1.7 Drawing numbers will be provided upon request. When requesting drawing numbers, the Contractor shall specify the number of drawing numbers required for each drawing size.

1.8 Meetings to assess the progress and status of engineering drawings will be held every sixty days (beginning with sixty days after contract award) and may be held concurrently with other regularly scheduled meetings or reviews.

2.0 Engineering Drawings - Format

2.1 Engineering drawings shall be prepared with solid models using ProEngineer Wildfire 2.0, SolidWorks/SolidEdge, or AutoCad. Any version of SolidWorks/SolidEdge or AutoCad can be used so long as the drawings for the software can be saved in AutoCad 2004 format and so long as solid model files can be saved as a Standard for the Exchange of Product (STEP) model data file.

2.2 If the Contractor uses ProEngineer (ProE) or AutoCad, drawings and the associated parts/assemblies shall be submitted in ProE or AutoCad 2004 format. If the Contractor uses any other solid modeling package, drawings shall be submitted in AutoCad 2004 format and STEP files of the parts/assemblies upon which the drawings are based.

2.3 Drawing format sizes will be A, B, C, D, standard H size format (28”X44”), and various widths of the H format not to exceed 142” in length. All drawings shall use a six digit drawing number supplied by NAVAIR Lakehurst. The letter sizes equate to the following drawing sizes H (6 size), D (5 size), C (4 size), B (3 size) and A (2 size). The preferred size for drawings is H size with a recommended plotted text size of 0.156” for all drawing sizes (except as noted). The Contractor should avoid using C-size drawings wherever possible. Generally C-sizes should only be used for small supplier items or manufactured parts.

3.0 Title Block

3.1 Drawing Identifiers – Numbering, Coding, & Identification

3.1.1 A drawing number series will be assigned to each subassembly. See Figure 1 for an example. All drawing numbers shall be subject to review and approved by the IPT. These assigned drawing numbers will be used in performance of all aspects of the contract including ILS efforts.

3.1.2 The initial set of NAWCAD drawings shall be provided at revision level “-” (none). The Contractor shall provide NAWCAD Lakehurst with all revisions made to NAWCAD drawings between the initial set and delivery of the production set. The production set of NAWCAD drawings shall be provided at revision level “-” with previous history removed.

3.1.3 For all drawing revisions, change letters shall be assigned alphabetically. The letter I, O, Q, S, X, and Z shall not be used. If additional letters are required, continue with “AA”, “AB”, “AC”, etc

3.2 Drawing Title

3.2.1 Drawing Titles shall be configured to the requirements of ASME Y14.100-2004, Section 5 and Appendix C.

3.2.2 The recommended text height for drawing titles is 0.25” text for Title 1 and 0.1875” text for Title 2.

3.2.3 If possible, the Contractor should avoid using a large number of modifiers that requires the use of a “-“. A dash in the drawing title should only be used to identify a non part drawing such as a schematic, wiring diagram, finish schedule, etc. (Example: Mobile Electric Power Plant – Wiring Diagram).

3.2.4 Titles shall not be underlined.

3.2.5 Drawing titles and descriptions in the parts lists (as well as next assemblies) shall match exactly, including the position of the modifiers.

4.0 Standard Notes

4.1 Drawing notes for all engineering drawings shall include the following standard notes, where applicable, which are recommended to start the notes block:

NOTES:

1. DIMENSIONS AND TOLERANCES PER ASME Y14.5M-1994.

2. SURFACE TEXTURE SYMBOLS PER ASME Y14.36-1996.

3. IDENTIFY IN ACCORDANCE WITH MIL-STD-130 PER 09492S00001 AT APPROXIMATE LOCATION SHOWN. MFR CAGE NO. TO APPEAR BELOW DESIGN ACTIVITY CAGE NO.

4. WELDING AND WELDERS PERFORMANCE QUALIFICATIONS SHALL BE PER AWS D1.1, D1.2, D1.3, D1.6, OR NAVSEA S9074-AR-GIB-010/278. Where a conflict arises between the AWS standards and the NAVSEA standard the NAVSEA standard takes precedence. WELD SYMBOLS PER ANSI/AWS A2.4-98.

