removable plate arrangement will allow longitudinal and lateral mounting.

4. Fasteners used for the turntable plates and any associated pedestals and model mounting hardware shall be English (not metric).

Internal balance fasteners may be either metric or English.

5. The turntable motion shall not cause interference between the turntable and the opening in the test section.

6. The motion mechanism shall be located below the test section with provision for a removable floor fairing that will minimize air flow from interfering with the turntable or the force/moment measurements.

7. The CONTRACTOR will utilize standard wind tunnel best practices to minimize the gap between turntable and the non-moving parts of the test section. In addition, the CONTRACTOR will utilize standard wind tunnel best practices to minimize any step height between turntable and non-moving parts of the test section. The CONTRACTOR will utilize standard wind tunnel best practices to minimize angular offset between turntable and non-moving parts of the test section.

8. Design of the turntable shall minimize the possibility of following error between the metric and non-metric portions of the balance and incorporate features that preclude or minimize the risk of model damage.

9. Reference marks shall be etched or scribed on the turntable.

a. A 0 degree reference mark shall be placed on the turntable.

This mark shall be etched or scribed on both sides of the turntable plate(s).

b. Additional marks in increments of 15 degrees azimuth shall be etched or scribed on the turntable top surface outer radius.

10. The turntable shall be equipped with interlock devices to stop yaw and pitch motion at user defined values to prevent damage.

11. The turn table shall incorporate a set of plates that have 0.063” pressure tap holes with associated stainless steel tubing attached.
