About this file

This is a Combined Synopsis and Solicitation for Commercial Items issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for the procurement of calibration equipment. The Government intends to award a firm fixed price (FFP) purchase order on a sole source basis to Macintyre Electronic Design Associates (MEDA), Inc. for 2 units of RM100 Nanotesla Meters (Part Number 1214), with no substitutions allowed. The justification for sole source procurement is that MEDA is the original equipment manufacturer of the Government's existing infrastructure, and the proprietary Nanotesla Meters are essential for system calibration; utilizing alternative calibration models would require complete system redesign, extensive engineering and manufacturing efforts, and significant cost overruns and schedule delays. The requirement is solicited on an unrestricted basis and falls under NAICS code 334519 with a small business size standard of 600 employees. The RFQ number is N66604-26-0194, with a desired delivery date of 29 October 2026 and FOB Destination Newport, Rhode Island.

Quotes must be submitted electronically to Elizabeth Peckham at elizabeth.a.peckham2.civ@us.navy.mil by 2 March 2026 at 1400 Eastern Standard Time and will be evaluated using the Lowest Price Technically Acceptable (LPTA) methodology. To be deemed technically acceptable, offerors must quote the required items in the specified quantities, maintain acceptable past performance ratings in the Supplier Performance Risk System (SPRS), and certify that items will be new condition and domestically sourced, with failure to comply resulting in termination for cause and liability for excess re-procurement costs. Offerors must provide item prices, shipping costs, delivery terms, point of contact information, CAGE Code, UEI number, and a quote validity period of at least 60 days. Additional requirements include SAM registration prior to award, provision of unique item identifiers (UIDs) per DFARS 252.211-7003 for items with unit acquisition costs of $5,000 or more, and electronic payment via Wide Area Workflow (WAWF).

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(b).

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award on a firm fixed price (FFP) purchase order for the following Macintyre Electronic Design Associates (MEDA), Inc.

items on a Sole Source basis, no substitutions allowed.

The Government’s existing infrastructure was manufactured by MEDA, the original equipment manufacturer (OEM), which necessitates that the required calibration tool, the Nanotesla Meters, must also be acquired from the OEM. The Nanotesla Meters are proprietary to MEDA, and there are no authorized resellers. Without this essential calibration tool, the existing system would become non-operational, fail to provide accurate data, and adversely impact the Fleet. Utilizing a different calibration model is not feasible as it would require a complete redesign, engineering, and manufacturing of a new system. This alternative would also demand extensive qualification testing, leading to significant cost overruns and schedule delays; therefore, MEDA is the only source capable of meeting this requirement.

This requirement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) code is 334519. The Small Business Size Standard is 600 employees. The Request for Quote (RFQ) number is N66604-26-0194.

This solicitation is not a request for competitive quotes. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government.

Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