5.0 Part Numbering and Nomenclature

5.1 Part numbers comprise the drawing number plus the dash number signifying the component parts of the drawing. See Figure 1. When more than one component is shown on a drawing, sequential dash numbering shall be used.

5.1.1 For proprietary parts, a vendor item control drawing with Navy number to point to vendor drawings shall be used. See ASME Y14.24 for guidance.

5.1.2 Subcontractor propriety parts shall be referenced to the NAWCADLKE numbering system by using a vendor item control drawing with a NAWCADLKE number to point to vendor drawings. See ASME Y14.24 for guidance.

5.2 Drawing titles and descriptions in the parts lists (as well as next assemblies) shall match exactly, including the position of the modifiers. Parts referenced in notes or in the drawing field shall only use the basic name of the part as shown in the parts list provided to ensure there is no confusion with other parts on the drawing. Parts shall be referred to only by the part number or by the find number in the notes and on the drawing field. Reference to a part by its find number on a separate drawing is not allowed.

5.3 Abbreviations (except Assy, Instl, Subassy) shall not be used in the basic “noun or noun phrase” of a part. Abbreviations may be used in modifiers.

5.4 Part names shall be as brief and simple as practicable. Use modifiers only to the extent necessary to differentiate between parts on the same drawing, assembly, or installation.

6.0 Parts List (Bill of Materials)

6.1 Parts lists shall not extend over the left edge of the title block unless the parts list is too wide to fit over the title block. Lines dividing parts list columns shall not be broken unless to fit uncommonly long entries limited to a few instances. Parts list information may be condensed. Double-line entries may be used but should be carried across the entire row. Single-line entries in these double-line rows should be centered vertically. The following parts list entries shall be center justified: Qty, Next Assembly, Find No., CAGE, Nominal Stock Size, Material, Specification, & Unit Wt. The following entries shall be left justified: Part Number, & Description.

6.2 Parts lists shall be arranged into four groups as described below. Blank lines shall be used to separate groups. Blank lines are also recommended where revisions may require that a new part be inserted within its appropriate group. Blank lines may contain find numbers but no other information.

• The first group shall consist of fabricated parts with corresponding drawings within the package. Numerical ordering is recommended but not required.

• The second group shall contain Aircraft Launch and Recovery Equipment (ALRE) Standard Parts and CAGE number.

• The third group shall contain all MS, AN, CID and other Government-controlled parts grouped by activity (blank lines may be used to separate these subgroups). All parts with the same MS, etc. should be grouped together if possible (not mandatory). Numerical ordering is not required.

• The fourth group shall contain industry standard parts grouped by activity and with manufacturer’s CAGE number.

Note: CAGE numbers shall appear on all documents. Use authorized generic CAGE numbers for the third group. CAGE Numbers are not required for NAWCADLKE/ NAVAIR parts.

6.3 Approximate weight shall be entered for all detail parts, assemblies, and supplier items. A dash shall be entered in the weight box for any non-part drawings.

6.4 For bulk items such as grease, wire or fluids, the Contractor shall enter whole numbers in the quantity column of the parts list. Units of measure for bulk items will be the quantity required for the assembly. If the amount required for a particular item can vary at installation then AR may be placed in the quantity block.

6.5 Main assemblies and sub-assembly drawings for electrical components shall contain all parts required for assembly and their quantities. For example wire, wire lugs, heat shrink sleeving, wire marker sleeving, solder, heat sink grease, lacing, wire ties and other miscellaneous assembly items.

6.6 The next assembly block shall contain the drawing number of the assembly where the detailed part, assembly or installation (end item) is used. Identical next assembly entries over ten lines shall be replaced with single entries top and bottom joined by a double-headed, thin vertical arrow. This arrow may cross blank lines without breaking. If there are multiple next assemblies then “SEE NOTE XX” shall be placed in the next assembly block and the note shall be used similar to this: “NEXT ASSEMBLIES FOR 627589-2 ARE 627611, 627612, etc”

6.7 Test requirement documents shall be referenced on the main assembly drawings.

7.0 Drawing Field Call-Outs

7.1 Mounting hardware shall be called out separately from the part being mounted. Use details as required. No details showing the manufacture or alteration of parts shall be shown on installation or assembly drawings, unless a match drilling operation is required at assembly.

7.2 Notes shall be referenced with a flag containing the note number. Double-digit note numbers shall be condensed to fit within the flag.

