About this file

This document is a Questions and Answers (Q&A) file addressing clarifications on a federal contract solicitation for administrative services at Naval Medical Research Unit (NAMRU) EURAFCENT in Cairo, Egypt.

The contract requires two full-time Administration Technicians: one Accounting Technician and one Travel Assistant, working 8 hours per day, Sunday through Thursday, at NAMRU EURAFCENT offices in Cairo. The corrected contract start date is 30 March 2026 with a period of performance through 29 March 2027. The annual travel budget ceiling is $10,000, with workload estimates including approximately 15 travel requests monthly, visits to about 10 countries (half requiring entry visas), and monthly travel reports. Personnel are required to travel one to two times per year while remaining within scope. The offer submission deadline is 03 March 2026 at 10:00 AM Naples time. Contractor personnel must obtain Regional Security Office (RSO) clearance from the U.S. Embassy in Cairo; NAMRU EURAFCENT handles this process post-award using a signed contract. CENTCOM vetting approval must be completed before contract award, though pending status is acceptable at quote submission. All contractor personnel must sign Organization Conflict of Interest acknowledgments prior to performance. No in-country Egypt travel or additional support staff beyond the two positions are permitted. An incumbent contractor currently performs these services but will not be available for knowledge transfer. Contractors must follow existing Standard Operating Procedures and will be provided necessary information for reporting requirements, including Ghana Detachment status updates to the Comptroller.
