About this file

This is a Performance Work Statement for auxiliary machinery repairs on the USS Lewis B Puller (ESB 3), a U.S. Navy vessel, dated October 26, 2026.

The contractor must provide industrial support and services of a qualified Carrier system air conditioning and refrigeration service provider to troubleshoot, diagnose, repair, and test three air conditioning plants and one refrigeration plant to operational status. For the air conditioning systems, work includes: evacuating systems for maintenance and conducting cleaning; performing pressure tests and nitrogen purges; troubleshooting and repairing two Carrier Transicold 30HXS136RY-6-MAR water-cooled semi-hermetic screw chillers with identified issues including seized expansion valves and compressor startup problems; troubleshooting and repairing one Carrier Transicold 30HXC086MY-6-MAR chiller with a seized expansion valve; recharging systems with government-furnished refrigerant; conducting vacuum tests and operational tests in the presence of government representatives; and submitting condition reports. For the refrigeration plant (Carrier Transicold 90YG41RBJ7NF6K9B), the contractor must procure and deliver specified parts including a pulley, seal end thrust washer, spiral pins, bolt, and washer. The contractor must provide all expansion valve overhaul kits, prepare and paint disturbed surfaces, renew lagging where damaged, provide a qualified Carrier marine service representative with signed qualifications and training certificates prior to work commencement, and submit reports including deficiency condition reports and an "as released" condition report in PDF format, all signed and countersigned by authorized personnel. The government furnishes system refrigerant, refrigeration lube oil, and compressor oil. Work must comply with applicable General Technical Requirements and observe safety protocols regarding high voltage electrical systems and non-standard electrical color coding on the vessel.
