AMENDMENT 0003:

The purpose of this amendment is to:

1. Insert Clause C-228-H002 MINIMUM INSURANCE REQUIREMENTS

2. Provide answers to RFI 0002 as seen below:

1. What will become of the Kitchen Lunch Tble, coffee table, microwave table, etc?

A: Government will remove prior to Construction start.

2. Please confirm what entity (owner) the bid bond should be addressed to.

A: NUWCDIVNPT, N6660424R0251

3. Please confirm that it is acceptable to e-mail the proposal on the due date as per page 40 of the solicitation and no sealed hard copies are required.

A: Per Page 40

2.0 PROPOSAL FORMAT.

(a) Each Offeror shall submit its entire proposal electronically to the points of contact identified above

4. Will any fire protection modifications be needed to accommodate the new room layout?

A: No changes to the fire protection system are necessary.

5. Will any HVAC modifications be needed to accommodate the new room layout?

A: No changes to the HVAC system are necessary.

6. Is a Builder’s Risk Insurance policy required for the project?

A: Please see C-228-H002 MINIMUM INSURANCE REQUIREMENTS (NAVSEA)

7. Please clarify if the door frames are to be knockdown or welded? There is no specification for the Hollow Metal Frames, and it is not indicated in the drawings.

A: Door frames will be knockdown.

8. What is the required species, cut and assembly for the wood veneer of the flush wood doors? The spec has a paragraph about stile & rail and another about plastic laminate, neither of which applies to the doors needed for this project.

A: Birch veneer finish on all edges and faces, with 2 coats polyurethane.

9. Under the 087100 Door Hardware spec, paragraph 2.3 Finishes, the first paragraph states the finishes should be 600/626/630, but the very next paragraph contradicts this and states the finishes should be 612/639. So, which one is correct?

A: 600/626/630

10. Is the Government supplying the 7-pin Best cores, or are they to be provided by the contractor?

A: The government will provide the cores.

11. If we are to provide them, we need to have the information of exactly which cores are used at this facility.

A: The government will provide the cores.

All other solicitation terms and conditions remain unchanged.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

C-228-H002 MINIMUM INSURANCE REQUIREMENTS (NAVSEA) (JAN 2019)

(a) In accordance with the clause(s) of this contract entitled "Insurance--Work On a Government Installation" (FAR 52.228-5) and “Liability and Insurance” (DFARS 252.217-7012), as applicable, the Contractor shall procure and maintain insurance, of at least the kinds and minimum amounts set forth below:

(i) Workers' compensation and employer’s liability coverage shall be at least $100,000, except as provided in FAR 28.307-2(a), if applicable

(ii) Bodily injury liability insurance coverage shall be written on the comprehensive form of policy of at least $500,000 per occurrence.

(iii) Automobile liability policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

(b) To be approved by the Contracting Officer, insurance certificates must include the following cancellation policy statement: Prior to cancellation or material change in coverage, the contractor shall give 30 days written notice to the Contracting Officer.

(c) Physical work cannot begin until the insurance certificate has been approved by the Contracting Officer. Failure to provide an acceptable insurance certificate will not remove the contractor’s responsibility to meet the delivery requirements outlined in Section F and FAR 52.211-11, Liquidated Damages – Supplies, Services, or Research and Development, if applicable.
