Combined Synopsis/Solicitation for Calibration Services

This Combined Synopsis/Solicitation (RFQ N66604-26-Q-0304) is issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for a five-year, Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to provide calibration services for Instron Brand equipment on a sole source basis to Instron (Illinois Tool Works). The contract includes three Contract Line Item Numbers: (1) On-Site Calibration Services, (2) Travel, and (3) Ship-to-Contractor Facilities Calibration Services with equipment return shipping (FOB Destination Newport, RI). The solicitation is unrestricted and identified under NAICS Code 541380 (Test Laboratories and Services) with a $19 million small business size standard. The contract minimum guarantee is $1,000, with a maximum ceiling of $200,000. The contractor must provide Firm Fixed Prices for ordering years 1-3, with pricing for years 4-5 established via contract modification. Orders exceeding $2,500 are issued via Task Order; orders under $2,500 may be placed via Government Purchase Card. Maximum single orders or combined service orders cannot exceed $40,000.

Quotes must be submitted electronically to Hannah Murphy at Hannah.l.murphy7.civ@us.navy.mil by the closing date listed in SAM. Offerors must confirm acceptance of credit card payment (not exceeding 4% surcharge), maintain active SAM registration, and provide all new hardware/software with no used or refurbished items acceptable. The solicitation rationale emphasizes that Instron is the sole source due to its exclusive manufacture of universal testing machines, proprietary Bluehill Universal software, factory-certified field service engineers, exclusive use of OEM parts, and maintenance of proprietary service and product line history. Applicable wage determinations are WAGE DETERMINATION #2015-4047 (Norfolk County, MA) and #2015-4089 (Newport County, RI). The contractor must achieve CMMC Level 1 (Self) certification prior to award and provide corresponding CMMC unique identifiers for systems processing Federal contract information or controlled unclassified information.

N66604-26-Q-0304 Combined Synopsis/Solicitation

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Commercial Services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-26-Q-0304.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five year, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (ID/IQ) contract for calibration services of Instron Brand Equipment on a Sole Source Basis to Instron (Illinois Tool Works).

This requirement is solicited on an unrestricted basis as concurred with by NUWCDIVNPT’s Office of Small Business Programs. The North American Industry Classification Systems (NAICS) Code is 541380– Test Laboratories and Services and the Small Business Size Standard is 19 Million Dollars.

Instron is the Original Equipment Manufacturer (OEM) and sole provider of the universal testing machine hardware and the proprietary Bluehill Universal software required to operate these systems. Instron exclusively utilizes its own factory-certified Field Service Engineers for on-site calibration and preventive maintenance. Instron does not license or authorize any third-party service providers, nor does it sell proprietary OEM replacement parts or diagnostic software to third-party organizations. Additionally, Instron maintains the proprietary service and product line history for these machines. A third-party vendor lacking access to this historical data, OEM parts, and proprietary software would be unable to provide adequate support, inevitably compromising testing quality, schedule, and cost. As such, Instron is the only source capable of fulfilling the Governments requirement for the required calibration services.

This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
