The quote will be evaluated on how the offeror intends to organize, staff, and manage the contract and the means that will be used to accomplish the contract requirements in accordance with the Capabilities/Excecution plan. The degree to which the quote demonstrates an understanding of the requirements will be evaluated, as well as the offeror's planned management of consultants and subcontractors, if applicable. The offeror’s quote shall be evaluated using a combined technical/risk rating adjectival rating method. The combined technical/risk rating includes consideration of risk in conjunction with the significant strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in determining technical ratings.
Factor 1 – Combined Technical / Risk Rating Method Adjectival Rating Description

Receiving a “Fail” in any one of past performance submissions shall result in an overall rating of “Fail” for Factor 2 and the offeror’s quote shall not be evaluated futher.
If an offeror does not have a history of relevant contract experience, or if past performance information is not available, the offeror will receive a neutral past performance rating.
Factor 3 – Price. Price analysis will be conducted.
The Government reserves the right to determine which offers show the capability to meet the requirements of this RFQ.
