About this file
This is Amendment 0002 to a Request for Quotations (RFQ) for construction services issued by Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The solicitation number is N66604-26-Q-0473, and it covers B1346 4th Floor Raised Flooring Panel Replacement in multiple rooms. The work involves removing existing raised floor panels and replacing them with new panels, cleaning and leveling existing frameworks, and installing new Infinity Max-Air grate airflow panels. The contract is a firm fixed-price completion effort with 200 days after contract award for completion, and pricing is estimated between $250,000 and $500,000. The anticipated award date is October 2026, with responses due September 28, 2026, at 2:00 PM EST. A mandatory site visit is scheduled for September 9, 2026, at 10:00 AM EST. This procurement is a total small business set-aside with NAICS code 236220 (45M size standard) and will be awarded to the lowest-priced technically acceptable offeror using a simplified acquisition procedure under FAR Part 13.
Amendment 0002 primarily addresses responses to 20 Requests for Information (RFI 002) that clarify project scope, site conditions, and performance expectations. Key clarifications include: the project will proceed as single continuous mobilization without anticipated downtime between phases; the Government cannot store containers outside the building due to fire lane obstruction; no modifications are permitted to existing Teknion walls; pipe and conduit must remain in place; all demountable furniture except Teknion walls will be removed by others prior to work; the contractor has discretion on perforated panel placement; freight elevator dimensions are 7' x 8' (door) with 77" x 116" interior and 6000 lbs capacity; cove base removal and replacement necessary to access panels is included in the base bid; and the specified raised floor system has an estimated 14–18 month lead time, which does not meet the Government's schedule, so the award will be DPAS-rated and offerors may submit compliant equivalent products. The amendment also incorporates revised specifications and drawings (REV 1) and provides evaluation criteria including technical approach, key personnel qualifications, past performance references, and price. Offerors must be SAM-registered, provide bid guarantees (20% of bid price), carry appropriate insurance, meet CMMC requirements, comply with Davis Bacon wage rates, and furnish performance and payment bonds within 10 days of award.

N6660426Q0473 Amendment 0002
The purpose of this amendment is to:
1. Provide answers to RFI 002 as seen below
21. Timeline
Can you please confirm whether Phases 1 through 3 are anticipated to proceed consecutively as one continuous mobilization, subject only to Government acceptance of each completed phase, or whether there may be a Government-directed delay/gap between phases requiring the contractor to demobilize and remobilize.
ANSWER: The project is anticipated to proceed as a single, continuous mobilization.
22. New Grate Quantity
The drawings indicate one (1) new grate air panel for every four (4) existing perforated panels removed. Can the Government please confirm the total quantity of new grate panels that contractors should include in their pricing?
Answered in Amendment 0001, dated 9/15/2026
23. Material Delivery / Lead Time
Is there a required delivery date or anticipated timeframe for the raised-floor materials? Our manufacturer will require an estimated delivery date in order to provide accurate pricing and lead time.
Answered in Amendment 0001, dated 9/15/2026
N6660426Q0473 Amendment 0001
The purpose of this amendment is to:
2. Provide revised specification to replace Attachment # 1 , see attached.
3. Provide revised drawings # 26-013A REV 1 to replace Attachment # 2, see attached.
4. Provide answers to RFI 001 as seen below
RFI 001
1. Panel Substitution
Please confirm whether the Tate Concore 1250, 1/16" Formica Stone Graffix panel is an acceptable substitution for the specified ASM-FS200D panel. Compatibility with understructure was confirmed on site walk. The Tate Concore 1250 has the same specified load capacity as the
ASM-FS200D.
ANSWER: Proposed materials will not be reviewed or approved through a solicitation RFI. All proposed "or equal" products must be submitted post-award through the formal submittal process for technical evaluation by the Government.
2. Pipe Penetrations – Room 406
There are existing pipe/conduit penetrations adjacent to a column in Room 406. Please confirm whether a new chase wall will be constructed to encase the conduits, or if the conduits will be removed and reinstalled following installation of the new access flooring system, or if the new floor should be constructed with the conduits in place.
ANSWER: Pipe and conduit are to remain in place. New chase wall is not in scope.
3. Wall Between Rooms 406 and 407
The approximately 30-foot wall separating Rooms 406 and 407 appears to be constructed on top of the existing flooring system. Please confirm whether it is assumed that the bottom of the wall will need to be cut and reworked to accommodate the new access flooring system.
ANSWER: No modifications are to be made to the Teknion wall. The wall system shall remain in place undisturbed. The new access flooring panels shall be cut and installed to abut the existing wall perimeter.
4. Office Partitions – Phase 3
Please confirm whether the office partition dividers in Phase 3 will be removed prior to installation of the new access flooring system.
ANSWER: All demountable furniture shall be removed prior to work starting in a new phase of the project with the exception of the Teknion Wall.
5. Perforated Panels and Cutouts
Please confirm the required quantity of perforated access floor panels and the number of cutouts required for cabling etc. The space was occupied during the walkthrough, making it difficult to obtain an accurate count.
ANSWER: The perforated panels are not 1 for 1 to the existing panels. New perforated panels shall be installed under the awarded contractors discretion.
6. Freight Elevator Access
Please confirm whether freight elevator access is available from the building entry level to the floor where the work is to be performed.
ANSWER: Freight elevator will be available to use for the duration of this project.
7. Storage Container Location
Please confirm whether an area outside Building 1346 will be designated and made available for placement of a storage container for the duration of the work.
ANSWER: A storage container will not be able to be stored outside of Building 1346. There is no room without obstructing fire lanes and egress.
8. Cove Base
The drawings indicate that existing cove base is to be replaced if damaged. Please confirm whether the contractor is only responsible for replacing cove base damaged during flooring operations, or if removal and replacement of cove base required to access/remove panels beneath existing walls should also be included in the base bid.
ANSWER: Removal and replacement of cove base necessary to access, remove, and replace the floor panels is a contract requirement and shall be included in the base bid. Upon completion of flooring operations, the contractor shall reinstall the cove base or install new matching cove base in those areas to match existing conditions. Any cove base damaged outside of this process due to contractor negligence or improper construction operations shall be repaired or replaced at the contractor’s sole expense.
9. Freight Elevator
Please provide the freight elevator's interior dimensions, door opening dimensions, maximum load capacity, hours of availability, and any restrictions associated with its use for transporting demolition debris and new raised-floor panels to/from the fourth floor.
ANSWER: Door Dimensions: 7’ x 8’, Interior Dimensions: 77” x 116”, Capacity: 6000 LBS
10. Wall Between Rooms 406 and 407
Based on the existing conditions observed during the site visit, portions of the wall between
Rooms 406 and 407 appear to bear on or interface with the existing raised-floor system. Please confirm whether the Government will permit selective cutting/removal of drywall, cove base, studs, or other wall components where required to remove and replace raised floor panels. Please also clarify the required restoration of these wall components.
ANSWER: No. Cutting, removal, or alteration of drywall, metal studs, or other structural wall components is not permitted. The contractor is responsible for utilizing non-destructive methods to remove and replace floor panels that abut the wall partitions without compromising the wall's integrity. Removal and reinstallation of existing cove base is permitted where required to access the panels, and must be restored to match existing conditions at no additional cost to the
Government.
11. Partition Between Rooms 407 and 407B
Please confirm whether the existing partition between Rooms 407 and 407B will remain in place throughout construction or will be removed by the Government or furniture contractor before raised floor replacement.
ANSWER: Teknion wall is to remain in place.
12. Room 407B Furniture Partitions
Please confirm whether the modular office furniture/workstation partitions located in Room
407B will be completely removed/relocated by the Government-provided furniture contractor before flooring work begins in that area.
ANSWER: Furniture will be removed by others.
