1. INTRODUCTION/GENERAL INFORMATION

This document defines the standards to be used for inside cable plant installations for NMCI.

1.1 Inside Plant Installation Test Results

Inside plant (ISP) Installation Test Results will consist of a portable document file (PDF) file download from the testing equipment and will include: Unshielded Twisted Pair (UTP) permanent link tests in accordance with Electronic Industries Alliance / Telecommunications

Industries Association (EIA/TIA)-568-B.1, B.2, and manufacturer’s guidelines.

HP requires test results that show how the installed cable lines up with the T-568B standard (for example, Wire map, Frequency, Insertion Loss, NEXT, PSNEXT, Return Loss, Delay, Skew, Length, Identification of the Cable being tested, and so forth).

1.2 Acceptance of Government-Installed ISP

The government-installed ISP is accepted by HP after testing and labeling by HP according to

NMCI standards. The testing and labeling are the financial responsibility of the government.

Where necessary, termination (or retermination) into the NMCI cabinet is also the financial responsibility of the government.

1.3 Deviation From ISP Installation Standards

Any deviation from the standards outlined in this document must be approved in advance by the

Core Services Area Manager. At the time of the writing, this is the following:

Area East: David Van Hoose; Telephone: 571-437-0475; Email: david.vanhoose@hp.com

Area West: Matthew Galusha; Telephone: 619-817-3236; Email: matthew.galusha@hp.com

1.4 Protective Distribution Systems Installations

The standard security guidelines published by the government on classified Protective

Distribution Systems (PDSs) (US Navy/Marine Corps Information Assurance [IA] PUB 5239-

22) is followed.

1.5 Red/Black Separation

Classified and Unclassified ISP installations are performed according to National Security

Telecommunications and Information Systems Security Advisory Memoranda (NSTISSAM)

Final, Version 1.0, May 16, 2011 2 NMCI.90755.01.F+0.E

TEMPEST/2-95 (Recommendations B, E and H of Section 3 depending on the size of the facility) for Red\Black separation.

NOTE: As a general rule on NMCI, HP has separated unclass/class processing by 3 feet / 36 inches and parallel cabling by 6 inches (for example, the faceplates are separated by at least 3 feet / 36 inches and the horizontal cabling is separated by 6 inches).

1.6 ISP Installation Consistency

HP retains the same media type in a building for new installs. Buildings with existing

Fiber-to-the-Desktop (FTTD) ISP Installations receive new FTTD, if a government-furnished equipment (GFE) installation was Category 6 (Cat 6), HP will install Cat 6 to retain the same standard.

NOTE: The existing media type must equal or exceed Cat 5e requirements.

2. ISP CABLE DESIGN STANDARDS

This section discusses ISP cable design standards.

2.1 ISP Horizontal Cat 5e Cabling Requirements

Cat 5e, 4-pair, 100 Ω UTP, CMP, (Plenum-rated), cable

Cat 5e, 4-pair, 100 Ω UTP, CMR, (Riser-rated), cable. (Where permitted by code)

NOTE: It is not anticipated that individual cable drops will be required in support of the implementation of Voice over Internet Protocol (VoIP) within the NMCI network. But if these drops are required, any new cabling installed must be Cat 5e specification or better.

NOTE: Total maximum horizontal passive cable length (NMCI patch panel to drop) will not exceed 295 feet. If the ISP is being installed to a remote cabinet (for example, GOV cabinet) with an ISP tie between the remote cabinet and the NMCI cabinet, the distance between the cabinets must be taken into consideration of the 295 feet maximum.

Cable Sheath color-coding is specifically called out with the following colors:

Data #1: Blue

Data #2: Green

VoIP #1: White

VoIP #2: Grey

Classified #1: Red

Classified #2: Red

2.2 Installation Materials

IDC Termination: All Cat 5e cabling will be terminated in the Data

Cabinet/Telecommunications Room using Cat 5e, 24-port and/or 48-port, 110-type Insulation

Displacement Contact (IDC) to 8-position T568-B configured patch panels. (For smart configuration the four drops will be terminated in same patch panel.)

Standard configuration: Two data drops terminated on data patch panels.

Optional configuration (if required): Two data drops terminated on data patch panels, and two VoIP drops terminated using separate VoIP Cat 5e, 24-port and/or 48-port, 110-type IDC to 8 position, T568-B configured patch panels. However, on smaller installations the same patch panel may be used for both voice and data cabling.

Use or disclosure of data in this document is subject to the restrictions on page i.

© Copyright 2011 Hewlett-Packard Development Company, L.P.

Optional Voice Terminal Blocks: HP may specify 66 /110 Blocks (Cat 5e certified) as the final end point for the VoIP cabling in the data closet. Horizontal cabling from the work area will still be terminated on VoIP Cat 5e, 48 port, 110-type IDC to 8 position, patch panels.

Cat 5e, 4 pair, 100 Ω UTP, CMP or CMR rated, cable will be extended from new

VoIP patch panels to the wall fields 66/110 termination block for final connections.

All 4 pairs will be mirror image through the 66/110 termination blocks to the patch panels.

J Hooks: The default cable installation will use J-hooks. The installation will be adjusted to conform to existing installation practice (J-hooks, ladder rack, cable trays, in wall/surface mount) for a building where possible. Where no current cabling exists, Jhooks will be the default method. Public Works Commission (PWC) requirements will be supported if counter to J-hooks.

EMT: Facility requirements will dictate the Electrical Metallic Tubing (EMT) requirements needed to protect cabling. Conduit size will be determined by fill ratio and is sized by current requirements.

Pin Configuration: Work area outlets will use Cat 5e 8-position outlets supporting universal

T568A/B wiring will be installed. All outlets will be T568-B wiring configuration.

Color Coding: Color-coding will be provided through the use of colored icons that snap into the face of the jack.

Icons: Work area outlets and patch panel positions will use the following colored icons:

Data #1: Blue

Data #2: Green

VoIP #1: White

VoIP #2: Grey

Classified #1: Red

Classified #2: Red

If wiring closet room number is not available, label wiring closets, M01 for main 01, S01 for subcloset 01, and clockwise from the North.

If room numbers are unavailable, start numbering rooms North to South, West to East.

Drop numbers are in sequence by wiring closet.

Patch panels are identified by a number followed by F for front and B for back as necessary.

Numbers next to jacks are always D1, D2, S1, S2, V1 and V2, as they are part of the cable ID convention and not a patch panel number. D is for Data and V for VoIP.

NOTE: This CoSC wall plate naming scheme described herein supersedes all existing labeling schemes in place. This information is retained in a central database and must be followed exactly. Include all dashes and pad the appropriate numbers with zeros as needed.

WARNING: Do not deviate from the defined scheme.
