SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

AMENDMENT 02

The purpose of this amendment to Solicitation N68335-18-R-0024 is to provide questions and answers, as follows:

1. Q: Offeror requests that a specific font size and line spacing are provided. The reference to “elite” in Section L is unclear. For example, Times New Roman 11 font with single spacing and 10 font for tables/graphics

A: Submissions must be typewritten using Times New Roman 12 point normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for/printed on standard 8-1/2 by 11-inch paper. Any pages exceeding the limitation shall be removed prior to evaluation. Size of pages must be uniform; however, double size foldout charts or diagrams may be used and will count for two pages each. The page limit INCLUDES pages such as: Table of Contents, lists of tables/figures, tab pages, acronym listing, etc. Section L has been corrected to reflect this submission requirement.

2. Q: Offeror requests that the page limit EXCLUDE the table of contents, lists of tables/figures, tab page, acronym listing, etc. These pages could add up to ten (10) pages and significantly reduce the offerors ability to respond within the page count limitations.

A: To maintain equity among Offerors Technical and Past Performance proposals each volume must have an “overall” page limit and thus include all sections, with the exception of resumes. Therefore, the page limits set forth in the RFP remain unchanged.

3. Q: For Key Personnel, would an Engineering Technical Degree with ABET accreditation fulfil the requirement for a Bachelor’s Degree in Engineering?

A: No, per Section L, Paragraph I “Technical” of the Solicitation, the Key Personnel education and experience requirements for Senior Engineer must have a Bachelor’s Degree in Engineering and must have minimum general/specialized experience of at least seven years’ experience supporting installations aboard U.S. Navy vessels in order to be considered technically acceptable.

4. Q: For Key Personnel, the requirement for Certified Maintenance Electricians is unclear. Does the contractor’s program for training and certification satisfy that requirement?

A: Per Section L, Paragraph I. “Technical” of the Solicitation, the Certified Maintenance Electrician must have a High School Diploma or GED, as well as at least 5 years’ experience coordinating installations aboard U.S. Navy vessels. Electricians must be certified with current NAVSEA guidelines for working aboard Navy vessels, as per Paragraph 2.1.1 and 3.2.6 of the Statement of Work to be considered technically acceptable. Contractor’s program for training and certification is not acceptable.

5. Q: The SF 33 states an original and 2 copies of the proposal shall be submitted. Section L page 72 says that 6 copies of Volume I and II shall be provided and 3 copies plus one CD of Volume III. Which requirement is correct?

A: Please provide one (1) original and two (2) copies of the Technical Volume and Past Performance Volume as well as one (1) CD in electronic format. Please provide one (1) original and two (2) copies of the cost volume as well as one (1) CD in a Microsoft Excel file format with .xls file extension. Section L has been corrected to reflect this submission requirement.

6. Q: The only labor categories listed in the solicitation are under key personnel. May we also propose categories that are not listed that we determine to be necessary to perform the requirements in the Statement of Work?

A: Yes.

7. Q: The subparagraphs under SOW 2.0 appear to be mis-numbered, and are in two places, duplicative. The numbering jumps from 2.1.1.3 to 2.1.2.1. The title and subject of 2.1.1.2, Welding and Non-Destructive Testing (NDT), is identical to that of 2.1.2.1, although the description is different. The title and subject of 2.1.1.3, Fire Watch, is identical to that of 2.1.2.2, although the description is different. Please clarify.

A: Yes, the SOW paragraphs were mis-numbered and have been corrected. Contractor is required to comply with all paragraphs of SOW Section 2.0.

8. Q: The solicitation does not provide any detailed instructions on the format required for printed proposals or the quantity that is required to be printed for each volume. Would the Government consider allowing the electronic submission of proposals? Electronic submission would allow the Contractor additional days to finalize the proposal and save the Government time by allowing them to review the submissions electronically.

A: Per question #5 above, one (1) original and two (2) each copies of the Technical and Past Performance volumes (along with one (1) each copy of the Technical and Past Performance volumes in electronic format on a CD); and one (1) original and two (2) each copies of the Cost volume (along with one (1) each copy of the cost volume in electronic format on a CD in a Microsoft Excel file format with .xls file extension) are required. All copies shall be received in hard copy format as well as a CD in electronic format. Section L has been corrected to reflect this submission requirement.

9. Q: Section L of the solicitation has the contractor providing a Cost Volume with their response submission. There was no Cost information provided by the government with release of the solicitation. Will the government be providing a cost model for the contractor to respond with cost information?

A: No. Cost volume information is provided in Section L, Volume III.

10. Q: The solicitation did not provide any labor hours for the contractor to provide labor costs. Will the government be providing labor hours associated with the requirements of the PWS?

A: No. This is for the award of the BOA which does not have specific tasks associated with it. Specific efforts with SOWs will be competed for each task order.

11. Q: Will the government accept a company’s employee experience as past performance even if that experience was with a prior employer?

A: No, the individual had to be working for the Offerors company and executed the work to claim experience and past performance credit.

12. Q: Page 11, section 3.3 of the solicitation contains requirements for shore site work. However, the place of performance only lists ships. Based on the history of the contract, as well as the specified place of performance, would the Government consider removing the Shore Site requirements of 3.3? Even fabrication work performed at the Contractor’s facility would be done in accordance with shipboard requirements.

A: No, a future Task Order under a BOA may be placed by the Government for shore based installation(s).

13. Q: Does the government only desire direct rates to be submitted for the Key Personnel labor categories it lists in the RFP or are there other labor categories that the government expects contractors to bid?

