About this file

This is Amendment 0001 to a combined synopsis and solicitation (Request for Quote N66604-24-Q-0377) issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for evaluation and repair services of DATRON radio communication equipment.

The requirement involves Time and Material (T&M) pricing for test, inspection, evaluation, and repair services across three equipment types: DATRON XCVR Transceivers (RT7700H-C4-Gray), Model HF Amplifiers (PA1000D-GRAY), and Antenna Couplers/Tuners (RAT1000C). The contract is structured as a sole source award to DATRON World Communications, Inc., a small business, with NAICS code 811210 and a $34 million small business size standard. The solicitation is limited to the OEM due to the equipment being classified as critical materials under DoDI 4140.01. The CLIN structure includes three labor CLINs (0001-0003) with hour ceilings of 55, 84, and 88 hours respectively, and three Other Direct Costs CLINs (0004-0006) with financial ceilings of $8,750, $16,500, and $14,000 respectively. A seventh CLIN covers data deliverables and is not separately priced. Offerors must provide fixed hourly rates inclusive of wages, overhead, general and administrative expenses, and profit, with CLINs to be downscoped post-award to actual hours and direct costs. The solicitation requires offeror registration with the System for Award Management (SAM), an active CMMC Level 1 assessment score, and submission of quotes electronically to Hannah Murphy (Hannah.l.murphy7.civ@us.navy.mil) by the closing date specified in the SAM posting. Payment will be made via Government Purchase Card if acceptable to the offeror, otherwise through Wide Area Workflow (WAWF).
