About this file

This is a Standard Form 30 (SF 30) amendment to solicitation N6817126QN012, issued by the Naval Supply Fleet Sigonella Naples Office on February 24, 2026. The amendment modifies the ordering period for an Aircraft Recovery and Salvage training contract from April 1, 2026 through September 30, 2031 to April 1, 2026 through March 31, 2031, effectively shortening the contract period by six months. The amendment deletes CLIN 5001, which previously provided for a firm fixed price fee per student to attend a one-week Aircraft Recovery and Salvage training class consisting of one day of theory training and four days of practical, hands-on application. The contract covers training services under Product Service Code U001 with Customer Reference Number 20250008073, with inspections to be conducted by the Naval Air Station Commander (N3049B). Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation or face potential rejection.

The amendment also removes FAR Clause 52.217-8 (Option to Extend Services), which previously allowed the Government to extend performance for up to six months at rates potentially adjusted based on prevailing labor rates, with 30 days' written notice to the contractor. Additionally, the evaluation criteria have been modified to incorporate FAR 52.212-2 (Evaluation of Commercial Products and Commercial Services), establishing three evaluation factors: Technical Capability (rated Acceptable or Unacceptable based on meeting Volume I requirements), Past Performance (rated Acceptable, Neutral, or Unacceptable using PPIRS ratings and other sources), and Price (evaluated for reasonableness under FAR 13.106-3). The Government will evaluate quotes by adding total prices for all CLINs without the extension previously included under FAR 52.217-8.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

The Government will award a contract resulting from this RFQ to the responsible quoter whose quote, conforming to the RFQ, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1- Technical Capability

Factor 2 - Past Performance

Factor 3 - Price

FACTOR 1: Technical Capability:

The Government shall evaluate Factor 1, Technical Capability, using the following adjectival ratings:

Acceptable (A): Quote clearly meets the requirements of the 2.1 Volume I Technical Capability

Unacceptable (U): Quote does not clearly meet the requirements of the 2.1 Volume I Technical Capability

FACTOR 2: Past Performance

In evaluating a quoter's past performance, the Government may consider information from sources outside the quoter's proposal. These considered sources will be held to the same parameters of evaluation as the quoter's provided past performance information. The Government may Past Performance Information Retrieval System (PPIRS) ratings, regulatory agency databases, past performance questionnaires, information submitted by each Quoter with its proposal, and other existing past performance information contained in either local or other databases, or from other Government sources or non-Government sources. General trends in a contractor's performance may also be considered.

Factor 2- Past Performance Criteria Rating Table

Adjectival Rating

Description

Acceptable Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort

Neutral Quoter's performance record is unknown

Unacceptable Based on the quoter's performance record, the Government does not have a reasonable expectation that the quoter will successfully perform the required effort

The Government reserves the right to contact references provided by the quoter, and otherwise verify statements and representations made in the quoter's proposal but also reserves the right not to contact all references.

Once all data has been gathered, the Government will assign an rating consideringAcceptable or Unacceptable the Quoter's performance. In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown (or "neutral") past performance. However, acceptable past performance will be considered more favorable than neutral past performance.

FACTOR 3: Price

All prices will be evaluated for price reasonableness in accordance with FAR 13.106-3.

The Government will evaluate quotes for award purposes by adding the total prices for all CLINs including the six-month extension via FAR 52.217-8. The government will calculate the evaluated price of the option under FAR 52.217-8 at 50% of the total price for

. the last year The Government may require additional "other than cost and pricing data" prior to award.
