This is Amendment 0001 to a Request for Quote (RFQ) issued by NAVSUP FLC Sigonella Naples Office for repair work on the USNS SHIP (T-AKE 13). The amendment extends the proposal due date from August 5, 2026 to August 10, 2026 at 10:00 AM Italian time and addresses three pre-proposal inquiries regarding work specifications.

The acquisition covers five Category "A" firm fixed-price work items: Gas Free Certificates (0020), Lifeboat Embarkation Light Kickpipe Repair (0101), Anchor Windlass Deck Penetration Repair (0102), Exterior Ladder Repair (0103), and Starboard RHIB Davit Solenoid Repair (0606). Additionally, four Category "Not Separately Priced" items define general requirements and quality assurance procedures. Quoters must submit pricing in U.S. dollars using the provided J-1 Pricing Breakdown forms for either Bar, Montenegro or Taranto, Italy (or both locations). Technical submissions must include marine chemist certifications, current welder certifications with continuity logs, fall protection training certifications meeting ANSI/ASSE N359.2 standards, a detailed Quality Control Plan, qualified inspector lists, coatings inspector certifications, NDT/NDI inspector qualifications, and a test and inspection schedule. The amendment clarifies painting requirements for Work Item 0103, specifies tank and machinery spaces for gas-free certificate estimating in Work Item 0020, and provides a paint cross-reference guide for chemically compatible coating products. Quotes must be submitted electronically to the identified contracting personnel, with all questions due by August 4, 2026 at 1:00 PM CET.

SUMMARY OF CHANGES

Block 14 (Description of Amendment/Modification):

The purpose of this amendment is the following:

1) Extend the proposal due date to 10 August 2026 at 10:00 AM Italian time.

2) Answer the following Pre-Proposal Inquiry (PPI).

PPI #1

Question: Work Item 0103 - Exterior Ladder Repairs - Painting Requirements The specification states that all new and disturbed surfaces shall be painted in accordance with GTR No. 7 and NAVSEA Drawing 631-7488891. However, the Work Specification Package does not provide the complete coating requirements. Could the Government please clarify:

Whether the replacement ladder components are required to be hot-dip galvanized prior to painting;

The required coating system (primer, intermediate coat, topcoat);

The required paint manufacturer/product (if specified);

The required color (RAL, Federal Standard, or other designation);

The required dry film thickness (DFT);

Any other applicable coating or surface preparation requirements.

Answer: Work Item 0103 - Work item has been rewritten changing the scope and also clarifying the painting requirements. The updated J-2 is provided with this amendment.

PPI #2

Question: Work Item 0020 - Gas Free Certificates, Paragraph 7.2.2 states that, for bidding purposes, contractors should estimate Gas Free Certificate requirements for three (3) Tanks/Voids and three (3) Machinery Spaces. Could the Government please clarify:

Which specific tanks/voids and machinery spaces are referenced by this estimating assumption;

Whether these spaces are associated with Work Items 0101, 0102, and/or 0103;

Whether access to these spaces is currently anticipated or whether this quantity is intended solely as a pricing allowance for bidding purposes.

Answer: Work Item 0020 - Gas Free Certificates: For estimating purposes for the 3 Tanks/Voids the quoter can assume the following:

Chain Locker 2-8-1 Tank Vent Void 6-13-0 Forepeak Tank SWB 6-M-0

For estimating purposes for the 3 Machinery Spaces the quoter can assume the following:

Main Machinery Room MMR 5-66-0 Aux Machinery Room AMR 5-58-01 Bow Thruster Room 5-13-0 Note: These above spaces are not associated with Work Items 0101, 0102, 0103 or 0606.

PPI #3

Question: During our review of the Work Specification Package, we noted that the coating products referenced in the specification are no longer available on the European market. After consulting with the coating manufacturer, we were advised that the attached AMERLOCK(r) 400 C / SIGMACOVER(TM) 400 and AMERCOAT(r) 240 Product Data Sheets correspond to the replacement products currently available in Europe. Could you please confirm whether the use of these replacement products would be acceptable for this requirement?

Answer: There are chemically compatible products as seen in the attached J-3 paint cross reference guide. Determination of Chemical Compatibility:

The T-AKE performance specification, Rev H Section 3.4.10, requires paints and coatings to be "chemically compatible with the existing MSC painting system". Determination of chemical compatibility is based on SSPC Definitions and guides in conjunction with written statement(s) from the Paint Manufacturer, International Paint, Inc.

All other terms and conditions remain unchanged.

C-5.1 Growth Work

(a) The government anticipates that any subsequent repairs identified as a result of work items associated with this requirement may be performed by the awardee in accordance with the applicable Changes clause.

(b) Growth work is defined as any additional work identified after award of contract that is required to complete the original scope of work. All growth work will be related to a work specification item in the awarded contract and will be priced at the same labor rate as the originally quoted work. Performance of authorized growth work shall commence after the issuance of a contract modification or verbal authorization to proceed. The Contractor shall not perform growth work without the Contracting Officer's authorization. The Contracting Officer reserves the right to contract for growth work on the basis of a negotiated, firm-fixed price, when it is in the best interest of the Government.

If the quote includes a request for a time extension, justification shall be furnished with the quote.

The Government reserves the right to reduce the scope (de-scope) of this contract at any time and for any reason. Scope reductions are incorporated into the contract via Contract Change Orders (CCOs) and can either be a partial deletion of paragraph(s) from the work specification or deletion of a work item in its entirety. The Government will rely on the labor rates and prices entered in the Attachment J-1 for the awarded location for negotiating and settling CCO(s).

Except as specified in the paragraph directly below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under contract clause 52.243-1 "Changes-Fixed-Price (Deviation 2026-O0038) (Alternate II)" of this contract.

The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer or is pursuant to specific authority otherwise included as a part of this contract.

The NAVSUP FLCSI Code 200 Contracting Officers are the only persons authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the NAVSUP FLCSI Code 200 Contracting Officers. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered an unauthorized contract action.
