Question #1:
Please clarify distinction between "Growth Work" and "New Work." Based on what criteria, and by whom, is it decided whether additional work should be classified as "Growth Work" or "New Work"?
Answer #1:
The difference between new or growth work it depends on the work. For example, the work is for a leaking pipe and when you open the area and inspect, a CFR is written because two leaks are found and additional material is required and hours. This is a typical growth work. New work could be considered a significant increase of the original requirement or a new work item (WI). For example, if a requirement was to paint 3,500 sq. ft. of the underhaul but after the ship pulls into the dry-dock it is determined that the entire vessel needs to be painted. This could be considered new due to the significant change in amount. But if an additional 1,500 sq. ft. is identified, it could be considered growth. The Contracting Officer will make the ultimate decision. For both samples, the labor and material will be included under the AGR.
Question #2:
Could you please clarify how much the values entered for the AGR impact the overall evaluation of the offers?
Answer #2:
Please review the J-1 Pricing Breakdown attachment to evaluate how proposed AGR will impact overall evaluation of offers. The level of labor effort (1,000 hours) and subcontractor/material ($10,000) are defined by the Government. Each offeror’s proposed labor rate (cell G17) and subcontractor/material burden rate (cell G19) will determine each offeror’s total proposed AGR—and ultimate price.
Question #3:
Please be so kind and let us know who is responsible to supply pant for the WI 101 & 102? Is it contractor or government ?
Answer #3:
Please review paragraph 4.4 of each WI.
