Amendment Summary

This is Amendment 0002 to Solicitation N6817126QN053, issued by NAVSUP FLC Sigonella Naples Office on July 29, 2026, with an effective date of July 29, 2026. The amendment modifies the Request for Quote (RFQ) for repair work on the USNS SHIP (T-AKE 13) and adds work item 0607 Lifeboat No4 Rainwater Leak to the work specification package. The contracting officer is Maria di Lieto, and contractors must acknowledge receipt of this amendment prior to the specified offer due date using one of three methods: completing and returning items 8 and 15, acknowledging receipt on each copy of the offer submitted, or sending a separate letter or electronic communication referencing the solicitation and amendment numbers.

The amendment details Category "A" work items requiring firm fixed pricing for SUBCLIN 001AA and/or 001AB, including Gas Free Certificates, Lifeboat Embarkation Light Kickpipe Repair, Anchor Windlass Deck Penetration Repair, Exterior Ladder Repair, Starboard RHIB Davit Solenoid Repair, and the newly added LifeBoat No4 Rainwater Leak. Contractors may propose for either Bar, Montenegro or Taranto, Italy, or both locations, using the Attachment J-1 Pricing Breakdown format specifying personnel, days, labor hours, labor rates, material costs, subcontractor costs, and other direct costs in US Dollars. The amendment also clarifies that only NAVSUP FLCSI Code 200 Contracting Officers are authorized to approve changes, and it incorporates updated attachments J-1a REV1, J-1b REV1, and J-2REV2 into the contract requirements.

Miscellaneous text in this section has been modified to:

C-1 General Information

This acquisition is in support of the USNS SHIP (T-AKE 13). The Contractor shall prepare for and accomplish the work items as described in the work package. The Category "A" work items are provided as "Attachment J-2 Work Package". Additionally, the Contractor shall take into account all other documents posted with this Request for Quote (RFQ) and any future amendments that are made to the RFQ.

C-2 References

References to the above Work Items will be provided to companies upon request.

C-3 Pricing

Prices shall be submitted in the format specified in Section B "Supplies/Services and Price" only for SUBCLIN 001AA and/or 001AB. The Attachment J-1 Pricing Breakdown must be filled in providing the number of personnel, number of days, labor hours, labor rate, total labor cost, material costs, subcontractor costs, other direct costs, and total price. Prices must be stated in US Dollars. Contractors can fill in the J-1 pricing breakdown for both Bar, Montenegro AND Taranto, Italy OR the contractor can just propose for one location. Once an official location is selected prior to award the proposals for that location will be considered based on the factors in Section L and Section M.

C-4 Work Items Description

The Category "A" work items, for which a Firm Fixed Price (FFP) is to be established and will be executed during the Period of Performance (POP) and included in the base Contract, are the following:

0020 Gas Free Certificates

0101 Lifeboat Embarkation Light Kickpipe Repair

0102 Anchor Windlass Deck Penetration Repair

0103 Exterior Ladder Repair

0606 Starboard RHIB Davit Solenoid Repair

0607 LifeBoat No4 Rainwater Leak

The Category "Not Separately Priced (NSP)" identifies work items without an associated fixed price that provide a detailed description for work items as part of their technical proposal. Procedure/regulations are also included that must be followed by the Contractors and Subcontractors in the accomplishment of all work requirements. The Category "NSP" work items are the following:

0001 General Requirements and Definitions

0002 Technical and Manufactures Representative

0004 Testing and Quality Assurance

0005 Electrical Safety Procedure Requirements

C-5 Subsequent Repairs: Scope of the contract

If additional work is discovered during performance, the Contracting Officer will determine if it can be considered growth or new work, after following required contracting procedure.

C-5.1 Growth Work

(a) The government anticipates that any subsequent repairs identified as a result of work items associated with this requirement may be performed by the awardee in accordance with the applicable Changes clause.

(b) Growth work is defined as any additional work identified after award of contract that is required to complete the original scope of work. All growth work will be related to a work specification item in the awarded contract and will be priced at the same labor rate as the originally quoted

N6817126QN0530002

work. Performance of authorized growth work shall commence after the issuance of a contract modification or verbal authorization to proceed. The Contractor shall not perform growth work without the Contracting Officer's authorization. The Contracting Officer reserves the right to contract for growth work on the basis of a negotiated, firm-fixed price, when it is in the best interest of the Government.

(c) The Contractor shall furnish a price breakdown directly to the Contracting Officer, itemized as required by the Contracting Officer, of any quote submitted for a contract modification for growth. If the quote includes a request for a time extension, justification shall be furnished with the quote.

C-5.2 New Work

New work is defined as additional work that cannot be reasonably tied to an existing work item in the specification package, but is still essential for the satisfactory completion of the vessel overhaul effort. New work will be negotiated and agreed to by both parties.

The Government reserves the right to reduce the scope (de-scope) of this contract at any time and for any reason. Scope reductions are incorporated into the contract via Contract Change Orders (CCOs) and can either be a partial deletion of paragraph(s) from the work specification or deletion of a work item in its entirety. The Government will rely on the labor rates and prices entered in the Attachment J-1 for the awarded location for negotiating and settling CCO(s).

C-6 Authorized Changes Only by the Contracting Officer

Except as specified in the paragraph directly below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under contract clause 52.243-1 "Changes-Fixed-Price (Deviation 2026-O0038) (Alternate II)" of this contract.

The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer or is pursuant to specific authority otherwise included as a part of this contract.

The NAVSUP FLCSI Code 200 Contracting Officers are the only persons authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the NAVSUP FLCSI Code 200 Contracting Officers. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered an unauthorized contract action.