7.3 The recommended balloon diameter is 0.50 inch or greater. Balloon color shall be either green or yellow. Balloon text color shall be yellow.

7.4 The simplified form shall be used for showing threads, springs and other repetitive features. Threads shall be specified with a minimum of 3 decimal places (example: 0.250-20 UNC-2A).

7.5 The Contractor shall indicate “thru” for holes only where there might be confusion. “Drill” or other processes to create holes or other features shall not be called out. However, if a drill point is acceptable in the manufacturing of the part, this shall be specified.

7.6 Each “item” from a drawing (a separate part, weldment, or assembly) taken to another drawing as a unit shall be identified on the drawing field with its complete part number only. Other parts shall be identified with a find number balloon preceding the part name. Each “item” must refer to a note identifying it in accordance with MIL-STD-130 and including a reference to a process specification identifying the marking procedure. The location of the marking should be specified on the drawing with a phantom box. Each part of a weldment shall have a separate detail identified by find number and part number.

7.7 Reference/envelope dimensions should be used sparingly and only to convey “unusual” situations. A reference dimension shall be shown by having the dimension in parenthesis.

7.8 Sections and views shall be shown in their projected position (behind cutting arrows) wherever possible. If practical, they should be near to where the section/view is taken. Letters shall be assigned sequentially for views and sections. The letters I, O, or Q shall not be used.

7.9 Welds shall not appear pictorially unless needed to clarify the intent of the symbol.

7.10 For a repetitive feature that is being detailed, the number of places the detail occurs shall be called out underneath the scale (or the name of the feature if the scale is not called out).

7.11 All parts shall be drawn to scale and dimensions shown to a maximum accuracy of up to 4 decimal places. Stock sizes in the parts list shall also be listed to a maximum of 4 places if converting from gage sizes or fractional thicknesses (Example: 11 GA as 0.1196, 3/8 as .375).

7.12 Detail parts shall allow a rougher than standard surface finish on the edges of round or rounded parts cut from flat stock. Finish shall be as required to ensure proper fit.

8.0 Dimensioning/Lines/Text/Drawing Layers

8.1 All dimensions shall be in decimal form (with nomenclature exceptions as in stock sizes). When converting from fractions (supplier information, etc.) where the last digit in the decimal equivalent is a 5, round up or down using the odd–up/even-down rule (Example: .125 to .12, .375 to .38). Rounding up or down is at the discretion of the designer. Rounding up or down shall not change the fit or interface dimensions of the part.

8.2 All dimensioning is to be outside of objects. Inch “ticks” after dimensions shall not be used.

8.3 If U.S. customary units are used any dimension over 72 inches shall be called out in feet and inches. Tolerance on these “unique” dimensions will be in plus/minus inches. (Example: 6 FT +/- 5.00 IN). This convention shall apply only to dimensions in the field of the drawing. Parts list lengths for bulk standard parts must agree with units noted on the Specification Data Sheet and should be called out in decimal feet when required.

8.4 Hole pattern dimensioning (and dimensions) for parts shall match the part they mate to. This practice makes checking easier and also ensures tolerances will be applied the same way to both hole patterns.

8.5 Taking dimensions off the rounded end or toe should be avoided when dimensioning a structural angle or shape. A rounded end is not reliable as a starting point for dimensions.

8.6 Breaks in dimension lines shall follow breaks in objects.

8.7 Centerlines should not break outside the profile of an object, but it can extend slightly past the object profile. An exception might be dimensioning “from” a centerline versus “to” a centerline. Wherever possible, cross short segments of centerlines at centers. Dimensioning directly to a centerline is acceptable. An extension line may be used with a discernable gap between it and the centerline.

8.8 The Contractor shall not dimension from the “implied center” of an object. A dimension shall always be given from an edge to establish the centerline, and to assign a tolerance to the location of the centerline.

8.9 The Contractor shall not dimension to or from hidden lines. The Contractor shall not direct leaders or welds to hidden lines. Exceptions may be made in reference situations to add clarity.

8.10 It is recommended that all text on the field of a drawing be 0.156” high. It is recommended that Detail/View/View titles be 0.25” high.

8.11 Drawing layers and colors should be as shown in the table below:
