About this file

This is a Quality Assurance Surveillance Plan (QASP) for logistics and technical support services provided to Explosive Ordnance Disposal Mobile Unit Eight located at Naval Station Rota, Spain. The QASP establishes the Government's systematic method for monitoring contractor performance to ensure timely, accurate, and complete fulfillment of all contract requirements outlined in the Performance Work Statement.

Performance is measured against seven key elements: Monthly Status Reports (due by the end of the second week each month with >95% timeliness and zero rework requirement); Physical Inventory submissions (100% accuracy monthly for ammunition and explosives via the Ordnance Information System); Spot Check Reports (two per week with >95% timeliness); Serialized Equipment Inventory (100% accuracy monthly via ELMS); Invoicing (100% accuracy monthly per DFARS clause 252.232-7006); and Contract Discrepancy Remedy Action Plans (due within three calendar days of receipt with >95% timeliness). Surveillance methods include 100% inspection, random sampling, planned sampling, incidental inspections, and validated customer complaint reviews. The Contractor must maintain an inspection system acceptable to the Government with complete records available throughout the contract term. Performance unsatisfactory at any point may trigger a Discrepancy Report requiring written explanation and corrective action within three calendar days. The Contractor is financially responsible for all rework costs, and the Government may perform deficient work at the Contractor's expense or cancel affected work orders without cost to the Government if the Contractor fails to promptly correct deficiencies.
