This is a Questions and Answers document for federal contract RFQ N6817126QS020 issued by the U.S. Navy for galley equipment installation and services at Naval Support Facility Deveselu, Romania.
The acquisition is a restricted procurement (small business set-aside) for the removal of existing serving-line equipment and installation of new Bain-Marie hot modules, static refrigerated modules, and associated serving-line accessories at NSF Deveselu, Romania, Building 4300. The complete scope of work must be accomplished within 90 calendar days from the date of award and includes disconnection of existing equipment, delivery, professional installation, utility connections, testing, training, and final acceptance. Physical delivery, installation, inspection, and acceptance occur at NSF Deveselu with an FPO AE address serving as the administrative mailing address only. The electrical supply specifications are 400V, 3-phase, 50Hz. Stated measurements are exact, though minor deviations may be acceptable if equipment fits the existing serving-line footprint and is compatible with existing utility connections. The contractor is responsible for disconnecting and connecting equipment at existing utility points with no modifications to electrical circuits, receptacles, breakers, water supply, drainage piping, or building utilities required. The warranty includes standard manufacturer warranty plus corrective repair only, with no preventive maintenance required. The contractor must dismantle and dispose of existing equipment and produce disposal documentation in compliance with EU circular economy directives. DFARS 252.204-7021 (CMMC requirements) and DFARS 252.229-7001, Alternate I (German VAT procedures) will be removed from the solicitation and replaced with standard DFARS 252.229-7001.