A: Please provide only key personnel rates for BOA evaluation purposes. Each Task Order will be evaluated on each Offeror’s proposed labor categories and rates. Section L has been corrected to reflect this submission requirement.

14. Q: In Section L, Part III Cost, the contractor is requested to provide “current direct and indirect rates”. Due to the solicitation not providing a LOE table, is it acceptable to the government for the contractor to provide a listing of labor categories deemed necessary to execute a resultant contract, and provide rates for individuals (or category rates) as the current direct rate substantiation?

A: Direct rates should be provided for all key personnel referenced in Section L, Volume I “Technical” of the Solicitation. Section L has been corrected to reflect this submission requirement.

Based on the above questions and answers, Section A “Solicitation/Contract Form,” Section C “Descriptions and Specifications” and Section L “Instructions, Conditions and Notices to Bidders” have been revised accordingly.

All other terms and conditions remain unchanged.

The information submitted should clearly indicate the Offeror’s understanding of the proposal requirements through the submission of a satisfactorily completed proposal. Statements of the nature that the Offeror understands, can, or will comply and meet the solicitation requirements, or which merely paraphrase the specification or parts thereof, are considered inadequate. Phrases such as “Standard procedures will be employed” or “Well known techniques will be used” are also inadequate and unsatisfactory. A proposal that does not address any of the proposal requirements described in the following sections will be considered non-responsive to that requirement and may be a basis for eliminating the proposal from further consideration.

The technical proposal shall be subdivided into the following sections, in the order listed, and shall be written to match the following format:

I. Technical – The technical volume shall be submitted as a separate volume. The technical volume shall include information/documentation in sufficient detail to identify clearly the Offeror’s overall qualifications to accomplish the scope of the work in the SOW. The technical proposal shall include the following elements:

The narrative should summarize experience gained in each task area of the SOW and address the direct relevancy to the SOW task areas. Clearly identify the company whose experience is referenced. Do not reiterate the work statement task descriptions as that is ineffective in supporting your claim of having gained experience in a given task area. You may also provide information on problems encountered on the identified contracts and the corrective actions taken. If you are a multi-function firm, include only experience for work completed by the segment of the firm (division, group, unit, etc.), which would perform under the prospective task order. Address the following for the Corporate Experience element:

Describe your firm’s knowledge and experience with NAVSEA 9090-310F.

Describe your firm’s knowledge and experience with seeking Regional Maintenance and Modernization Coordination Office (RMMCO) review and approval.

Describe your firm’s knowledge and experience with work onboard Naval Vessels during CNO availabilities.

II. Past Performance: The past performance volume should be submitted as a separate volume. This section shall identify and describe past performance in fulfilling Government contracts of the Offeror and their proposed principal subcontractors as it relates to efforts similar to this requirement. A “principal subcontractor” is defined as a subcontractor who provides at least 10% of the proposed total price (excluding the Offeror’s profit/fee) for the contract. The contractor shall submit three references from the most recent and related efforts concerning contracts and subcontracts that demonstrate their ability to perform the proposed effort. References should be able to provide information about the firm’s performance during the past 3 years (from the issue date of the solicitation) regarding: Quality of Service, Timeliness of Service, Ability to Manage Cost/Control Cost, and Responsiveness to Customers.

The following information must be provided along with each reference: Contract number, contract value, short description of service, contract award date, point of contact, phone number for each point of contact, E-mail address (if available). If this information is not provided, it could have an effect on the past performance rating.

The Government reserves the right to use past performance information obtained from these sources or from sources other than those identified by the Offeror, such as the Navy's Contractor Performance Assessment Reporting System (CPARS). Because the Government may not necessarily interview all sources provided by the Offeror, it is incumbent upon the Offeror to explain the relevance of the data provided. The Government does not assume the duty to search the data to cure the problems it finds in the information provided by the Offeror. The burden of providing thorough and complete past performance information remains with the Offeror. If you are aware of any situation that may negatively impact your past performance rating, please discuss the situation and how it was remedied. You must either provide the above information or state that no past performance history exists.

Quality of Service (element of past performance) - Provide a synopsis of the quality of service provided. Include compliance with contract requirements.

Timeliness of Service (element of past performance) - Provide a synopsis of schedule successes and slippages per contract. Discuss the reasons for changes in the schedule and whether modified schedules were met. Discuss if Contract Data Requirements Lists (CDRL) submissions were delivered in a timely manner; replacement of key personnel happened in a timely manner; effective planning and managing of the program was achieved.

Ability to Manage Cost/Control Cost (element of past performance) - Describe your efforts to control cost under previous contracts. Include any cost overruns experienced with explanations.

Responsiveness to Customers (element of past performance) - Describe your efforts to provide effective management, businesslike correspondence, responsiveness to contract requirements, prompt notification of problems, reasonable/cooperative behavior, flexible, proactive, effective contractor recommended solutions, and timely award and management of subcontracts.

III. Cost - A truncated cost submission shall be submitted as a separate volume that identifies current direct and indirect rates. Direct rates shall be provided for all Key Personnel labor categories referenced in Section I. “Technical” above.

In addition, the contractor shall submit evidence of an approved cost accounting system. The Government is not expecting to receive a full cost proposal. No cost or pricing information shall appear in the technical or past performance proposal. Cost information shall be submitted in Microsoft Excel spreadsheet format.

Contractors are required to provide the DCAA Branch Office for their company, with the name and phone number of a DCAA Point of Contact who is familiar with the company.
