AMERICAN FORCES NETWORK EUROPE
AFN NAPLES
1. SCOPE: This Performance Work Statement (PWS) defines the effort to maintain American Forces Network (AFN) Naples transmission systems, currently operating at 97.3 MHz for the purpose of providing AFN Naples radio services to the Naples community. AFN Naples is a subordinate unit of American Forces Network Europe.
1.1 The contractor will provide all personnel, equipment, tools, materials, supervision, and any other components necessary for the FM Transmitter maintenance except where otherwise specified.
1.2 COVERAGE SPECIFICATIONS. The contractor shall ensure the radio signal transmission is sufficient strength to provide coverage in the following areas:
• Napoli
• Pozzuoli
• Licola
• Capodichino
• Lago Patria
• Gricignano
2. MAINTENANCE SERVICES. This PWS identifies a contractor-provided preventive and remedial maintenance on the above-mentioned FM radio transmission system, to include the transmission chains and the antenna system, with the exclusion of the reception chains, which remain responsibility of AFN Naples. Therefore the point of delivery of the signal of AFN-Naples to radiate is the connector - TX side of the cable connected to the cabinet of distribution. The said point, which determine the boundaries of competence, is labeled with appropriate label “Point of delivery MOD freq. 97.300 MHz.”
2.1 The contractor will provide all labor necessary to perform maintenance on the FM radio transmission system, using parts provided by AFN Naples as defined in this PWS. The government furnished property (GFP) to be maintained in this PWS is listed in Attachment B.
2.2 The contractor will provide fully qualified and competent personnel to accomplish the functions and tasks of this PWS. The contractor will provide adequate system technical services for the maintenance of the US Government FM radio transmission system. All technical specifications as described in Attachment A of this PWS and the manufacturers’ manuals for GFP will be maintained by the contractor.
2.3 PREVENTIVE MAINTENANCE. The contractor will perform preventive maintenance inspections (PMI’s) in accordance with (IAW) the manufacturers’ procedures as outlined in the technical manuals provided by AFN Naples. Preventive maintenances will include but will not be limited to cleaning of equipment and filters, recording meter readings, and periodic gauging of necessary curves with monthly performance
2.3.1 Every six months the contractor will document Meter readings on the transmitter to include Power Output, VSWR, Voltage Levels, and Modulation levels on all Radio Transmitter systems that are on air.
2.3.2 On a monthly basis the contractor will run and operate the secondary transmitter into the antenna system for a minimum of one (1) hour; record the secondary transmitters’ meter reading while transmitting over the air;
internally clean the primary transmitter with a vacuum cleaner during the secondary transmitters’ on air time; check and verify the general condition of the primary and secondary transmitters; record the audio levels into and out of the audio processors; check and clean all filters as needed.
2.3.3 The contractor shall maintain all maintenance records to document maintenance actions on the FM radio transmission systems. These records shall be provided in English to the COR on a monthly basis every six months.
2.3.4 AFN Naples maintenance personnel will, after having notified the contractor, have the authority to inspect all equipment covered in this PWS to ensure that the contractor adheres to the above procedures within 24 hours of written notice.
2.4 UNSCHEDULED MAINTENANCE / POINTS OF CONTACT. The contractor will have the necessary communication devices to respond to trouble calls and reports of outages or off-air conditions when contacted by
AFN Naples maintenance personnel. The contacts shall be available during normal working hours, which is defined as between 0600 AM and 1035 PM Central European Time Monday through Friday.
2.4.1 For a total system failure of either FM radio transmission systems (e.g. off-air conditions), the contractor shall initiate restoral actions after notification of total system failure within the following timelines:
During normal working hours – 3 Hours, Outside of normal working hours – 24 Hours or within 3 hours after returning to normal working hours, whichever is shortest.
2.4.2 For partial equipment outages which do not affect on-air operation, the contractor will initiate restoral action within 24 hours of notification or when detected by the contractor.
2.4.3 Off-air conditions discovered by the contractor will be reported to AFN Naples maintenance personnel immediately by calling government phone +49 162 130 2621. The contractor will provide an estimated duration and a reason for the outage. Upon conclusion of the maintenance period, Contractor will provide written notice to AFN Chief Engineer – Atlantic Region that confirms date and time service outage was initiated and date/time the service was restored.
2.6 REPLACEMENT OF PARTS. The contractor will recommend to AFN-Naples maintenance personnel a listing of spare parts required to maintain the FM radio transmission systems for validation and approval. AFN-Naples will provide these spare parts to the contractor at no cost and shall replenish used parts as requested and when properly documented by the contractor.
2.6.1 The contractor will maintain a running record of all maintenance actions performed on the FM Radio transmission systems. This record will be made available to AFN Naples maintenance personnel to reconcile spare parts usage and equipment outages. This record will contain dates, causes of failure, repair actions, and parts used.
