About this file

This is an Amendment to a Request for Quote (RFQ) solicitation issued by Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) purchase order with Firm Fixed Price provisions. RFQ number N66604-25-Q-0123 was amended to correct the MULTISORB part number from 02-0062BG01 to 02-02500BG01, amend the stepladder range from 350+ to 350-700 units in accordance with FAR 52.216-19 Order Limitations, make the 20-49 quantity range optional for offerors rather than required, and extend the response deadline to 12 March 2026 at 6:00 PM EST. The solicitation is a 100% small business set-aside under NAICS code 325180 (Inorganic Chemical Manufacturing) with a 1,000-employee size standard.

The requirement is for two-inch round desiccant moisture absorption material, specifically either MULTISORB Part Number 02-02500BG01 or AGM Container Controls Part Number 645050, with no substitutions allowed. Maximum contract quantity is 1,600 units delivered F.O.B. Destination to Naval Station Newport, Rhode Island. The contract structure includes five one-year ordering periods with pricing based on quantity stepladders (20-49 optional, 50-99 through 350-700 required), and the Government will evaluate pricing using an average unit price methodology multiplied by 350 units. The contract minimum guarantee is 200 units with a ceiling of 1,600 units. Orders exceeding the micro-purchase threshold will be issued as delivery orders; smaller orders may be purchased via Government Purchase Card with surcharges not to exceed 4%. Award will be made on a Lowest Price Technically Acceptable basis with consideration of past performance information from the Supplier Performance Risk System. Quotes must be submitted electronically to Hannah.l.Murphy7.civ@us.navy.mil by the deadline specified.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Request for Quote (RFQ) number is N66604-25-Q-0123. This requirement is being solicited as a 100% small business set-aside, as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) code is 325180 Inorganic Chemical Manufacturing. The Small Business Size Standard is 1000 employees.

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) purchase order, with Firm Fixed Price (FFP) provisions, for either the Multisorb Technologies Incorporated (MULTISORB) Part Number (P/N) 02-02500BG01 or AGM Container Controls (AGM) P/N 645050 brand name items only, no substitutions allowed.

MULTISORB (P/N 02-02500BG01) and AGM (P/N 645050) are the only two approved sources of supply within the technical governing drawing. Deviating from one of these part numbers and purchasing desiccant material from an alternative source of supply will result in Government systems no longer being compliant with the specifications in the drawing. Obtaining the ability to add to the limited source of supply on the drawing would require Technical Design Agent review, Program Office approval, redesign & research of new desiccant, qualification testing, and change to the drawing. This would result in extensive duplicative cost and schedule impacts, unallowable to the Government.

Anticipated CLIN structure is as follows:

CLIN 0001: Two-inch round, desiccant moisture absorption material (MULTISORB P/N 02-02500BG01 OR AGM P/N 645050) Inclusive of shipping. Maximum Qty 1600 Each

Required Delivery is F.O.B. Destination, Naval Station Newport, Rhode Island. Offerors shall provide lead time within quote. Offerors shall include shipping charges in the unit prices.

Issuance of Delivery Orders/ Purchase via Government Purchase Card:

Five (5) Ordering Periods, one (1) year each, are anticipated. Orders exceeding the micro purchase threshold shall be placed via issuance of delivery orders against the base contract. Orders under the micro purchase threshold may be purchased against the base contract via Government Purchase Card. Each order will specify the required quantity of the desiccant material. Pricing of the orders will be determined by pricing established in the base contract for the ordering year in which the order was placed.

Pricing Tables:

This is an Indefinite Delivery/Indefinite Quantity contract with Firm Fixed Price Provisions. The offeror shall deliver items according to the orders issued hereunder, using the prices in the following Tables.

The contract minimum guarantee referred to in paragraph (b) of FAR Clause 52.216-22 ‘Indefinite Quantity, below, is 200 Units. The ceiling of this contract shall be established based on pricing for 1600 units.

The Tables below contain pricing according to each Ordering Period. The contractor shall fill in the FFP unit pricing tables below.

Note: The Government asserts the unilateral right to include or not include stepladder quality range of 20-49 in an awarded contract resulting from this RFQ. Optional Quantity range 20-49 will not be factored into any offerors total evaluated price for the purpose of selecting the Lowest Priced Technically Acceptable (LPTA) Offeror regardless of if an offeror chooses to propose the stepladder.

Evaluation of Quotes:

The Government intends to award a single contract as a result of this RFQ. Award will be made on a Lowest Price Technically Acceptable basis. To be considered technically acceptable, the offeror shall:

Quote MULTISORB or AGM Brand Name items, no substitutions allowed, as specified in the tables above. Gray market items will not be accepted. Drop shipping from outside the United States is not acceptable. If after award the items delivered are determined not to be new or shipped directly from outside the US, the Government has the right to terminate for cause with the Contractor liable to the Government for any and all rights and remedies provided by the law including excess re-procurement costs.

Additionally, the Government will consider past performance information where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.

Evaluated Price:

The Government will derive the offeror’s total evaluated price by extending the offeror’s quoted unit pricing in accordance with the schedule identified below.

1) The Government will calculate the total evaluated price of Ordering Year 1 as follows:

• The Government will multiply the unit price by the maximum quantity for each required range to derive the extended price for each range.

• Next, the Government will add the extended prices for all required ranges of the ordering year and divide by the sum of the maximum quantity of all ranges to find the average unit price.

• The Government will multiply the average unit price by 350 to arrive at a total evaluated price for the ordering year.

The following is an example:

Ordering Year 1

CLIN Description From Quantity

To Quantity

Unit Price Extended Price

0001 Widgets 4 10 $6,000 $60,000

11 20 $5,000 $100,000

21 35 $4,000 $140,000

Total 65 $300,000

The total line item amount is $300,000.00.

Average unit price = $300,000/65 = $4,615.38 Total evaluated price for Ordering Year 1 = $4,615.38 * 350 = $1,615,380.30

2)The Government will repeat the above for each of the remaining Ordering Years 2-5.

3) The Government will add the evaluated price of each ordering year 1-5, as calculated above, to determine the total evaluated price of the offeror.

**NOTE: The above prices are examples only. This example does not obligate the Government to purchase these quantities; it is simply to demonstrate the method the Government will use to calculate the total evaluated price.
