This file is a Questions and Answers (Q&A) document addressing contractor inquiries related to solicitation N68171-26-Q-T010 for Logistics and Operational Support Services at Naval Station Rota, Spain.
The Q&A clarifies four key areas of concern for potential contractors: (1) Contractor dependent children are currently ineligible for enrollment at Department of Defense Education Activity (DoDEA) schools on base until at least the 2028-29 school year due to lack of availability, though off-base public and private school options exist in Spain; (2) Tuition costs for on-base DoDEA schools apply, with current fees available from individual schools, and this is a Firm Fixed Price contract where the government does not consider individual cost elements—Spain also maintains a public free school system and private tuition-based schools; (3) Contractor employee dependent spouses are not eligible for employment in the Spanish local economy unless they obtain independent resident status and a work visa, as their status under the Overseas Dependent Coordinate (ODC) Madrid authorization does not permit local employment; and (4) Contractor dependent spouses may apply for U.S. Government positions on base, including General Schedule (GS), General Government (GG), and Non-Appropriated Funds (NAF) positions through USAJobs.gov. These responses address human resource and dependent support considerations relevant to contractor staffing planning at the Naval Station Rota location.

1
What is Naval Station Rota's current policy regarding eligibility of contractor employee dependent children enrollment at the DoWEA schools?
Contractor dependent children are typically eligible to enroll in DoWEA schools subject to availability however, currently per the Student Liaison Office there is no availability at any schools for contractor employee dependents until at least the '28-29 school year. This website includes further information on the NAVSTA Rota schools: https://app.smore.com/n/vgemr. Students are also eligible to attend schools off base. All information regarding on and off base schools can be found at https://app.smore.com/n/szfpt. Attached is the typical welcome letter the SLO sends to new students on base for the purpose of providing additional resources.
2
If eligible, what are the tuition costs for the Rota DoWEA schools and are these costs billable against this contract?
This is a Firm Fixed Price contract and therefore, the government does not consider individual cost elements. Tuition costs apply to schools on base - current fees can be obtained from the school. Furthermore, Spain has a public (free) and private (tuition based) school system.
3
Are contractor employee dependent spouses eligible for off-base employment on the local economy?
If the contractor employee designation approved by ODC Madrid includes the contractor dependent, they will be coming with a status which does not authorize the dependent to work in the Spanish local economy. If the employee dependent comes without being included under the ODC, they would need be a resident and have a work visa to work for a Spanish company.
4
Are contractor employee dependent spouses eligible for on-base employment; if yes what types (e.g., GS/GG, NAF, etc).
Contractor dependents may apply for US Government jobs on base via USAJobs.gov
