Miscellaneous text in this section has been modified to:
Question #1
Can you tell us a little about how/where you plan to use them and what you will store in them?
Biological samples collected from humans/ animals in the Middle East and Africa
Question #2
If you have not already answered this for Question 1 above, can you elaborate on the Durability requirement?
Durability: The unit must feature a ruggedized construction specifically designed to survive the continuous shock and vibration of off-road tactical transport in military vehicles without mechanical or compressor failure."
Must withstand constant vibration or tilting from off-road driving.
Question #3
What will be the ambient temperature range in which they will be used?
+32C (90F) when at collection sites or in transport.
Question #4
Will an external battery backup meet your needs? Where you could plug 2 or 3 of the portable ULT freezers into a single battery backup?
Prefer internal battery to always maintain data logger when freezer is being moved/ disconnected. Primary cooling engine does not need external battery to run, as it will be connected to vehicle or lab generators.
Question #5
What kind of power cords do you need in addition to the 12V vehicle DC power cords?
12V DC automotive power cord that can run on vehicle's electrical system
Question #6
Are you planning to supply data loggers, or do you want temperature/data loggers included in our quote?
Temperature tracker/ data logger needed to be built into the freezer or included in quote.
Question #7
The SOW on page 5 identifies DLA Distribution Sigonella, NAS II Building 723, while the delivery schedule on page 8 identifies Building 452. Which location controls for delivery and landed pricing?
The correct Shipping address is BLDG 452, see below:
- DLA DISTRIBUTION SIGONELLA ITALY
ATTN: NAMRU-EURAFCENT (N61751)
BLDG 452 STRADA STATALE 417, SIGONELLA 95040
CATANIA GELA, ITALY
N6817126QN0570001
Question #8
Section 3.3 states that 12 VDC power draw must not exceed "15 Amps / 150 Watts." Because 12 V 15 A equals 180 W, should quoters treat 15 A, 150 W, or both as the controlling maximum?
A few options of Maximum Power are available: 280 watts (4 amps @120VAC, 2 amps @240VAC, 15 amps @ 12V DC
Question #9
Section 3.3 requires at least 24 hours of backup "to maintain track of temperature and continuous data logging" after loss of primary power. Does the 24-hour requirement apply only to temperature tracking and data logging, or must the refrigeration function also continue for 24 hours?
Backup battery only applies to data tracking.

STATEMENT OF WORK
1. Purpose
The U.S Naval Medical Research Unit EURAFCENT (NAMRU- EAC) has a requirement for Six (6) Portable, benchtop freezers.
U.S. Naval Medical Research Unit (NAMRU) -EURAFCENT is an infectious diseases research institute of the United States Navy with headquarters at Naval Air Station Sigonella and a detachment in Cairo, Egypt. NAMRU-EAC conducts scientific research and public health initiatives throughout the Middle East, Eastern Europe, Central and Southeast Asia, North and West Africa.
Part of NAMRU-EAC achieving its mission is to conduct robust, forward-deployed bio surveillance to protect the health of U.S.
forces across Europe, Africa, and Central Command. The command's effectiveness hinges on its ability to rapidly detect, monitor, and characterize infectious disease threats. Portable freezers are a critical component in facilitating this research and maintaining operational effectiveness. The integrity of biological samples is directly dependent on maintaining a consistent and ultra-low temperature cold chain from the point of collection to the laboratory. By ensuring that specimens are kept at the required temperatures, often as low as -80C, these freezers prevent the degradation of genetic material and proteins, which is crucial for accurate diagnostic testing, genomic sequencing, and overall infectious disease surveillance. This capability allows for the effective transport of critical samples from remote or austere environments to diagnostic facilities, thereby enabling timely and accurate characterization of disease threats.
2. Scope
The Contractor shall provide, ship, and deliver six (6) new portable, benchtop Ultra-Low Temperature (ULT) freezers. The contractor must provide all necessary power cables, documentation, and warranty support as detailed in the technical specifications below.
3. Technical Requirements & Salient Characteristics
The contractor shall ensure that the delivered freezers meet or exceed the following minimum technical performance requirements:
3.1 Physical Dimensions & Portability
- Capacity: Minimum internal storage volume of 0.9 cubic feet (25 Liters).
- Dimensions: The external dimensions of the unit must conform to the following target dimensions and allowable variances:
Height: Target of 29 inches with an allowable variance of +/- 3 inches Width: Target of 15 inches with an allowable variance of +/- 2 inches Depth: Target of 19 inches with an allowable variance of +/- 2 inches
- Weight: The empty unit must weigh less than 50lbs to allow for safe, single person carry during rapid loading and unloading.
3.2 Temperature Performance & Cold Chain Tracking
- Operating Range: Must maintain a stable temperature range between -20 C and -80C in ambient field conditions.
- Pull-Down Speed: Must be capable of cooling from a warm ambient temperature (Up to + 32C/ 90F down to the target) -80C in 14 hours or less when running on standard power.
- FDA Compliance: The electronic temperature logging system must align with FDA 21 CFR Part 11 guidelines for electronic records, ensuring the cold chain logs are secure, unalterable, and admissible for official federal bio-surveillance records.
3.3 Power & Energy Efficiency
- Dual Power Inputs: Must be capable of operating on standard AC wall power and DC vehicle power. Both AC and DC power cords must be included in each unit.12DC automotive
- AC Compatibility: Must operate in standard AC voltage from 100V to 240 V at 50/60 Hz.
- DC Compatibility: Must operate on standard 12V vehicle DC power. The absolute maximum power draw must not exceed 280 watts. Specifically, the unit must not exceed 4 amps 120VAC, 2 amps 240VAC, or 15 amps 12V DC.
- Battery Backup: Must include an integrated battery backup system capable of operating for at least 24 hours to maintain track of temperature and continuous data logging if primary power is lost. (This 24-hour backup requirement applies ONLY to maintaining the temperature tracker and continuous data logging if primary power is lost; it does not apply to the primary refrigeration/cooling function).
- Federal Efficiency Standards: The unit must prioritize energy efficiency to remain operational on low- wattage field source. It must draw minimal power (e.g., less than 3.0 kWh/day) and comply with NIH Manual Chapter 26101-16 (Management of ULT Freezers) and EPA Energy Star Version 2.0 standards for laboratory-grade freezers.
3.4 Ruggedization & Tactical Mobility
- Durability: The unit must feature a ruggedized construction specifically designed to survive the continuous shock and vibration of off-road tactical transport in military vehicles without mechanical or compressor failure.
4. Quality Control & Support
4.1 Original Equipment Manufacturer (OEM) & Condition
All deliverable equipment must be brand new. Refurbished, used or unauthorized "gray market" units are strictly prohibited. The contractor must be the Original Equipment Manufacturer (OEM) or an authorized reseller capable of providing the required manufacturer warranties.
4.2 Warranty Requirements
The contractor shall provide a minimum 12-month manufacturer's warranty covering parts and labor.
4.3 Calibration & Documentation
Each unit must be delivered with a valid Certificate of Calibration and Conformity to verify accurate temperature performance and adherence to manufacturing standards prior to deployment.
5. Delivery Requirements
All items must be delivered no later than 60 Days After Date of Contract (ADC).
The equipment shall be delivered to:
