About this file
This is a Request for Quotation (RFQ) issued by Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for the procurement of Linux-compatible PCIe-based FPGA boards with analog and digital I/O capability.
The RFQ N66604-26-Q-0392 is structured as a single, Firm Fixed Price (FFP) award for three contract line items: (1) one PCIe-based FPGA board compatible with Red Hat Enterprise Linux versions 7 and 8, featuring minimum 4 analog inputs at 1 MHz sample rate, 16 analog outputs at 2 MHz sample rate, and 32 digital I/O lines (16 input/16 output), with Xilinx FPGA strongly preferred; (2) one set of cables and modules with minimum 0.5-meter length and industry standard connectors (D-Sub, SCSI, VHDCI, or RJ-45); and (3) software drivers compatible with Red Hat Enterprise Linux supporting firmware programming, DMA transfers, and hardware interrupts. Required delivery is F.O.B. Naval Station Newport, Rhode Island, with a maximum delivery time of 20 weeks. This is a 100% small business set-aside under NAICS code 541519 with a small business size standard of 150 employees. Award will be based on Lowest Price Technically Acceptable evaluation, with technical acceptability requiring quotation of all specified items and quantities, proof that items are U.S.-shipped (no drop shipping), and certification that configured items are new products (no gray market items). Offerors must be registered in the System for Award Management (SAM) prior to award and include contractor CAGE code, SAM UID, and point of contact information with their quote. Quotes must be submitted electronically via SEWP by September 10, 2026, at 10:00 AM EST. Payment will be made via Wide Area Workflow (WAWF), and applicable FAR and DFARS clauses govern the solicitation.