13. Exterior Cutting Area / Electrical Power
The drawings require cutting of new raised floor panels in an approved area outside the building.
Please confirm whether Government electrical power will be available at the designated exterior cutting location. If available, please identify the voltage, amperage and approximate receptacle location. If not, please confirm that the contractor should provide its own temporary power source.
ANSWER: Power is available; Awarded Contractor is to submit area/location for cutting.
14. Infinity Max-Air Panels
Please confirm whether the specified Infinity Max-Air steel slotted airflow panels are required to include adjustable underfloor dampers. If dampers are required, please identify the required type, configuration, or airflow performance criteria.
ANSWER: See revision 1 of the design and specification.
15. Perforated/Airflow Panel Quantity
The drawings indicate replacement at a ratio of one new Infinity Max-Air grate for every four existing perforated panels removed. Please provide the existing perforated-panel quantity by room/phase, if available, or confirm that bidders are responsible for field verifying this quantity.
Please also confirm whether the new airflow panels are to remain at existing locations or be positioned according to a new airflow layout.
ANSWER: See revision 1 of the design and specification
16. Existing Pedestal/Stringer Framework
The contract documents require the existing framework to remain and be cleaned, adjusted, and leveled prior to installation of the new panels. If concealed conditions reveal existing pedestals, stringers, anchors, or related components that are damaged, corroded, missing, or incapable of being properly adjusted/leveled, please confirm whether repair/replacement will be considered additional work or is to be included in the base bid.
ANSWER: Repair and replacement of damaged, corroded, or missing existing framework is not within the base bid scope of work. The contractor’s base scope is limited to cleaning, adjusting, and leveling the existing framework. If unusable or damaged framework components are discovered during construction, the contractor shall notify the Contracting Officer, and any necessary remediation will be addressed via a contract modification under the appropriate contract clauses.
17. Wall Bracing
The drawings indicate that walls may require bracing where they do not extend to the structural floor deck. Please identify, if known, which partitions require temporary or permanent bracing and clarify whether contractor-designed temporary bracing is acceptable or whether the
Government will provide a required bracing detail.
ANSWER: Teknion Walls may require bracing if necessary to remove the panels beneath. It is up to the contractor to determine if bracing is required to safely remove existing panels and install the new floor system.
18. Government Furniture Coordination / Phasing
Please confirm that the Government-provided furniture contractor will completely clear each designated work area before raised-floor demolition begins. Please also advise whether bidders should anticipate any specific downtime between phases for furniture relocation and Government inspection/acceptance or how long will be the down time between phases.
ANSWER: Correct. No anticipated down time expected.
19. Specified Flooring Lead Time / Approved Equivalent
During our procurement review, we have been advised that the specified/basis-of-design raised-floor panel configuration may currently have an estimated 14–18 month lead time. Please confirm whether this procurement duration is compatible with the Government's anticipated project schedule.
ANSWER: No, an estimated 14–18 month lead time does not meet the Government's performance schedule. The resulting award will be a DPAS-rated order, requiring the contractor to invoke DPAS priority with manufacturers to meet required delivery timelines. In accordance with the solicitation, offerors may also submit compliant equivalent products that satisfy all technical specifications and project milestones.
20. In order to quote this if you are planning on replacing the panels, but keeping the understructure per the specifications, we would need to see photos of the existing understructure.
Without seeing the understructure, we cannot confirm what type of raised floor is currently in place, and cannot confirm fit or compatibility of panels. Attached is a photo guide. Can the government provide types of photos referenced in this attached guide
ANSWER:
Photos have been requested, but due to facility security and operational access constraints, the
Government cannot currently furnish photographs of the existing understructure. Existing framework specifications and known system characteristics are outlined within the specification and drawings. In accordance with the contract terms, the contractor shall verify fit, compatibility, and interface with the existing framework post-award during the formal submittal process.
ALL OTHER SOLICITATION TERMS AND CONDITIONS REMAIN UNCHANGED.
