Solicitation# N68171‐22‐R‐0005 Amendment 0001
Questions & Answers (Q&A)
Q1: Region 19 [Eastern Europe/Black Sea] includes a ceiling price of $19M USD (base period) and $19M
USD (option period).Does this mean that if we make any offer below this amount, we are eligible to compete for each port visit solicitation in this region? Do we provide an offer for each SubCLIN separately in this solicitation?
A1: Contractors that are awarded a specific region will be able eligible to compete against other HSP contractors awarded contracts in that region for every Task Order (Request for Task Order Proposal) that is issued for that region. The $19M USD is contract maximum amount throughout the ordering period of the contract for Region 19 for the base period. Refer to H‐2 Ordering Procedures. No pricing is required for this solicitation.
Q2: Do we have to give an offer to every solicitation/port visit in our region, or can we only participate for the ones in Turkey (including Black Sea, Sea of Marmara, Aegean Sea and Med, all commercial, state and military ports)?
A2: That decision is made solely at the discretion of the contractor. However, reference H‐1 Rolling
Admissions and Removal.
Q3: How does the ceiling price work when other companies are awarded some of the port visits?
A3: There are no ceiling prices on this contract. Contractors that are awarded a specific region will be eligible to compete against other HSP contractors awarded contracts in that region for every Task
Order (Request for Task Order Proposal) that is issued for that region.
Q4: If we submit a cover letter detailing our capabilities and subcontractors, can we change our subcontractors in the future if necessary?
A4: Section L‐2. 4. First Tier Subcontractor Information will be removed from the solicitation via
Amendment 0001. This is not a requirement at the basic contract level but a requirement at the task order level in response to a RTOP.
As per H‐2 Ordering Procedures, Paragraph 5 Request for Task Order Proposals (RTOP), for each RTOP
HSP Contractors “shall select subcontractors (including suppliers) on a competitive basis to the maximum practical extent consistent with the objectives and requirements of the contract, when relying on subcontractor infrastructure to satisfactorily perform.”
Q5: If we submit a cover letter stating the region(s) that we would like to participate, do we write a priced offer (not exceeding the ceiling price) in this letter?
A5: In accordance with Section B, page 2 of 152 of the solicitation, firm fixed pricing for all items shall be set at the task order level, therefore no pricing will be submitted at the basic contract level.
Q6: Is it correct to assume that no Firm Fixed Pricing data is required at this stage of the RFP, but only at the RTOP level? If so, Offeror shall not complete RFP Section B ‐ Supplies/Services Pricing Schedule (from page 6 to page 15) with Unit and Total Prices, correct?
A6: In accordance with Section B, page 2 of 152 of the solicitation, firm fixed pricing for all items shall be set at the task order level, therefore no pricing will be submitted at the basic contract level.
Questions & Answers (Q&A)
Q7: RFP Section L‐2, para 4.b requires that vendors submit a number of details on all first‐tier subcontractors, including a certified statement that they are authorized to work in the location. With potentially hundreds of subcontractors available globally and multiple regions being proposed, would it be possible to remove these requirements from the proposal stage and move them instead to the task order stage, with the contractor providing a certified statement in the proposal stating that they will be responsible for utilizing subcontractors who are authorized to work at a given location?
A7: Section L‐2. 4. First Tier Subcontractor Information will be removed from the solicitation via
Amendment 0001. This is not a requirement at the basic contract level but a requirement at the task order level in response to a RTOP.
Q8: SECTION L ‐ L‐2 SUBMISSION INFORMATION
Point 4. First‐tier Subcontractor Information: We have a network of Sub‐Agents for each region and we believe that they cannot be considered First‐tier Subcontractors. For this reason, it seems to us that it would not be necessary to provide all information required at point 4 as all the contractual responsibility is solely and exclusively on the Contractor. As per the Global Husbanding Support Services Contract, we hold ourselves responsible that all our Sub‐Agents are duly authorized to operate and work in a given location.
A8: Section L‐2. 4. First Tier Subcontractor Information will be removed from the solicitation via
Amendment 0001. This is not a requirement at the basic contract level but a requirement at the task order level in response to a RTOP.
Q9: Section B ‐ Supplies or Services and Prices Page 6‐ 14 of 152
Please confirm that is not required to fill out prices on these pages.
A9: In accordance with Section B, page 2 of 152 of the solicitation, firm fixed pricing for all items shall be set at the task order level, therefore no pricing will be submitted at the basic contract level.
Q10: Section M‐ Evaluation Factors for Award
We would like to know if it is necessary to produce any kind of documentation before or upon presentation of the solicitation or solely upon eventual request of the Contracting Officer.
A10: RFP Section L‐2 is amended under Amendment 0001. The contractor shall include a
Responsibility Determination report to comply with FAR 9.104‐1, not to exceed 5 pages.
Q11: Would NAVSUP consider providing additional information regarding any or all of the following for the past 1‐2 years?
‐A breakdown of the number of task order awards/visits and their $ value per region?
‐A breakdown of the actual ports visited and number of visits per port in each region?
‐A breakdown of vessel size/capacity/class per port visit in each region?"
A11: Some of this information will be presented during the upcoming Industry Day Presentation, estimated to take place mid‐late January 2022.
Questions & Answers (Q&A)
Q12: Since providing Additional Information is discouraged under RFP Section L‐1, are the items to be evaluated as part of the Responsibility Determination to be addressed in the proposal, and if so, where?
A12: RFP Section L‐2 is amended under Amendment 0001. The contractor shall include a
Responsibility Determination report to comply with FAR 9.104‐1, not to exceed 5 pages.
Q13: Would the Government have any objection to the inclusion of a table of contents and/or cover to the submittal?
